Office of the Estate Officer HARYANA WAQF Advt.24/Lease-U/446/2003/HWB/2009/(L.F)2015, Dated Office of the Estate Officer HARYANA WAQF BOARD (Home and Administration of Justice Deptt., Government of Haryana) Branch Office, Near Police Post, Pataudi Road, Gurgaon - 122001 Notice inviting Bids The Haryana Waqf Board invites bids from the prospective lessees under Rule (6) of the Waqf Properties Lease Rules, 2014 as amended by the Waqf Properties Lease (Amendment) Rules, 2015 for 16 waqf properties located in Gurgaon circle of Haryana Waqf Bt,ard. The details of these waqf properties, which include nature of the property, location, area, purpose of lease, period of lease, reserve lease rent etc. are available on the official website of the Haryana Waqf Board (www.haryarliwaqfboard.com ). Terms & Conditions for bidding:- (i) Under normal circumstances, the lease will be awarded. o the highest bidder of the monthly/annual lease rent and the annual increase. (ii) In the event of the highest bidder being the present lessee, he shall deposit outstanding arrears due to him, if any. (iii) While granting lease preference will be given to the present lessee, if such a lessee participates in the bid and matches the highest bid. (iv) In the event of tie amongst two or more bidder the lease will be granted through lottery system, except the condition as mentioned at Sr. No. (iii) aboye..• . (v) As on date the above mentioned waqf properties are in the possession of the previous lessees of the Board. In the event of the highest bidder being a bidder other than the previous lessee, the Board will be able to handover the possession only after foUovslibg the due process of law. However, in such cases the lease rent shall commence w.e.f. the date of the execution of the lease deed to be registered at the office of Registrar or Sub-registrar under whose jurisdiitiah the property is situated. (vi) The expenses towards registration of lease shllbe borne by the successful bidder. (vii) Earnest Money Deposit i.e. 20% of the annual reserve lease rent in the form of Demand Draft/Pay Order payable in favour of 'Haryana Aukaf', Ambala Cantt shall be submitted by each bidder along with the bid application. .- (viii) If any successful bidder refuses to .accept the :.lease offer, his/her Earnest Money Deposited with the 'Haryana Aukaf' shall be forfeited. (ix) Period of lease will be for three years. Upon the execution of lease deed, under Rule (8) of the Waqf Properties Lease Rules, 2014 as amended by the Waqf Properties Lease (Amendment) Rules, 2015, the successful bidder shall have to pay Security Deposit-equal to eleven months of the lease rent. (x) Earnest Money Deposit of the successful bidclerwill be adjusted in the Security Deposit. (xi) Earnest Money Deposit submitted by the unsuccessful bidders will be returned to them by the Board as early as possible. • (xii) The Haryana Waqf Board reserves its rights to accept/reject/amend any bid or negotiate with the highest bidder without assigning any reason. Interested persons may quote their rates for lease of waqf properties (details of which are available in the official website of the Board) under Sealed Cover superscribing "Application for Bid of Waqf Property (Sr. No. of property mentioned in the advertisement)" shall be dropped in the Bid Box kept at the Branch Office, Haryana Waqf Board, Near Police Post, Pataudi Rpad, Gurgaon latest by dated 126*-3-hiklat i;00 PM.     LOKAYUKTA HARYANA ANNUAL REPORT FOR THE YEAR 2018-2019 (01.04.2018 TO 31.03.2019) After I had taken oath as Lokayukta of Haryana on 19th July, 2016, this is my 3rd Annual Report on the functioning of Lokayukta Institution for the aforesaid period under report being submitted to the Hon’ble Governor of Haryana as required under Section 17 (3) of the Haryana Lokayukta Act, 2002. Lokayuktas have been unearthing corruption cases, recommending measures to redress grievances of the people and above all, acting as a much needed safety valve to release the bottled up pressure of aggrieved citizens, which, if allowed to accumulate, would put a question mark on the credibility of our administrative apparatus. The very existence of a Lokayukta helps to generate a feeling of assurance among the public at large, that they have a mechanism to fall back upon when faced with corrupt public servants. Lokayukta investigates cases of corruption, where substantiated, recommend action. It is a great check on corruption, brings about transparency in the system, and makes administrative machinery citizen friendly. His functions largely depend upon jurisdiction vested in him and facilities provided 2 for taking cognizance of citizens’ grievances promptly, deftly and expeditiously through simple, informal mechanism devoid of technicalities. Corruption is internationally recognized a major problem, capable of endangering stability and security of society, threatening social, economic and political development and undermining the values of democracy and morality. It has assumed alarming proportions resultantly public funds going into private hands leading to enrichment of bribe givers and bribe takers. Corruption, inefficiency, delays and insensitivity to people’s grievances can be identified key problems besetting the nation.

    LOKAYUKTA HARYANA ANNUAL REPORT FOR THE YEAR 2017-2018 (01.04.2017 TO 31.03.2018) I had taken oath as Lokayukta of Haryana on 19 th July, 2016 and this is my 2 nd annual report on the functioning of Lokayukta Institution for the aforesaid period under report being submitted to the Hon’ble Governor of Haryana as required under Section 17 (3) of the Haryana Lokayukta Act, 2002. The Lokayukta is an anti-corruption authority constituted at the State level. It investigates allegations of corruption and mal-administration against public servants and is tasked with speedy redressal of public grievances. The origin of the Lokayukta can be traced to the Ombudsmen in Scandinavian countries. The Administrative Reforms Commission, (1966-70), had recommended the creation of the Lokpal at the Centre and Lokayukta in the States. The Lokayukta is created as a Statutory Authority with a fixed tenure to enable it to discharge its functions independently and impartially. Members of the public can directly approach the Lokayukta with complaints of corruption, nepotism or any other form of mal-administration against any government official. With a view to address the problems of redressal of citizens’ grievances, the President of India, vide notification 2 dated 40/3/65-AR(P) dated 05.01.1966, appointed the Administrative Reforms Commission. The object for appointing the Commission was to ensure the highest standards of efficiency and integrity in the public services, for making public administration an effective instrument for carrying out the social and economic policies of the Government and achieving social and economic goals of development for the benefit of citizens of the country.

Background: 1.1 The Government of India had launched the scheme for Assistance to States for Developing Export Infrastructure and Allied Activities (ASIDE) with an objective to involve the states in the export effort by providing assistance to the State Governments for creating appropriate infrastructure for the development and growth of exports in the year 2002-03. But, GoI discontinued the Central component of ASIDE scheme w.e.f. 01.04.2015 mentioning that the States shall operate this scheme out of the increased resources from 32% to 42% allocated to the States on the recommendation of 14th Finance Commission. Accordingly the State Government vide Notification dated 06.01.2017 decided to continue the ASIDE Scheme under Enterprises Promotion Policy, 2015 (EPP- 2015) by providing the funds from the State Budget. 1.2 Under ASIDE scheme of Government of India, 69 projects with cost of Rs.60469.25 lakhs have been approved by the State Level Export Promotion Committee (SLEPC).
