Find this letter in reference to the meeting held with Mr. Vikas Mor AIPRO, Information & Public Relations Department, Haryana regarding the subject cited above. As per the decisions taken in your meeting with the Director, Archaeology and Museums Haryana on dated 11.08.2020, incorporation of reform points pertaining to the Department of Archaeology and Museums Haryana at the Haryana Film Cell portal was finalized. Subsequently, the details were discussed with Sh. Vikas Mor, AIPRO, DIPR (Film), to integrate the points of our department at your end. Therefore, I am directed to send you the framed guidelines, terms and conditions, fee structure for the film shooting at the state protected monuments/sites/museums drafted in the film policy of the department. The revision of fees structure for the movie shooting at the state protected monuments/sites/museums is decided and reduced not less than 20,000/- (Non refundable fee) and 15,000/- (Refundable Security). Please, find the enclosed copy of Film policy details for the integration and fulfillment of reform related points along with list of State Protected Monuments, Archaeological Sites and Museums.

1. Introduction

There are 36 Archaeological Monuments and Sites and 05 Zonal Museums and 01 Site Museum under the jurisdiction of Department of State Archaeology & Museums, Haryana spread all over the state.

2. Objective

There are certain guidelines that shall be followed while photographing/ filming at the State protected Archaeological Sites/Monuments/ Museums.

3. Guidelines for Photography Permission

i. Photography (without tripod/ monopods/ flash-light) is open to public in all the State Protected Sites/Monuments/ Museums free-of-cost. Selfie sticks are strictly not permitted in the museum premises. Prior permission for using camera free-of-charge (with multiple lenses, tripod/ monopods/ large photography bag) for academic purposes shall be granted by the Director/Director General of Department of State Archaeology & Museums, Haryana. The requests shall be made through a form as annexed at Annexure - A. ii. Request of photography free-of-charge (with ti'ipod) shall be made by the applicant at least 15 days prior to the date of visit of the concerned person. iii. Opening of showcase or moving/ shifting of antiquities, etc. is not allowed. iv. Prior permission from the Director/Director General of Department of State Archaeology & Museums, Haryana shall be obtained for taking photographs of the antiquities kept in

reserve collection. V. Fee amounting to 500/- per photograph shall be charged from the applicant who intends to use it for commercial purposes. Such photograph(s) in digital format (high resolution 300 dpi) shall be supplied via e-mail by the Department of State Archaeology & Museums, Haryana. The Department of State Archaeology & Museums, Haryana shall be acknowledged while using the photograph. The requests shall be made through a form as annexed at Annexure - B vi. The request for photograph(s) used for commercial purposes shall be made directly to the Department of State Archaeology & Museums, Haryana. Payments shall be made using

Demand Drafts.

4. Guidelines for Filming/ Video Shooting Permission

i. Filming permission for academic and commercial purposes shall be granted by the Director/Director General of Department of State Archaeology & -'3''

Museums, ("filming", together with its grammatical variations and cognate expressions, means the preparation of a cinematographic film [including video film] with the aid of a camera which is capable of taking films of more than eight millimeters and which requires the use of a stand or involves other special previous arrangements.) ii. Fee for filming - 20,000/- (Non-Refundable)(per day for single Site/Monument/ Museum) and 15,000/- (Refundable) as a security money [subject to revision]. The fee may be exempted in case of for researchers and Central/ State agencies carrying out filming by their own resources and not on contract end. However, the Director/Director General, Department of State Archaeology & Museums, Haryana, will be the competent authority to grant such exemptions. iii. Due acknowledgn^ent shall be given to the Department of State Archaeology & Museums, Haryana. iv. Request of filming/ video shoot along with camera crew shall be made by the applicant at least 15 days prior to the proposed date of shoot. V. 5. Terms and Conditions i. For Museum Objects-No extraneous materials such as water, oil, grease shall be applied on the object or part thereof. ii. The photography and filming shall be carried out only in the presence of the concerned in-charge. iii. Use of any artificial lights (except existing museum lights) including flash-light synchronized with the exposure of camera is prohibited on certain objects, as

indicated below - a) Works on paper, textiles, naturally occurring dyes, oil paintings on canvas, murals, wood, bone and Ivory and other materials painted or coloured come under the extremely susceptible to light damage category. In any circumstances, such objects should never be photographed using flash-light or any kind of alternative artificial light.

b) Not susceptible objects to light damage such as metal, stone, most ceramics, glass, that have largely been used outdoors or have otherwise lost their natural colouring through design or use, etc. can be photographed under controlled artificial light of about 650 Lux/ hour.

iv. Any act, which may cause damage or injury to any antiquity/ artifact or part of it, shall not be undertaken. In case of any damage/ loss, the security money deposited for filming would be forfeited and further, the licensee will have to settle any such claim arising out of the damage, injury or loss of any antiquity/

artifact V. Photography and filming shall not obstruct or hamper or limit the movement of visitors who may lawfully be within the precincts of the State Protected Site/Monument/ Museum. It shall not restrict the accessibility of exhibitions, entrances/ exits, doorways, pathways and high traffic areas. vi. Five copies of publication should be supplied free-of-cost to the Department of State Archaeology & Museums, Haryana immediately following the final editing of publication. Photographs and films may not be sold, reproduced, distributed or otherwise commerbially exploited in any manner without prior permission of the Department of State Archaeology & Museums, Haryana. vii. Film and television programs shall provide Department of State Archaeology & Museums, Haryana with an on screen end credit. viii. Works of art incorporated in the publication or film shall carry the artist/ author's

name and the correct title of the work. ix. Permission for photography/ filming shall be non-transferable and shall be valid for specified date(s)/ period. x. Photo-identity proof preferably passport/ official ID/ Voter ID/ Aadhar/ Driving License etc. shall be presented to the in-charge of the concerned museum(s). xi. The permission so granted shall not include entrance fee as applicable. Entire team/ individual shall purchase the entry ticket. xii. Photographs and films will not be used or portrayed to trivialize, sensationalize or demean the objects or the museum. xiii. It shall be sole responsibility of the concerned individual and/or film production unit that the image or the film does not defame, libel or slander any person, infringe any Copyright, Trademark, privacy, confidentiality or publicity of any person, breach any laws, rules, codes and guidelines. The Department of State Archaeology & Museums, Haryana shall have no responsibility or liabilities of any nature, whatsoever, concerning the foregoing matters. xiv. No press release referring to the State Protected Site/Monument/ Museum in any promotional material will be issued without prior permission of the Department of State Archaeology & Museums, Haryana. XV. Any other condition, which the local official put forth in the larger interest of the safety and security of the antiquities / artifacts. Government property as well as staff and visitors in the museums, shall be abiding on the agency or person seeking permission. xvi. The above guidelines/ terms and conditions are subject to change without prior

He further mentioned that major requirements of reforms arc in the areas of providing approvals online and reducing physical touchpoints to minimize the need of investors to visits departments. 3. Ihe Chief Secretary expressed sadsfaction as manyI dejiarmicnts have implemented 100% of their business rclorms lor 2020. Ihe departments whicii were yet to implement fully or were at were dhected to implement the rcff)rm points within next 7 davs. 4. Ihc Principal Sccretar\', Industries and (..ommercc, urged the respective departments to prepare a user list ol 100+ users along widi their mobile numbers, thereby ensuring smooth feedback process. I.abour, regarding reform point no. 105, 117-119. 126, 138 & 207 apprised that all the reform points will be implemented wdthin a week. Regarding "Registration under Shops and Establishment AND/OR Trade License to be given through single form", it was informed that the Department of Labour and LT,B need to collaborate to draft a sinHc form. The Cliief Secretary directed to complete! the exercise within 7 days. I'he Principal Secretary, Industry and Commerce, suggested to evaluate the option to automatically pro\'ide trade licenses to establishments which already have possession of shop licenses.

Minutes of Meeting held under the Chairmanship of Director, Industries and Commerce, on 28.09.2020 at 03:00 PM at Haryana Enterprise Promotion Center, Khadi Bhawan,Sector -2, Panchkuia regarding to discuss implementation of State Reform Action Plan, 2020. The list of participants is attached as Anncxurc- 1

1. Director, Industries Sc Commerce reriewed department wise reform points & their current status of implementation. 1. Regarding the Online Building Plan Approval System(IIOBPAS), HARTRON informed that tliey had requested M/s Softcch tlnough VC for providing support to run the existing system of Building plan approval of HUDA. But the same was denied by M/s Softcch. HARTRON has issued the RFP for onboarding of new developer. A meeting shall be held at the level of Principal Secrctaiy, Industries & Commerce in this regard. (Action by: HARTRON) 2. Regarding reform Point No. 183, the Department of ULB informed, that tlie Building Plan, Plinth level & Occupation Certificate is given under self-certification so that certification for construction permits arc given on a real-time basis. The Department shall submit requisite proofs for the same. (Action by: ULB) 3. HARIRON informed that, witli reference to the implementation of Central Inspection System (reform point nos. 201-206), the Labour Department had shared die "source code" of the existing Central Inspection System but the requisite documents from the Labour department are pending. HARTRON shall point out specific documents to Assistant Director(EoDB) witliin 02 days to resolve the issue. (Action by: Labour & HARTRON) 4. I lARTRON informed, that it has initiated the de^'clopment work of die "3rd party verificadon module"(reform point no. 256), for mobile tower approvals on the fffiPC portal. Tlie same shall be completed by 30.09.2020. (Action by: HARTRON) 5. The Revenue Department regarding refonn points no. 65, 66 &71 informed, that it is working on the development of new sofrvt^re for "Propcrt)' Registration" and other related sendees and also informed diat digitization of Land Records and Transaction Deeds of the last 20 years arc difficult to achieve in the given time frame. The department was ad\'ised to complete the task as decided in CS meeting. (Action by: Revenue)

6. Revenue Department regarding reform points no. 78 informed that it is working on addition of Mean/Median details on the Propert)- Registration dashboard. The same shall be completed by 30.09.2020. (Action by: Revenue)

7. The Kxcise and Taxation Department regarding reform points no. 42, 43 & 168-173 informed that it shall integrate the Ser%'ices of Label and Brand Registration with the HEPC portal. The same shall be completed by 30.09.2020. The Industries & Commerce department may call a meeting with HAR'l'RON and Excise & Taxation in this regard, if required. (Action by: Excise & Taxation) 8. 'Ihe Home Department regarding reform points no. 243 & 259 informed that it shall initiate the process of notifying its ser\'ices under "Right to Ser\'ice" and the same shall be completed by 30.09.2020. (Action by: Home) 9. The Department of Labour and ULD regarding reform point no. 183 informed regarding "Registration under Shops and Establishment" and "Trade License" that development ofcommon form is under process and shall be completed by 30.09.2020. (Action by: Labour & ULB) 10. llic Department of Food & Chtil Supplies regarding reform point no. 237 informed that it has eliminated the requirement of renewal of registration under die Legal Metrolog)- Act, 2009. The department shall formally convey the same through a letter

to HEPC. (Action by: Food & Civil Supplies) 11. HSPCB regarding reform point no. 82 & 83 informed that 3"* Part\' Certification for Environment Registration has been discontinued on the orders of NGT & CPCB. Hence these may be considered as "NA". HSPCB shall submit the proof to the HEPC. The clarification in this regard may be sought from the DPIIT. (Action by: HSPCB) \ 12. 'Hie Department of Health and Family Welfare regarding reform point no. 61 informed that the renewal of the Drug Manufacturing license has been eliminated and the department only charges '^license retention fees". The proof of the same shall be submitted by the department. (Action by: Health & Family Welfare)

P8-2 13. ULB regarding reform point no. 47 informed that they are developing a new service for giving signage license and the ser^^cc will go live by 30.09.2020.'ITic Department of ULB regarding reform point no. 219 has also initiated the process pertaining to

auto-renewal of tlic of the Trade License (Action by: ULB) 14. DIPR regarding reform point no. 53 & 270-273 informed that its service related to permission for movie shooting is operational on its portal but not integrated with tlic HEPC portal. P'urther, NIC! shall integrate the service with the HEPC portal with the support from HARTRON. (Action by: NIC & HARTRON) 15. Archacolog}' and Museums Department regarding reform point no. 52 & 266-269 informed that process related to "Shooting Permissions at State Protected Monuments" has been submitted to DIPR & NIC for integration with DIPR portal. Subsequently, NIC shall also integrate with MEPC portal with help from liARTRON. (Action by: NIC & HARTRON) 16. HSIIDC regarding reform point no. 18 informed that addition of "3td party verification module with tlic current Land Allotment system" is in under process. The same shall be completed by 30.09.2020. (Action by; HSIIDC) 17. Further, no nodal officer from High Court and Mines & Geologj' attended the meeting. ^

- 3 Secretary DPIIT made a ]orescntation to inform Iho States of several measures undertaken by Government of India in recent months.to encourage domestic manufacturing and highlighted the actions needed to be taken by the States. He listed the current challenges faced by the manufacturing sector and informed about the three-pronged slrategv formulated to achieve Atmanirbhar Bhiaral in manufacturing, (a) Production l_inked incentive-(PL!) Scheme for sectors of strength to create global champions;(b) Phased Manufacturing Programme(PMP) for low value manufacturing and other products that have high domestic demand; and (c) management of FTAs to contain round tripping of imports PL! schemes are already being implemented in sectors such as Mobiles. Pharniaceuticals and Medical Devices. Son^e more sectors are also being identified for a focused and targeted use of incentives to promote global champions. Secretary DPilT informed that the estimated size of pubhc procurement in India is around 20% of GDP. Hence, the Public Procurement Policy-Make in India {PPP- Mll) order is an effective tool to achieve Atmanirbhar Bha.-at and to boost local manufacturing. He Informed that Global Tender Enquiry is novi/ not permitted for procurements less than Rs 200 crore, in case of procurement of items, where there exists sufficient local capacity within the country, only suppliers offering the item with more than 50% local content are eligible to b;d For ail other domestic procurements. only suppliers offering items with more than 20% local content are eligible to bid. Cabinet Secretary complimented the State's omthe work done so far under Ease U) of Doing Business, and requested them to build on it further to reduce the compliance burden for citizens/businesses. A detailed exercise should be taken up across Departments to identify unnecessary processes and requirements which act as

r/ obstacles to scaling up, and expansion or starting of businesses. Measures , like replacing requirements of apnual renewals; eliminating unnecessary licenses etc would have far-reaching impact. This exercise could be coupled with decriminalization of minor offences to create a .conducive eco-system for investors and business. Government of India has announced.PL! schemes in some sectors and the scheme will be extended to other sectors. State Governments could also offer additional incentives and facilitate the pr^ocess.of land acquisition to attract investors.

Cabinet Secretary highlighted the importance given by Government of India to structural reforms and urged the States to continue with the reform agenda, not only due to the linking of additional borrowing with milestones under the State Reform Action Plan, but for their own good. He requested all Chief Secretaries to provide leadership, so that such reforms can be carried out across all sectors. 'Ilie Excise and Taxation Department informed regarding reform points no. 42,43 & 168-173 that the Auction portal for Label and Brand Registration is undta: development, the same shall be integrated with the HEPC portal. Please refer to the subject cited above. This is to inform you that the Department for Promotion of Industry and Internal Trade (DPIIT), Govt. of India DPIIT has released the new feedback methodology to be adopted for the ranking under State Reforms Action Plan and the feedback received from users will be the sole criteria for providing State EoDB ranking. Some of the key points of the new methodology are as follows: i) Department needs to give the complete list of users for the period 1" November 2020 to 31" March 2021 (both dates included). The Last date of uploading data is 15^^ April 2021. li) A random sample of 2% of the total user database submitted will be,^ taken, wherein minimum will be 20 users and maximum will be 100 users through random sampling method. ^ iii) Department needs to ensure that at least 20 users are available before the deadline. No feedback will be conducted on an action point, if the no. of users for the system is less than 20. In Such cases. State will not be awarded any mark for such reforms. iv) Minimum 70% users per service to report reform implemented to receive

full marks.

It is, therefore, kindly requested to make it convenient to direct the concerned officer to connect with users, draft a list in the enclosed format and take necessary steps to strengthen the feedback process. Overview 1. The SRAP 2020 consists of 301 recommendations for reforms on regulator)- processes,- policies, practices and procedures classified into 15 Reform Areas.

2. List of Reforms a. In all there are 301 reforms b. Reforms are classified as General and Specific reforms . r i. General reforms are those reforms^ wherein tliere is no specific user, e.g., Information wizard, digitization of land records etc. ii. Specific reforms are those wherein there is a clear identifiable user. For e.g., electricit)- connection, trade license etc. ^ There are in all 3 major steps in the Assessment and Ranking

Step 1: Uploading of evidences on the EODB portal by States/ UTs i. States/ UTs are required to upload the evidence of each implemented reform on the DPIIT EODB portal (link) by oT* December 2020. Action Point for which evidences are not uploaded before the cut-off date, will not be assessed. \ ii. Ewdences provided by States/ UTs under previous ranking exercises will not be retained on the EODB portal and States/ UTs arc required to submit fresh e"\ddences for all 301 reforms. iii. While uploading the evidences for die implemented reforms, States/ UTs are required to prowde at least one of the following: \

Vlll. Since each Reforms will be evaluated individually, the evidence for one reform must not refer to evidence/remarks submitted for any otlier reform.

IX. ■Evidence should be submitted only In English (preferabl)^ or Hindi, in case of usage of other languages, translation\in eitlier of the two languages should be provided.

X. During evaluation of the uploaded evidences, if any clarification is sought by DPIIT from the State/ UT, maximum 2 (two) iterations will be allowed for each reform. States/ UTs will be required to submit response to the clarification within 7 days.

XI. Reforms -that are uploaded pn I'ortal will fall into 4 categories

a. Yes -indicates tliat t^e Reform has been implemented by the State/ UT

b. No - indicates that the reform is yet to be implemented by the State/ UT

c. - NAl - Indicates that the State/ UT has eliminated the regulator)' requirement to • which the reform refers. State/UT has done awa)' witli the regulations through Government Process Re-engineering (GPR). Hence these reforms will be given full score and there will^be no necessity' to take User feedback.. .

d. NA2 - Indicates that the relevant regulator)' requirement is not in practice in the State/UT, due to• a .judgement by the court or that there are not enough applications/ Users'for'the sendee (less than 20), or the reform is not applicable due to unique geographical condition of the State/ UT or any other reason wliich is beyond tire control .of the State/UT. 'v ■ i Step 2: Uploading of User Data by States/ UTs ' States/ UTs will give complete user data for the,period - 1"November 2020 to 31" MarSi 2021 (botli dates included). The last date for uploading User data is 30"'April 2021. No data received thereafter will be accepted.

n. For-services availed bv professionals, States/ UTs will be required to share user database of - professionals. . •

111. All data will be uploaded directly on the Portal. Nothing will be accepted over email. iv. States are required to give all data for the above-mentioned period. V. State should ensure that data is not incomplete in any'way (for instance, it is to be ensured that Mobile number has complete 10 digits and emails are rightly capturec^, else it would lead to rejection of User for the purposes of taking feedback.

Step 3: User survey by DPIIT i. Feedback exercise would be conducted in the month of May 2021. ■ ii. Feedback will be sought on all reforms, whiclr arc implemented, and evidence is approved by DPIIT. . \ hi. User feedback will be taken through telephonic inteniew and/ or WhatsApp/ SMS/ Email based link

Telephonic interview \ Users will be contacted through telephonic call and a set of questions relating to the services availed will be asked. Questionnaire will be designed in such a way where Users will have to answ^er in Yes or No. • . . , WhatsApp/ SMS/ Email based Unit o The User database shared by States/ UTs witli Phone number and/or email ID will be used by DPIIT to send the linJi through WhatsApp/ SMS/ Email \ o A brief explanation will be given as to why the sunxy is being done. Details of Users will be anonymous, and submissions will not be shared with vStates/ UTs.- iv. Sample Size

a. Complete user database needs to be shared with the Department. Not giving complete user database will disqualifj' the reform from being considered for evaluation. A sample of 2% of total user database submitted by States will be taken, wherein minimum will be 20 users and maximum will be 100 users through random sampling method.

Users who have availed a service will be asked through SjVIS/ WhatsApp/ email-based - survey. SMS with a survey link may be sent as reminders. V. ' The sample size for conducting, survej-s wdll be 2% of total user database submitted by States. ■ - , ' . " \ - 'JI.- .V 'o The* sample would be drawn from the user list submitted, by State/ UT on the EODB pojtal for tiie period ^'November 2020 to 3U'March 2021. •- vi. No feedback will be collected on an Action Point for a State/ UT if tlie number of users for the system is less than 20. In^such cases, State/UT will not be awarded any marks for such reform. vii. DPIIT will develop user' category-wise questionnaires to obtain feedback. On tire basis of answers received in the feedback intemew, scores will be awarded. viii; The questionnaire will contain certain qualifying questions to assess whether the system has been used by the respondent. If the answer to this question is negative by the user, other questions of the reform will not be asked to the user. ix, The questionnaire will be s^hared with the State/UT only after the results are declared. No request for sharing the questionnaire before the completion suiwey will be obliged, to maintain the sanctit}* of the process. X. States/UTs are advised to verify the validit)^ of data shared by them. In case DPIFP is not able to reach out to any user based on the contact details given in the data, such data point will.be eliminated from thcdata set and would iwjt be evaluated. A replacement will then be chosen from the user list-upHoaded by the State/UT.

xi. In case any user contacted by DPIIT informs that the actital usage is by someone else in his/ her organization or through some intermediar}'-, DPIIT will make reasonable efforts to reach such actual user. How-ever, if .after reasonable efforts such actual user is not reachable, the case will be dealt as in point (3x) mentioned above. ' \ xii. Single users availing multiple departmental ser\dccs would be considered valid for all servfc^ the)^ have availed.

Scoring and weightage i. It ma) be noted that each Action Point has equal mark and reform weightage would var}"^ based on the number of Action Points in it For example. Reform number 11 has 5 Action 1 oints relating to Online Single Window System (design and implementation) and therefore, weightage of 5 is provided to this reform. ii. The overall score of the State/UT will be decided by the following formula: Percentage of implementation - r Total feedback marks obtained+ NAl marks;^ x 10n (Maximum marks- NA2 marks) iii. If less than 70% survey respondents from the sample size inform that they do not see the Action Point in actual implementation, no marks will be awTirded for tlie same. I iMovie Shooting Monument iiThe dashboard should clearly highlight the registrations done and the _ jMni® taken (Mean/ Median) iL Brief Note on Status report of Reform Points under SRAP-2020 There are total 5 reform points pertaining to the department related to Film shooting at state protected sites/monuments/museums under the Department of Archaeology and Museums Haryema. As per the orders of Honhle Government of Haiyana on 01.02.2020, it was directed to hold a meeting to discuss and integrate the film policy under the operational Haiyana Film Cell, DIPR (Film) so that all the applications for permission of shooting can be processed through one single window platform. In this regard, Meeting was held of Director, Department of Archaeology and Museums Haiyana Smt. Mandeep Kaur IAS, Nodal Officer (Film Policy) Deputy Director Dr. Banani Bhattachaiy^a with Director General, DIPR, Haiyana at DIPR office, Haiyana Civil Secretariat, Sector 1, Chandigarh on 10.09.2020. ^ Subsequently, review meetings were held under the chairmanship of Director, Industries and Commerce, Haiyana, at HEPC, Sector 2, Panchkula which were attended by Nodal Officer (Film Policy). In compliance to the reform points, it was informed uring the meeting that the department has submitted its film policy to Mr. Vikas Mor, AIPRO, DIPR along with reform points for integration with DIPR film portal and he further informed that it is further sent to NIC for development and integration in their portal through NIC. In the latest review meeting on dated 26.10.2020, which was attended by Assistant Director Dr. Raghavendra Kumar Rai on behalf of Nodal Officer (Film Policy) told that it is still pending at the level of DIPR and NIC for integration. Therefore, a meeting was fixed for next day i.e. 27.10.2020 at NIC for both Archaeology and Museums Haiyana and DIPR (Film) to implement the reform points at earliest. After the meeting, DIPR had sent the letter to the Department of Archaeology and Museums Haiyana and informed that Annexure C (permission for film shooting) will be integrated with DIPR Film portal whereas Annexure A and B me related to photography permission which may be uploaded on the Department's website for information. As per the orders of the Principal Secretary to Government of Haryana, Archaeology and Museums Haryana, the letter should be written to DIPR to retain the fee structure for film shooting (40,000/- per day instead of reduced rates i.e. 20,000/-) as they are approved on file by Hon'ble Chief Minister, Government of Haiyana. The work is in progress and file will be sent for FD approval at earliest. Photography/ Filming Policy for the Archaeological Sites/Monuments/ Museums of Department of State Archaeology & Museums,Haryana

1. Introduction There are 36 Archaeological Monuments and Sites and 05 Zonal Museums and 01 Site Museum under the jurisdiction of Department of State Archaeology & Museums, Haryana spread all over the state.

2. Objective There are certain guidelines that shall be followed while photographing/ filming at the State protected Archaeological Sites/Monuments/ Museums.

3. Guidelines for Photography Permission

i. Photography (without tripod/ monopods/ flash-light) is open to public in all the State Protected Sites/Monuments)^ Museums free-of-cost. Selfie sticks are strictly not permitted in the museum premises. Prior permission for using camera free-of-charge (with multiple lenses, tripod/ monopods/ large photography bag) for academic purposes shall be granted by the Director/Director General of Department of State Archaeology & Museums, Haryana. The requests shall be made through a form as annexed at Annexure - A.

11. Request of photography free-of-charge (with tripod) shall be made by the applicant at least 15 days prior to the date of visit of the concerned person.

iii. Opening of showcase or moving/ shifting of antiquities, etc. is not allowed.

iv. Prior permission from the Director/Director General of Department of State Archaeology & Museums, Haryana shall be obtained for taking photographs of the antiquities kept in reserve collection. \ Fee amounting to 500/- per photograph shall be charged from the applicant who intends to use it for commercial purposes. Such photograph(s) in digital format (high resolution 300 dpi) shall be supplied via e-mail by the Department of State Archaeology & Museums, Haryana. The Department of State Archaeology & Museums, Haryana shall be acknowledged while using the photograph. The requests shall be made through a form as annexed at Annexure - B The request for photograph(s) used for commercial purposes shall be made directly to the Department of State Archaeology & Museums, Haryana. Payments shall be made using

Demand Drafts. %

■ Museums, ("filming", together with its grammatical variations and cognate expressions, means the preparation of a cinematographic film [including video film] with the aid of a camera which is capable of taking films of more than eight millimeters and which requires the use of a stand or involves other special previous arrangements.) ii. Fee for filming - 40,000/- (Non-Refundable)(per day for single Site/Monument/ Museum) and 10,000/- (Refiindable) as a security money [subject to revision]. The fee may be exempted in case of for researchers and Central/ State agencies carrying out filming by their own resources and not on contract end. However, the Director/Director General, Department of State Archaeology & Museums, Haryana, will be the competent authority to grant such exemptions. iii. Due acknowledgment shall be given to the Department of State Archaeology & Museums, Haryana. iv. Request of filming/ video shoot along with camera crew shall be made by the applicant at least 15\days prior to the proposed date of shoot. V. 5. Terms and Conditions i. For Miiseum Objects-No extraneous materials such as water, oil, grease shall be applied on the object or part thereof. ii. The photography and filming shall be carried out only in the presence of the concerned in-charge. iii. Use of any artificial lights (except existing museum lights) including flash-light synchronized with Ihe exposure of camera is prohibited on certain objects, as

indicated below - a) Works on paper, textiles, naturally occurring dyes, oil paintings on canvas, murals, wood, bone and Ivory and other materials painted or coloured come under the extremely susceptible to light damage category. In any circumstances, such objects should never be photographed using flash-light or any kind of alternative artificial light.

b) Not susceptible objects to light damage such as metal, stone, most ceramics, glass, that have largely been used outdoors or have otherwise lost their natural colouring through design or use, etc. can be photographed under controlled artificial light of about 650 Lux/ hour. ^ V. Photography and filming shall not obstruct or hamper or limit the movement of visitors who may \lawfully be within the precincts of the State Protected Site/Monument/ Museum. It shall not restrict the accessibility of exhibitions, entrances/ exits, doorways, pathways and high traffic areas. vi. Five copies of publication should be supplied free-of-cost to the Department of State Archaeology & Museums, Haryana immediately following the final editing of publication. Photographs and films may not be sold, reproduced, distributed or otherwise commercially exploited in any manner without prior permission of the Department of State Archaeology & Museums, Haryana. vii. Film and television programs shall provide Department of State Archaeology & Museums, Haryana with an on screen end credit. viii. Works of art incorporated in the publication or film shall carry the artist/ author's

name and the correct title of the work. ix. Permission for photography/ filming shall be non-transferable and shall be valid for specified date(s)/ period. X. Photo-identity proof preferably passport/ official ID/ Voter ID/ Aadhar/ Driving License etc. shall bd.presented to the in-charge of the concerned museum(s). xi. The permission so granted shall not include entrance fee as applicable. Entire team/ individual shall purchase the entry ticket. xii. Photographs and films will not be used or portrayed to trivialize, sensationalize or demean the objects or the museum. xiii. It shall be sole responsibility of the concerned individual and/or film production unit that the image or the film does not defame, libel or slander any person, infringe any Copyright, Trademark, privacy, confidentiality or publicity of any person, breach any laws, rules, codes and guidelines. The Department of State Archaeology & Museumis, Haryana shall have no responsibility or liabilities of any nature, whatsoever, concerning the foregoing matters. xiv. No press release referring to the State Protected Site/Monument/ Museum in any promotional material will be issued without prior permission of the Department of State Archaeology & Museums, Haryana. XV. Any other condition, which the local official put forth in the larger interest of the safety and security of the antiquities / artifacts, Goverrunent property as well as staff and visitors in the museums, shall be abiding on the agency or person seeking permission. xvi. The Principal Secretary, Industries and Commerce, highlighted the rationale behind • the Government of India's reform exerciser and the importance of business reforms not only for the State's ranking perspective but also for making the State, investor friendly.

He further mendoned that the major requirements of reforms are in the areas of providing approvals online and reducing physical touch points to minimize the need of investor to visit government departments. He also informed that as decided in last CS Meedng held on 14.09.2020, the reform points were to be implemented by- 30''' September, 2020.

3. The Chief Secretary emphasized that the departments shall implement their all pending reform points beforeTS'''November, 2020. (Action by: All Departments) 4. Regarding reform point no. 43-47 of DRAP, Encumbrance Ccrdficate, it was again', emphasized that revenue .deparmient shall develop the module with the NIC. Chief Secretary further instructed Director, Tand Records to devise the format of.

Regarding reform point no. 65-66, 68, 71, 74, 76 & 78 of SRAP for property registradon related points, Chief Secretary desired that extended deliberadons arc required and a meedng may be scheduled in the first week with all the concerned departments to get all the reform points implemented'.' Regarding reform point no. 68-74(DRAP) and reform point no, 183-185, 187-189, 192-193 for construction permits(SRAP), Chief Secretary instructed to make the provision of deemed approvals in case the appUcaUon is not approved within noofied time limit. The Principal Secretarj' (Industries & Commerce) appraised Chief Secretary of the review meeting held on.30.10.2020 in which he had suggested to invite otiier vendors (Infosys, TCS, HCL, Wipro) for working oh probahility to engage any of them, due, to unsatisfactory performance of the existing vendor (Capricot). (Action by: HARTRON/ULB/HSIIDC/TCP) 8. Regarding reform point no. 35-39, road cutting permission & 40-42 for inspecdon, ACS, ULB informed that tlie system has been developed and shall be made go live by 10.11.2020.

Regarding reform point no. 25-29(DRAP), "Cerdficate of non-availability of watef" it was informed by HARTRON diat they are developing this service on the HEPC portal and shall be completed by 07.11.2020. (Action by: HARTRON) 10. Regarding reform point no. lll-ll5(DRiVP), "Registration under PC& PNDT Act, 1994", Health department informed that the Services are online. Health department also informed that this reform point is already under tlie Central act in which 90 days' timeline have been fixed for the service and the mode of payment is Demand Draft. Thus, the department cannot fully comply with the reform points to notify timelines under RTS and receipt of fee through electronic mode.Tt was decided that the KPMG shall seek clarification from DPIIT and may also seek feedback from other states within 03 days in this regard. Further, the department shall complete all tlie pending reform points of DR/VP by 15.11.2020. Further, regarding reform points 59-61, 222,226,230 and ,232 of SRAP,Jfwas informed that G.OI Portal is available and APIs have been shared by GOL Now the department shall get the ■ scrvices integratcd witli HEPC Portal through HARTRON by 15.11.2020. ^Action by: Health Department)

11. Reg^u-ding reform point no. 47 for signage license; 78 for mean/medium, 71 for integration with utilities i.e. electricity and water, 81 for CLU mean/medium & 246- 249 for signage license, ULB department informed that the system is under development and the same shall be completed ^Dy 10.11.2020. 14. Regarding reform point no. 299, Supplies and Disposal department informedthat the portal is under development and the department has engaged NIC for the same and shall be completed by 10.11.2020. Regarding reform point no. 297, it was advised that Directoij General, Supplies and Disposal shall put up a proposal to noti5' the timelines under RTS by 10.11.2020. (Action by: Supplies and Disposal). 15. Regarding reform point-no. 181-190, 116-130 (DRAP) and reform point no. 49-50, 56, 242-245, 258-261 & 284-285 (SRAP), Home Department informed that the Department will provide workflow to the NIC for development of the services which then further will be integrated with the" HEP-C'portal. ACS Home assured that all the pending refoims points shall be implemented byl 5.11.2020. However, it was also decided that a separate- meeting shall be held at the CS level in the next

week. (Action by: Home/NIC) 16. Regarding reform point no. 118 "Registration under Shops & Establishments AND/OR Trade License to be given through a single form". Labour, ULB &: HARTRON have agreed to develop [a single form. HARTRON will provide the technical plan. The Chief Secrctarj' instructed the Industries & Commerce Deparmient to convey"a . the areas of concerns in implemcndng the reform points to the CS office by 07.11.2020 \ (Action by: Industries & Commerce) 18. Regarding reform point no. 82-83(SRAP), HSPCB informed that the Department ■ used to have auto renewal of consent to operate for all categories. However, Honble NGT in its order dated 08.03.2019 said that tlie inspection policy of HSPCB hardly matches the mandate of precautionary sustainable principles of environmental law and further the auto renewal policy results in pollution remaining unchecked and directed the above policy must be revised forth by HSPCB in consultation widi CPCB. Thereafter, after a meeting with CPCB, it was decided tliat the pre-verification process may be completed within 5 working days and renewal of consent to be done if the units are complying with'the requirement (with online verification of documents without physical inspection and non-complying cases,can be dealt separately). Accordingly, HSPCB has revised the procedure of auto renewal. ' Tlierefore, it is not feasible to comply with the said point. It was suggested that HSPCB shall make provision of auto renewal for green category likewise other states to comply with the mandate of DPIIT for states ranking and the system should be in place by 15.11.2020. (Action by: HSPCB) 19. Regarding reform point no. 201-206 of SRAP, Central Inspection System, the chief secretarj' directed that HARTRON shall make the already developed system functional for Labour-, Boiler &. HSPCB. Further, HARTRON shall also undertake the task to integrate CIS system for Food & Civil Supplies and shall also ensure annual maintenance of the system. It was also decided that HEPC shall bear the cost related to revamping and maintenance of CIS system & payrhents shall be made to

1. Introduction

There are 36 Archaeological Monuments and Sites and 05 Zonal Museums and 01 Site Museum under the jurisdiction of Department of State Archaeology & Museums, Haryana spread all over the state.

2. Objective

There are certain guidelines that shall be followed while filming at the State protected Archaeological Sites/Monuments/ Museums.

3. Guidelines for FilmingA^ideo Shooting Permission

i. Filming permission for academic and commercial purposes shall be granted by the "Director/Director General of Department'of State" Archaeology & Museums, ("filming", together with its grammatical variations and cognate expressions, means the preparation of a cinematographic film [including video film] with the aid of a camera which is capable of taking films of more than eight millimeters and which requires the use of a stand or involves other special previous arrangements.) ii. Fee for filming - 40,000/- (Non-Refundable)(per day for single Site/Monument/ Museum) and 10,000/- (Refundable) as a security money [subject to revision]. The fee may be exempted in case of for researchers and Central/ State agencies carrying out filming by their own resources and not on contract end. However, the Director/Director General, Department of State Archaeology & Museums, Haryana, will be the competent authority to grant such exemptions. iii. Due acknowledgment shall be given to the Department of State Archaeology & Museums, Haryana. iv. Request of filming/ video shoot along with camera crew shall be made by the applicant at least 15 days prior to the proposed date of shoot. V. Documents required for the filming along with the form are annexed at

Annexure - C.

4. Terms and Conditions i. For Museum Objects-No extraneous materials such as water, oil, grease shall be applied on the object or part thereof. | ii. The photography and filming shall be carried out only in the presence of the concerned in-charge. iii. Use of any artificial lights (except existing museum lights) including flash-light synchronized with the exposure of camera is prohibited on certain objects, as

indicated below - a) Works on paper, textiles, naturally occurring dyes, oil paintings on canvas, murals, wood, bone and Ivory and other materials painted or coloured come under the extremely susceptible to light damage category. In any circumstances, such objects should never be photographed using flash-light or any kind of alternative artificial light.

b) Not susceptible objects to light damage such as metal, stone, most ceramics, glass, that have largely been used outdoors or have otherwise lost their natural colouring through design or use, etc. can be photographed under controlled aitificial light of about 650 Lux/ hour.

iv. Any act, which may cause damage or injury to aiiy antiquity/ artifact or part of it, shall not be undertaken. In case of any damage/ loss, the security money deposited for filming would be forfeited and further, the licensee will have to settle any such claim arising out of the damage, injury or loss of any antiquity/

artifact V. Photography and filming shall not obstruct or hamper or limit the movement of visitors who may lawfully be within the precincts of the State Protected Site/Monument/ Museum. It shall not restrict the accessibility of exhibitions, entrances/ exits, doorways, pathways and high traffic areas. vi. Five copies of publication should be supplied free-of-cost to the Department of State Archaeology & Museums, Haryana immediately following the final editing of publication. Photographs and films may not be sold, reproduced, distributed or otherwise commercially exploited in any manner without prior permission of the Department of State Archaeology & Museums, Haryana. vii. Film and television programs shall provide Department of State Archaeology & Museums, Haryana with an on screen end credit. . viii. Works of art incorporated in the publication or film shall carry the artist/ author's

name and the correct title of the work. ix. Permission for photography/ filming shall be non-transferable and shall be valid for specified date(s)/ period. X. Photo-identity proof preferably passport/ official JD/ Voter ID/ Aadhar/ Driving License etc. shall be presented to the in-charge of the concerned museum(s). xi. The permission so granted shall not include entrance fee as applicable. Entire team/ individual shall purchase the entry ticket. xii. Photographs and films will not be used or portrayed to trivialize, sensationalize or demean the objects or the museum. xiii. It.shall be sole responsibility of the concerned individual and/or film production unit that the image or the film does not defame, libel or slander any person, /A/

infringe any Copyright, Trademark, privacy, confidentiality or publicity of any I person, breach any laws, rules, codes and guidelines. The Department of State Archaeology & Museums, Haryana shall have no responsibility or liabilities of any nature, whatsoever, concerning the foregoing matters. xiv. No press release referring to the State Protected Site/Monument/ Museum in any promotional material will be issued without prior permission of the Department of State Archaeology & Museums, Haryana. XV. Any other condition, which the local official put forth in the larger interest of the safety and security of the antiquities / artifacts. Government property as well as staff and visitors in the museums, shall be abiding on the agency or person seeking permission. \ xvi. The above guidelines/ terms and conditions are subject to change without prior

notice. xvii. The renewal and rejection of the application for Movie Shooting/Photography is subject to the approval of only Director/Director General, Archaeology and Museums Haryana.^ Annexure - C
