Perforation 11.60 x 11.60 A COVER FROM SAN JOSE TO PARIS TWO REALES STAMP Cancellation: Steamship 10. Probably deposited on ship.. Enclosed is a letter dated in Alajuela on February 9, 1867 Received in New York on March 5. 1864 Decree XIX article of August 18, 1862 states: Letters, packages, or printed matters can not leave the Post Office without the necessary stamps according with the rates. To avoid mistakes and to expedite its delivery, the San José and Puntarenas Administrators shall weigh the correspondence received from abroad the Republic, in the presence of the Fiscal Agent the first (San José) and the Custom’s Accountant the second (Puntarenas), and they shall place the respective stamps on each piece with the exception of the ones that shall be sent to other Administrations, and then they shall collect the postages from the interested party. If the recipient does not satisfy the postage or does not accept the correspondence for any reason, it will be kept as retarded for one year, and the Administration will adjudicate its value, under the required formalities.. Article 9 ..... ...the foreign correspondences is considered a state monopoly, and therefore it can not be received or delivered without previous payment of postage. In view of the above decree the use of two reales stamps on the following covers can be considered as a postage due. TWO REALES STAMP CARTAGO From Guatemala to Cartago. No stamps from town of origin. (Receipt in mail that arrived today June 2, 1864...) Guatemala, June 7, Cartago June 20. Total 13 days TWO REALES STAMP From Guatemala to Puntarenas No stamps from town of origin. Postage due on arrival: two real stamp. Date: June 7, 1864. Cancellation: Puntarenas rhomboid. Received on June 20, 1864. TWO REALES STAMP French postage of eighty and twenty cents stamps for a total of one franc. Cancellation with dots and “P.D” in rectangular box. Circular Paris cancellation dated February 15, 1869. Circular London cancellation of February 16, 1869 and in the center “Paid”. Letter addressed to the Foreign Relation Minister. On the back there is a light marking of Costa Rica Consulate. TWO REALES STAMP From New York to Puntarenas, 1864 New York: November 22 Puntarenas: December 13 Cancellation on Costa Rica stamp is Puntarenas rhomboid Letter was mailed in New York with two USA stamps of 10 cents, for a total postage of 20 cents. They are stamps of 1861 and 1862 (Scott #681). However, on arrival to Costa Rica a two reales stamp was added and cancelled with the Puntarenas rhomboid. Fine for insufficient postage? Note that the two reales stamp was attached over one of the USA, of which only an edge is visible. FOUR REALES STAMP From Alajuela to Esparza. Date: September 19, 1875. Registered with declared value. Three cancellations: Th e stamp is tied with an Alajuela oval, in addition a large Alajuela oval and two concentric circles and the date in two lines.

Many of the world’s most biodiverse ecosystems are found in the tropics (Brown 2014a). The country of Costa Rica, which is nestled within the tropics of Central America, is no exception. Costa Rica is home to approximately 500,000 different species, which include mammals, birds, reptiles, amphibians, fish, invertebrates, and plants. Though Costa Rica’s land area accounts for only 0.03 percent of the earth’s surface, its species account for almost 6% of the world’s biodiversity (Embajada de Costa Rica), demonstrating the high density of biodiversity in this small country.

    Panorama general del Pacífico costarricense en el tema de alfabetización Jaime Cerdas1 Marianela González2 Silvia Guevara3 Resumen: A partir de la necesidad de fortalecer estrategias de enseñanza y aprendizaje de la población que se encuentra en proceso de alfabetización y de aquellas a las cuales aún no le ha llegado esa posibilidad y contrastando esos dos elementos con el trabajo que en el tema ha desarrollado la instancia rectora de la alfabetización costarricense, se busca como fin último el mejoramiento continuo de iniciativas que favorezcan los procesos educativos, de manera que la alfabetización continúe generalizándose y ampliando su cobertura. Al respecto, el Instituto de Estadística de la Unesco (Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura, 2012) indica que en 2011 hubo 774 millones de personas adultas (de 15 años y más) que no sabían leer y escribir– dos terceras partes de ellos mujeres (493 millones)-. La UNESCO indica que la alfabetización constituye un derecho humano, un instrumento de autonomía personal y un medio para alcanzar el desarrollo individual y social. Desde una perspectiva de cobertura mundial la alfabetización es un derecho humano y constituye la base de todo aprendizaje, razón por la cual deben redoblarse los esfuerzos nacionales para garantizar este derecho a toda la población, especialmente a los grupos más desfavorecidos (mujeres, poblaciones indígenas y rurales y personas adultas) que por alguna circunstancia en particular se han integrado a un proceso de alfabetización como primer paso para iniciar el proceso de escolarización inicial. Size, location, density, position, and other important geographic characteristics have re- emerged as central data points in the analysis of political phenomena. In this article, we analyze possible relationships between size (territorial and electoral) and electoral outcomes (competitiveness and participation) in Costa Rica’s 2016 local (canton) elections. In this effort, we seek to revisit a tradition abandoned by some currents of geography, often erroneously associated with geographic determinism and widely criticized by geography researchers since the 1960s. Costa Rica was chosen for the study because it is considered one of the most successful democratic systems in Latin America, and it is now facing important issues about its new decentralization process. Linear Ordinary Least Squares (ols) regressions were used to analyze the 2016 elections in 82 Costa Rican cantones. This article reveals that there are important causal relationships between territorial size and electoral participation/competitiveness in Costa Rica. Conclusion Geographical analyses are crucial to understand voter turnout and competitiveness. Our conclusion could help Costa Ricans create new strategies to further develop their democracy and its decentralization process.     A NEW LEPANTHES (ORCHIDACEAE: PLEUROTHALLIDINAE) FROM PENÍNSULA DE OSA, PUNTARENAS, COSTA RICA ISLER F. CHINCHILLA,1–3 REINALDO AGUILAR,4 AND DIEGO BOGARÍN1,5,6 Abstract. Lepanthes is one of the most species-rich genera of orchids in the Neotropics, with most of the species found in medium to high elevation forests and few species in lowlands. We describe and illustrate Lepanthes osaensis, a new species from the very wet lowland forest of Península de Osa, Costa Rica. It is similar to Lepanthes cuspidata but differs mostly in the vinous leaves; smaller sepals; the narrower, bilobed petals; and the smaller lip with triangular blades. Notes on its distribution, habitat, flowering, and conservation status, as well as discussion of a taxon with similar morphology, are provided. Keywords: Lepanthes cuspidata, orchid endemism, Pleurothallidinae taxonomy, twig epiphytes, very wet lowland forest Lepanthes Sw. is one of the most species-rich genera of Jiménez and Grayum, 2002; Bogarín and Pupulin, 2007; Pleurothallidinae (Orchidaceae), with over 1200 species Rakosy et al., 2013) and the continued long-term fieldwork from southern Mexico and the Antilles to Bolivia and by the second author (RA). A possible explanation is the northern Brazil (Pridgeon, 2005; Luer and Thoerle, 2012; marked seasonality between dry and wet seasons from Vieira-Uribe and Moreno, 2019; Bogarín et al., 2020). the north toward the central Pacific, contrasting with Lepanthes comprises plants with ramicauls enclosed by the prevailing wet conditions in the Caribbean throughout several infundibular sheaths, named “lepanthiform sheaths,” the year (Kohlmann et al., 2002). Host National Societies presence (n° of volunteers, staff, branches): The Costa Rican Red Cross (CRRC) has 121 branches grouped into 9 regions. The Costa Rica’s Regions 8 and 5 provided the assistance through its large structure of volunteers, ambulances and vehicles. The Red Cross Society of Panama (RCSP) has 1 national headquarters and 24 branches. At the national level, there are approximately 500 active volunteers. Number of people affected: 17,000 people Number of people assisted: 10,000 people Red Cross Red Crescent Movement partners actively involved in the operation: Costa Rican Red Cross, Red Cross Society of Panama, the International Federation of Red Cross and Red Crescent Societies (IFRC), International Committee of the Red Cross (ICRC), and the American Red Cross.
