A MESSAGE FROM YOUR CHAIRMAN Earlier this year, I mentioned that it was our aim to try to bring back the spirit of community into our village. It was wonderful to hear of so many street parties to celebrate the Jubilee, and your parish council was only too pleased to play their part in those organising committees that requested our assistance in the awarding of small grants to assist in costs. Certainly folk that I have spoken to have all voiced how much fun and enjoyment their respective parties gave, and indeed the word ‘community’ was uttered on more than one occasion. A big well done and thanks to all organising committees!!

At the time of writing, the whole country is enveloped in Olympic fever, I can definitely state that the feel good factor is well and truly alive and well ( yes – I know it helps when we’re winning! ) – and long may it continue. For me, it wasn’t just about the athletes involved, but also the friendliness exuded by the volunteers in each and every venue – may I take this opportunity to send a big thank you and well done to anyone that has been involved from our community, whether it has been at the torch relay, or a games venue themselves.

Thanks also to those children that have taken the time enter the poster competition – the winners will be notified shortly, with the winning entries posted around the village. The winners will also be invited to attend the official planting ceremony for our commemorative oak tree later on this year.

A NEW LOOK TO YOUR MAGAZINE THIS QUARTER You may have noticed from the front of the magazine, that there is a different look to your magazine. The parish council have elected to trial a new way of magazine production this quarter. The compilation of the magazine has therefore come in house with the tasks shared between the Clerk and me. In conjunction with City Council, we have sourced a new printing agreement, and hope that in doing so, we will be able to totally offset the production costs via the income generated from our much valued advertisers, thereby effectively ensuring that our advertising rates remain competitive and self supporting.

I am delighted to report that our recent appeal for a possible volunteer First Responder has proved successful, and therefore your parish council are at present in negotiation with regards us joint funding a public defibrillator for the village in conjunction with the Rotary Club – yet a further example of community spirit at its best.

It is with great disappointment that we have this week lost the services of one of the village’s longer serving parish councillors, Mick Shorter, who has resigned due to his own personal workload. I would like to personally thank Mick for his contribution to the Parish Council over the last five years, and wish him well for the future.

YOUR PARISH COUNCIL AND SAINSBURYS Many of you have recently registered concerns over certain pockets of land on the Primrose Way estate being somewhat unmaintained.

The main area of complaint concerned the footpath leading from Primrose Way parallel with the rugby pitches leading down to the store.

Although we had pursued this matter with Sainsburys themselves on numerous occasions, it became apparent that no action was forthcoming. Therefore, and in the interests of your comfort and safety, we took the considered opinion to address the situation by cutting the grass verge ourselves !! Since our token efforts, we are pleased to note that Sainsburys have now cut back all offending vegetation – hopefully our little ‘prompt’ was partially responsible for this !? !

The other area of concern was the open land at the rear of the Ridgeway – an area that we have previously highlighted as being the source for anti- social behaviour. We can advise that we have now held discussions with both Sainsburys and their ground works contractor , and look forward to seeing improvements in this area also – rest assured that we will be closely monitoring the situation.

REPORTING PROBLEMS ON PUBLIC RIGHTS OF WAY (PROW)

Last year Kent County Council’s Countryside Access Service received nearly 8,000 new reports of issues on the public rights of way network. They have introduced a web based reporting tool to add to the dedicated phone line, and want to encourage its use. Access the online fault reporting tool at http://kent.gov.uk/leisure_and_culture/countryside_and_coast/report_a _problem.aspx

The web based tool is quick and easy to use, and you can request e-mail updates, so that KCC PROW team can keep you informed at various stages as your issue is dealt with. You can also log onto the website at any time to view the current position. If you do not have web access please use the dedicated report line (0845 3450210).

CHESTFIELD EMERGENCY PLAN

Chestfield Parish Council is compiling an Emergency Plan to feed in to the city and county councils’ emergency plan response capabilities.

Nearly all emergencies will be dealt with routinely by an integrated multi- agency response, such as city, county council and who would take the lead, however, a situation could occur (such as extensive flooding, storm damage, deep snow, power outage or major incident), which could delay the arrival of outside assistance due to services being overwhelmed, when our community will need to help itself.

Residents may remember the centrefold in the December 2011 edition of the magazine – which was a form to Aid Information Gathering within the Community. We asked all residents to tell us of any skills or offers of help that could prove useful in an emergency and also to tell us if you or anyone in your household would have special needs in the event of an emergency.

REMEMBER it is not too late to let us know of this!

The Clerk has drafted an Emergency Plan document. A separate meeting was then held when Kent County Council’s Community Resilience officer and parish councillors talked through scenarios, looked at the draft plan so far and brainstormed ways to improve the content of the document. Actions are now underway for this.

One of the actions that might be needed in an emergency is to create a rest centre and locations are being explored. It would be important to have volunteers there who were able to ‘book people in’ and take their details and special requirements (if any). Kent County Council offer rest centre training – and specific booking in sheets – the parish council is exploring this training, and looking for resident volunteers to also undertake it – if you are interested in doing this to help out in an emergency please give your name, address and contact details to the parish clerk.

NEIGHBOURHOOD WATCH Following a detailed examination of crime figures from Chestfield, the Canterbury & District Neighbourhood Watch Association reported that of 20 recorded burglaries or thefts, only 2 occurred in roads covered by an active Neighbourhood Watch Scheme. This reaffirms well established knowledge and national statistics that time and again crime is less likely in areas covered by Neighbourhood Watch. Although our Neighbourhood Watch Scheme continues from strength to strength, some areas in the village still require covering. These areas are Cherry Orchard, Longtyre Drive, Chestfield Road (South) and Molehill Road. If you would like to volunteer your services in any of these areas, please contact either the Parish Clerk or Cllr Len Claisse for further details.

NOTE: The Association of Chief Police Officers recognises the value of a patented clear liquid currently on the market that can be used on property. YOU HEARD IT HERE FIRST ! You may have read that Canterbury City Council plan to issue households with additional rubbish segregation bins as part of their new environmental policy. This should not have come as too much a surprise, as this was announced by CCC officer, Helen Bennington, our guest speaker at our 12 March 2012 Parish Council meeting.

Helen kindly offered to attend a future parish council meeting to provide further detail of the plans - keep an eye on agenda notices for this.

And talking of bins…. We are pleased to announce we have purchased new liveried waste bins to replace some existing ones along Chestfield Road, together with a fun ‘bear bin’ in the play park. These will be maintained by Serco as per the existing schedule. These bins were purchased mainly from a KCC grant given to us by our KCC Highways Member – Thank You Cllr. Mike Harrison !

GOVERNMENT SPEED LIMIT CONSULTATION

The latest Government consultation is around setting and implementing speed limits - especially locally-set ones and 20mph limits. The Department for Transport (DfT) is consulting on: “Revision of DfT's Speed Limit Circular”. This consultation sets out to revise and reissue the guidance on setting local speed limits to take account of recent changes to the signing regime, to expand the section on 20mph zones and limits, to introduce the Speed Limit Appraisal Tool and other changes. The DfT is asking for comments by 5 October 2012, before finalising the new advice. The DfT is not proposing substantial changes. The revised guidance covers the local speed limits. The DfT is not seeking views on the national limits of 30mph on street lit roads, 60mph on single carriageway roads and 70mph on dual carriageways and motorways.

The DfT is keen to update the guidance to take account of the recent changes to the signing regime, to expand the section on 20mph zones and limits, to introduce the Speed Limit Appraisal Tool and other changes.

Chestfield parish council’s response based on comments from Cllrs and speedwatch volunteers is that a 20mph speed limit should be considered for all of our residential roads, just leaving the through roads at 30mph. This would bring safety back to our streets for the benefit of the majority, in particular the children who could cycle more safely. However the use of speed bumps or other restrictions to achieve this is not favoured. There looks as though there is also a possible option to have the entire length of the Old Thanet Way at 40mph which would help cut down the number of accidents. Page | 9

A REPORT FROM OUR KENT COUNTY COUNCILLOR RE THE HERNEBAY HOUSEHOLD WASTE RECYCLING CENTRE:

Dear Resident, I am taking this opportunity to update you on the temporary closure of the Herne Bay Household Waste Recycling Centre site. KCC are to carry-out major re-development works. This will unfortunately necessitate a temporary closure of the facility for a significant period. This is a very busy site and due to the extent and nature of the work involved, it would be difficult to carry-out these works safely and efficiently without a full closure until the work is completed.

The work involves completely demolishing the existing site and building a new modern fit-for-purpose facility. The new facility will be a split level arrangement and provide easier to use waste and recycling facilities, without the need for steps to access the containers. There will be a larger householder reception area and an increased number of unloading bays for customers. The aim is to bring the site in line with other sites in the County and to make the facility more customer friendly, reduce traffic queues, and increase recycling.

I have checked with KCC officers as to how long we can expect the site to be closed. They replied, “We now have confirmation from the construction contractor of their work programme. Whilst every effort will be made to minimise the closure period, it will necessitate the complete closure of the facility for approximately 21 weeks with effect from Monday 6 August 2012.”

I then asked what impact this will have on residents and local businesses, plus the potential for increased fly-tipping in the area, and what, if any, mitigating measures were to be put in place? :-

o From closure date, the site entrance will be manned throughout the hours the site would normally be open. Customers will be given leaflets explaining the closure with directions/maps to the nearest alternative facilities at Vauxhall Road, Canterbury, and Manston Road, Margate. o Additional staff will be provided at the alternative facilities to help deal with the increased usage. o Fly-tipping at the site entrance and immediate locality will be monitored and cleared daily. Canterbury City Council will be paying

extra attention to monitoring and dealing with any increase in fly- tipping in the wider area. o In advance of the closure, notices will be posted in the local press and at the site. o The KCC and CCC Contact Centres will be suitably briefed. o The websites will provide information on alternative facilities

All these measures will be monitored, regularly reviewed, and adjusted to meet needs as necessary throughout the closure period. I do hope that this will not inconvenience you too much and you can rest assured I will be keeping an eye on the whole operation. With best regards. SPEEDWATCH Last month a full risk assessment of all Speedwatch sites was carried out in conjunction with Kent Police. It was noted (quite ironically we hasten to add) that the previously used site on Radfall Ride was considered to be hazardous, and therefore an alternate site within the immediate area has now been adopted. New locations have now also been added, as we look to provide a wider coverage to protect our roads. Following analysis of results provided by our Speedwatch teams, Kent Police have advised that they will shortly be attending the village to carry out their own speed checks – once again endorsing the good work being carried out by our Speedwatch team. In a couple of isolated incidents in the past months, drivers of offending vehicles have openly abused and criticized our efforts – we would point out that complaints should be taken up with directly with Kent Police and not with our volunteers.

TREES IN CONSERVATION AREAS

Trees in Conservation Areas are often a very important feature and contribute to the overall character of the area. Special controls exist on all trees in conservation areas to help Canterbury city council protect the special character of the area created by the trees. If trees have a specific Tree Preservation Order (TPO) on them, then the normal Tree Preservation Order controls apply.

What are Conservation Areas? Conservation Areas are areas of special architectural or historical interest with a character or appearance that is desirable to preserve or enhance. Trees may often contribute to the special character of the area. Most of Chestfield is in a conservation area.

If I want to prune or cut down trees in a Conservation Area what do I have to do? You must give the city council’s arboricultural officer 6 weeks’ written notice, (contact details below), of your intention to do any work to your trees, and detail the work you would like to do. You must not carry out any work during the 6 week period, which starts from the date of your notification to the council, unless you receive written permission to do so.

What happens when I give notice? Your proposal is entered in the 'Register of Proposed Work to Trees in a Conservation Areas', and the city council writes to local amenity groups and Chestfield parish council to inform them. You will receive an acknowledgement. The city council may also carry out a site visit to consider the proposed work. The city council has six weeks from the date of your Notice to consider your proposal, and decide whether to serve a Tree Preservation Order to control the proposed work. They will normally contact you again before the six-week period of notice expires. However, if you have not heard by the end of the 6 week period, or if you receive earlier confirmation that they do not object to the proposed work, you may carry out the work that you have described, providing you do so within two years.

Are there any exemptions? Yes:  Trees with a trunk diameter of less than 75 millimetres measured 1.5 metres above ground level,  Trees that are dead, and  Trees which are immediately dangerous. However contact the city council before you do the work as the responsibility is on you to prove that exemptions apply. This can be very difficult after the Page | 19 event and you are advised to take professional arboricultural advice before carrying out any urgent work. It would also help if photographs were taken of the trees and defects which created the need for urgent work. In these circumstances there is a duty under the Town and Country Planning Act (1990) to plant a replacement tree.

What if I do not follow the procedures? Work which is not exempt and is carried out without formal notification or within the six week period without the written consent of the council is illegal. The city council may prosecute offenders and fines of up to £20,000 for each tree may be imposed by the Magistrates Court in the event of offenders being convicted of an offence. If proceedings are instituted in the Crown Court fines are unlimited. There is a duty to replace any tree removed without permission.

Overgrown vegetation in some householders gardens

Due to the extraordinary amount of wet weather we have had recently, there are a number of properties / gardens that have vegetation, shrubbery or trees being allowed to become overgrown and protrude across the footpath. This makes conditions on the adjacent footpaths hazardous to pedestrians, especially those with pushchairs, and can also impinge on the sightlines of motorists in some instances.

The parish council urges you to look at maintenance of your trees, hedges, shrubs and bushes that overhang the pavement and/or highway. OUR NEW PARISH CIRCULAR WALK TESTED BY LOCAL CHILDREN Chestfield now has a circular walk, four and a half miles long, using public rights of way and covering local countryside, our historic Tudor buildings, the Conservation Area, Grasmere pastures, and including the lovely public footpath through parts of the Golf course. The new Walk passes by examples of all the stages in the growth of our village since the First World War. You can start the walk at Sainsbury’s, Grasmere Pastures, The Recreation Ground, Molehill Rd or from close to “The Chestfield Barn” Public House.

Ten children from our local Swalecliffe Primary School, have tested out the walk and written detailed comment to the Parish Council. Every one of them wrote that they liked about the experience, although most gave us detailed instructions on how to improve it further. An example from Chantelle and Amy, aged 11, gives a flavour of what all the children felt, and a little more

“A few weeks ago we tried out the Chestfield Circular walk and we thought you would be interested in our opinions. We liked the wildlife and beautiful views that the walk had to offer. The Tudor houses were full of historical features. The atmosphere was peaceful and soothing. A few suggestions on how to make the walk more suitable for disabled people and pushchairs would be to cut down overgrown grass and nettles. Also the holes in the golf course could be filled in.” (!!)

The Walk is sponsored by Chestfield Medical Centre and other local organisations. The complete signage of the route, and a brochure, are being produced with support from the Count Council’s Explore Kent Unit.

THE BLITZ

On 7th September 1940, the City of London suffered the first night of the Blitz – unbelievably this continued for the next 57 consecutive nights. The following abridged poem was written by local resident Ron Cove, who lived through that time as a 9 year old boy in East London – through the eyes of a child:

London dear London just what have they done, With bombs, bright searchlights and that big booming gun. People in shelters shivering in fright, Yet praying for peace night after night. Bombs showering down at a terrible rate, No wonder Old London was so full of hate. With bombs raining down blowing London to bits, This was the time which is known as the Blitz. Mothers with babies, oh so much crying, Old people asking “is our city dying?” Now it’s all over and the years have rolled on, Most folk wonder where their dear London has gone. So if you were there – now one of the few, You’ll think of old London – just what did they do? Of course they’ve rebuilt it, so bright and so new, Yet old folks still remember the London they knew.
