ANM for School Programma dell’offerta di trasporto per la ripartenza della didattica in presenza per le scuole secondarie di secondo grado ANM FOR SCHOOL Con la ripresa delle attività didattiche in presenza riparte la proposta di servizio di ANM dedicata alla mobilità degli studenti delle scuole secondarie superiori. In totale ANM contribuisce al potenziamento dell’offerta di mobilità con: 19 linee a domanda prevalente scolastica • di cui 8 nuove linee appositamente istituite • 11 linee ordinarie potenziate nella fascia scolastica 45 bus dedicati, tra risorse interne ed in sub-affidamento 450 corse integrative rispetto alla programmazione base LE NUOVE LINEE Gli interventi di riprogrammazione rispondono alle istanze raccolte da circa 30 Istituti scolastici dislocati in zone della città che in prevalenza non sono raggiunte dai collegamenti su ferro. La proposta di trasporto per le linee di superficie è stata modulata in funzione delle informazioni acquisite (o stimate) sulle origini/destinazioni degli studenti che hanno dichiarato di utilizzare i bus e tenendo conto degli orari differiti di inizio lezione (tendenzialmente 08:00 e 10:00) e della didattica in presenza fissata al 50%. Campana2 1Department of Civil, Construction and Environmental Engineering, University of Naples Federico II, Italy 2Department of Industrial Engineering and Information, Second University of Naples, Italy Abstract All round the world, many studies have measured elevated concentrations of Particulate Matter (PM) in underground metro systems, with non-negligible implications for human health due to protracted exposition to fine particles. Starting from this consideration, the aim of this research was to investigate what is the “aging time” needed to measure high PM concentrations also in new stations of an underground metro line. This was possible taking advantage of the opening, in December 2013, of a new section of the Naples (Italy) line 1 railways. The Naples underground metro line 1 before December 31 was long – about 13 km with 14 stations. The new section, opened in December, consists of 5 new kilometres of line and 3 new stations. During the period December 2013– January 2014, an extensive sampling survey was conducted to measure PM10 concentrations both in the “historical” stations and in the “new” ones. The results of the study are twofold: a) the PM10 concentrations measured in the historical stations confirm the average values of literature; b) just a few days after the opening of the new metro section, high PM10 concentrations were also measured in the new stations with average PM10 values comparable (from a statistical point of view) with those measured in the historical stations of the line.

    The Impact of Transport Management on the Local Activities System: the Role of Limited Traffic Zones

Biggiero Department of Civil, Building and Environmental Engineering, University Federico II of Naples, Italy Abstract The impacts of transportation in planning land use and activities are not always intended and can have unforeseen or unintended consequences such as congestion or evident impacts on the local economy where the interventions are conceived. This is the case for Limited Traffic Zones (LTZs), i.e. areas where cars are not allowed in them. In this paper, the impact of these measures on the local economy is analysed, considering as a case study the town of Napoli in the south of Italy, where two Limited Traffic Zones, in two different boroughs and years, named Vomero and Chiaia, have been introduced. Moreover, the impacts due to changes involving one of the LTZ’s areas are also observed and analysed through a before-after survey. The direct impact on traffic congestion has not been taken into account. More than 30% of all activities have been interviewed in the two restricted areas and some key points have been assessed for the successful or unsuccessful of car restriction measure. Retailers were also asked about their decrease in turnover in order to evaluate the effects of the LTZ’s area after taking into account the actual economic crisis. The survey showed how much the retailers require: efficient public transport; parking places as close as possible; residential and activity density and typology. Those are the main reasons for the success of the Vomero LTZ zone and of the failure of the Chaia restricted zone.

    – 673 – La rigenerazione urbana delle periferie, intesa come politica inte- grata in risposta al declino urbano, è una delle priorità dell’Ammini- strazione Comunale di Napoli. Tale priorità è stata perseguita con l’obiettivo di mettere in moto un processo di partecipazione inteso come “concertazione allargata” dove tutti gli attori, istituzionali e non, mettono risorse in gioco al fine di contribuire in maniera efficace sia al processo che al risultato. Tale atteggiamento è necessario ancora di più in un contesto come quello napoletano dove la proposizione di operazioni di rinnovamento urbano non adeguatamente radicate nel contesto locale possono pro- durre fenomeni di perdita di identità che rappresentano l’anticamera della manifestazione di fenomeni diffusi di degrado urbano. L’approccio di tipo partecipativo e l’applicazione del metodo di concertazione allargata ai processi di rigenerazione urbana consente, secondo l’esperienza messa in pratica dal Comune di Napoli, di risol- vere, attraverso un negoziato, i conflitti che molto spesso rallentano e/o bloccano il percorso decisionale; di spingere ad una maggiore innovazione l’Amministrazione pubblica con un conseguente aumento dell’efficienza dei procedimenti amministrativi; e di mobilitare risorse nell’ambito del mondo del volontariato che agisce in maniera gratuita per raggiungere obiettivi condivisi con il decisore pubblico. Anche in virtù di questo approccio oggi, il Comune può vantare di un quadro di finanziamenti erogati molto considerevole, che permet- terà a Napoli di essere una delle città europee a più alto tasso di rigenerazione urbana. Dal completamento della metropolitana che servirà le aree di mar- gine a nord est della città, alla riqualificazione dell’area delle vele di Scampia, da Bagnoli ai Piani Urbanistici Attuativi dell’area orientale, la città di Napoli ha messo in moto cantieri, progetti condivisi e mecca- nismi di gestione dei beni comuni attualmente oggetto di attenzione e di studio da parte di molte città italiane ed europee.
