From the Fiscal Research Division March 2010 To the Members of the General Assembly: The Fiscal Research Division is pleased to present the annual Highlights document, which compiles the 2009 legislative session fiscal and budgetary actions that resulted in the enactment of a total State budget of $49.3 billion for each year of the 2009-11 biennium. As you were considering these legislative actions, the State faced a dismal economic climate. The 2009 Appropriations Act reflects your actions to close an unprecedented $4.6 billion budget gap between the projected revenues for FY 2009-10 and the Governor’s Recommended Continuation Budget. We have included in the 2009 Highlights information on several important topics related to the economic climate within which you enacted the 2009 Appropriations Act and other substantive legislation, including the: 2009 State budget crisis, Condition of the global economy, State’s economic outlook, American Reinvestment and Recovery Act (“the stimulus”), and Revenue shortfalls and budget gaps that our State has faced over the past 20 years. Additionally, Highlights includes a wealth of information on frequently-discussed issues, including: Medicaid, Education enrollment growth, Economic development, Federal block grants, The State’s historic sites, museums, and public libraries, The Highway and Highway Trust funds, and The State Lottery Fund. Also, there is information on statewide issues related to salaries, retirement and health benefits, information technology, the Savings Reserve, and capital projects. Finally, as in prior years, Highlights provides historical and current budgetary information for each agency as well as summaries of (1) selected Governmental and Proprietary Funds in the State treasury from all tax, fee, gift, and grant sources; (2) the revenue and fee adjustments enacted in 2009; and (3) your appropriation of those funds to the various agencies. An annotated version of the Joint Conference Committee Report on the Continuation, Expansion, and Capital Budgets is also included to detail the legislative adjustments to the Governor’s Recommended Continuation Budget and the special budgetary provisions. Highlights was designed to provide a summary of your fiscal and budgetary actions taken during the 2009 Session, a historical record of those actions, and an expanded view of the State budget. Indeed, from a position of relative obscurity when he arrived in New York in 1959, he went on to become one of contemporary jazz’s most prolific and commercially successful composers. The main focus of this dissertation will be Zawinul’s rise to prominence in American jazz during the 1960s and 1970s.

By Cary Ginell. Milwaukee: Hal Leonard Books, 2013. 190 pp. $18.99. Very few jazz musicians can say that their band had a Top 20 single and a Top 20 album. Within that elite group of artists, only two men can state in the same breath that they also performed on jazz’s best-selling album of all time, Kind of Blue. One is Miles Davis and the other is Julian “Cannonball” Adderley. Cannonball’s success in album sales is just one measure of his achievements, albeit a tangible one. However, a casual stroll through the practice rooms of any jazz school in the country or jazz club in a city will aurally reveal the sheer volume of musicians that practice, perform, and revere the vocabulary that poured from Cannonball’s saxophone. Yet, despite the respect that Cannonball has been accorded over the years, both measureable and immeasurable, there is relatively little in the way of published biographical information. With the exception of the occasional feature in a periodical, an entry in The Encyclopedia of Jazz, a handful of scholarly works, and a few publications geared toward theory or discography,1 Mr. Adderley’s biography has gone largely unwritten. Furthermore, it can be said definitively that there is nothing in the marketplace that even closely resembles a comprehensive biography. Cary Ginell’s Walk Tall is one of the first publications that sets theory, analysis, and discography on the back burner in favor of history/biography.

    The Varitone Saxophone: Sonny Stitt and Eddie Harris By Mike Benson I: What is the Varitone? !The Selmer Company of Elkhart, Indiana, famous for their finely crafted saxophones, once had secret. They went to great lengths to hide the research and development on a new instrument until they had it just right. On July 10, 1966 Selmer unveiled their secret at National Association of Music Merchants" convention in Chicago (Gardner). They believed they had created what would be the next big movement in music, both live and recorded: the electric saxophone which they named the Selmer Varitone. Selmer quickly won the hearts of many from their demonstrations at the Merchants" convention including Sonny Stitt (Stitt, Whatʼs New!!! Liner notes) and Eddie Harris (both musicians" use of the Varitone will be analyzed herein). What garnered their and others" interest so easily? !More new sounds, more colors, more options, and more volume. !The Varitone was, at its core, an amplification system for the standard alto and tenor saxophones (later developed for other woodwinds as well). Selmer advertised that the Varitone, “Lets you cut through an electronic organ, a whole bedlam of amplified guitars. Puts your distinctive Selmer sound in charge of any combo...” (Downbeat advertisement) A ceramic microphone was inserted into the neck of the saxophone with its cable heading to a specialized speaker cabinet through a hole drilled in the mouthpiece (!). This microphone placement was beneficial because it produced a higher fidelity sound as a direct amplification source, as opposed to an indirect like a PA microphone. Selmer chose a ceramic mic to withstand the large sound pressure the saxophone creates.
