With the increase in number of cases, many questioned the transparency of data shared by the Ministry of Health in this quarter. On the last day of this quarter, the Minister of Health stated that “Not all COVID-19 cases are patients” which caused much controversy both in the press and on social media1. Please find an assessment regarding this statement in part 4 of this report under the heading of disinformation during the pandemic. Apart from the COVID-19 pandemic, some of the main issues defining the agenda of this quarter were regarding changes in legislation. On 21 July 2020, the Grand National Assembly of Turkey was presented with a proposal “Amending the Regulation of Publications on the Internet and Suppression of Crimes Committed by Means of Such Publication”2 which quickly became effective and passed parliament to come into force on 1 October 2020. While this amendment will introduce new censorship practices targeting digital news platforms and social media, it will also subject digital conglomerates such as Google and Facebook to taxation and force them to establish representatives in Turkey. Please find an assessment of said regulation in part 2 and 3 of the report. Other issues regarding changes in legislation were the cancellations of the regulation concerning journalists receiving compensation due to depreciation which was required to be put in practise by November 2020, and the Council of State’s decision to suspend the execution of “the provision necessitating insurance coverage to acquire a press-card”3. The abrogation of severance pays, which concerns journalists closely and was widely discussed in the previous quarter, was also on the agenda of professional organizations in July4. In addition to these three important developments, although not widely discussed, the Directorate of Communication was given the duty of “designating policies regarding strategic communication and crisis management, and in this context, to ensure coordination between all public institutions and organizations in national and international activities” via presidential decree issued on 18 September 2020. Many have interpreted these new duties as institutionalizing propaganda5. Inasmuch, the decree has officially rendered all government rhetoric to originate from a single source, while also introducing Presidential supervision to statements made by senior public officials. Part 2 of the report contains more detailed information regarding changes in legal regulations. 1 http://www.diken.com.tr/her-vaka-hasta-degildir-diyen-kocaya-sosyal-medya-soruyor-vakasayisikac/ 2 https://www2.tbmm.gov.tr/d27/2/2-3050.pdf 3 https://tele1.com.tr/internet-gazetecilerinin-uzun-suredir-bekledigi-haber-danistaydan-basin-kartlari-icin-flas-karar-204174/ 4 https://tele1.com.tr/basin-orgutlerinden-kidem-aciklamasi-kalemlerimiz-uzerinde-baski-artacak-183862/ 5 https://www.evrensel.net/yazi/87180/stratejik-sansur-hamlesi 2020 Media Monitoring Report:July-August-September M4D Project 5 As has been the case in previous quarters, the third quarter of the year was marked by administrative fines issued to media organizations by RTÜK (Radio and Television Supreme Board) and BİK (Press Advertising Authority). Many trials that had been postponed due to the pandemic also took place in this quarter. Meanwhile, efforts to weaken the professional unity of lawyers were put into effect with the enactment of the Multiple Bar Proposal. Again, freedom of the expression and the press spent this quarter in courtrooms. Witch hunts targeting famous journalists Can Dündar, Deniz Yücel and Müyesser Yıldız persisted in this quarter. In addition to court cases filed against journalists in July-August-September, censorship and blocking practices continued similar to previous quarters. Especially in September, many politicians belonging to the Peoples’ Democratic Party (HDP) were arrested during the “Kobani protests”. Ali Ürküt, HDP’s RTÜK representative was also among those taken into custody. Both before and after, unsurprisingly, online media outlets Özgürüz Radyo, Jinnews, Siyasi Haber, Yeni Yaşam newspaper, Sendika.org, and Mesopotamia Agency -all known for their oppositional stances- were subject to access restrictions. According to an article published at the end of the quarter by Reporters Without Borders, Turkey has blocked access to at least 347 pieces of news content over the past three months6. For more information about these developments, please refer to part 2 of the report. In this quarter of the year, important developments occurred of symbolic value that granted insight into the situation of freedom of expression in Turkey in the short term. During the Opening Ceremony of the Judicial Year, President Erdoğan said “We have ensured that the right to criticize and give news as part of freedom of expression is based on stronger ground in the legislation.”7 which was in stark

  • The Transformation of Work and Citizenship in Turkey and the United States Under Neo-Liberalism1
Interns and Infidels: The Transformation of Work and Citizenship in Turkey and the United States under Neo-liberalism1 Kaan Agartan, Framingham State University, USA Cedric de Leon, Providence College, USA ABSTRACT How do the dispossessed remain governable under economic insecurity? What explains the persistence of work as a prerequisite to social rights in a time when fewer formal jobs exist? Drawing on a comparison of Turkey and the United States since 1980, we demonstrate that the neo-liberal state deploys different versions of the “work-citizenship nexus” to manage both the shrinking minority who enjoy the benefits of full citizenship and the rest who struggle to attain the rights and privileges of the formally employed. We find that neo-liberal state practices comprise a dual movement. On the one hand, the state in both countries reorients itself toward the market in welfare provision and the regulation of labour relations, capitalising on precarious work structures to bring their populations into the fold of neo-liberal governance. On the other hand, the state directly intervenes in disparate ways to manage those who cannot make it in the market. While the American state uses tactics of mass incarceration and deportation, the Turkish state opts for a blend of social conservatism and authoritarianism. This dual movement of reorientation and direct intervention results in what we call “tiered citizenship regimes” that facilitate the management of the population in each case. KEYWORDS neo-liberalism; work; social citizenship; governmentality; Turkey; United States Introduction Macro-historical accounts typically frame neo-liberalism as an economic doctrine that has exploded the Fordist mode of capital accumulation and in doing so deepened economic inequality.

In all, about 17,000 women have been subjected to coup-related charges, such as having subscriptions to newspaper Zaman, making payments through Bank Asya, or using the ByLock messaging application. The subject of detained new mothers and mothers-to-be is avoided by Turkish authorities, so exact statistics are elusive. This section covers what we do know about these rights abuses. Firstly, contrary to domestic and international law, mothers are being taken from maternity wards straight after giving birth.

  • Who Sets the Agenda? Polarization and Issue Ownership in Turkey's Political Twittersphere
International Journal of Communication 13(2019), 229–250 1932–8036/20190005 Who Sets the Agenda? Polarization and Issue Ownership in Turkey’s Political Twittersphere BURAK DOĞU Izmir University of Economics, Turkey HAZIM ONUR MAT Independent Researcher Research on political agenda setting, in general, is interested in how issues are conveyed to the political agenda, and how governments tend to reflect on those issues. Media are assumed to have an effect on governmental policies; however, the extent to which media agenda influences the political agenda is ambiguous. Ambiguity is further exacerbated in predominant-party systems, where the media are more likely to be directly linked with the state. In this study, we examined whether the news media can still set the political agenda in a highly polarized political environment. In line with this, we applied the network agenda-setting model to Twitter, and compared the issues on the media and political agendas in Turkey. Findings indicate political parallelism as the major factor in defining the relationship between the issues and accounts. The results also show that in all cases the political agenda essentially preceded the media agenda. Keywords: media agenda, political agenda, network agenda-setting, network analysis, Twitter, polarization Twitter has a vast potential for advancements in political communication and has brought a new dimension to the mediation process between media and politics. It offers a space for diverse actors competing for attention to their issues of interest. Among these actors are the news media organizations, who were quick to realize the benefits of Twitter almost a decade ago; political agents, who typically spread party ideologies, and provoke polarization in the platform; and the public, who turn to Twitter not only to become better informed but also to participate in political discussions.
