The proclaimed purpose of the FRD was to establish a demo- cratic government in Cuba through the use of military force. Pflaum Havana August 1960 For many spectators the tragi-mystery of Castro's Cuba was solved when Nikita Khrushchev confessed his love for Fidel and was accepted. After this, there remained for the last act only a few critical questions: What was Uncle Sam, the pap; bearded in his den, going to do? And what were the precise intentions of Nikita, already over - lord of a crowded, restless harem? What would be the impact on the leading men of Latin America who had reacted so adversely to the Nikita-Fidel em- brace? But for me, after six months in Cuba, this was an over simple reading of a complex. revolution- ary jigsaw puzzle. The enigmas and dilemmas of the Castro epoch cannot be disposed of so easily. This is the point I will elaborate on in forthcoming reports. Those that follow this introductory com- ment will convey my soundings made on the island before it was cast adrift on the Cold War seas. Here, my intent is to relate some personal impres- sions and conclusions--ideas borne in on me during my provincial meandering, after scores of inter - views and a host of informal contacts in the cities and towns of Cuba, and from the commentary record compiled both before and after Castro came to power. Palmer MANUEL RAY RIVERO When he first came into prominence as a Cuban exile leader, Manuel Ray RiVero was described as "softspoken and unassuming", a person of "highest intellect, sincerity and 1 conviction" in other words, a natural leader. In 1947, the 23-year old Ray was granted a scholarship by the Cuban Ministry of Public Works to study civil engineering at the . 2 University of Utah. Ray was in the United States for two years before returning to his native Cuba in 1949 and i obtaining various positions in the engineering field, one of which was project manager for the construction of the 3 Havana Hilton Hotel. Reacting to the excesses of the military rule of Fulgencio Batista, Ray organized the Civic Resistance Movement in 1957 and began supervising sabotage and acts of terrorism 4 against the government. His political posture and active resistance to Batista was recognized by Fidel Castro who, upon assuming control of the government of Cuba, appointed . 5 Ray his Minister of Public"-works in February 1959. MANUEL RAY RIVERO (MRP-JURE) (517) When he first carne into prominence as a Cuban exile leader, Dtanuel Ray Rivero was described as "softspoken and unassuming," a person of "highest intellect, sincerity, and conviction"-in other words, a natural leader. (1) In 19-47, the 23-year-old Ray was granted a schol- arship by the Cuban Ministrv of Public Works to study civil engineer- ing at the University of Utah. (2) Ray was in the United States for 2 years before returning to his native Cuba in 1949 and obtaining vari- ous positions in the engineering field, one of which was project man- ager for the construction of the Havana Hilton Hotel. (3) (518) Reacting to the excesses of the military rule of Fulgencio Batista, Ray organized the Civic Resistance Movement in 1957 and began supervising sabotage and acts of terrorism against the Gov- ernment. (4) His pelitica,l posture and active resistance to Batista was recognized by Fidel Castro who, upon assuming control of the Government of Cuba, appointed Ray his Minister of Public Works in February 19:9. (5) Within a few months of his appointment, Ray confided to two anti-Castro Cubans that he had recognized the symp- toms of communism in the Castro regime but was not prepared to con- spire against "El Lider Maximo." (6) (519) Ray's tenure in Castro's government was short lived. He was relieved of his official position in November 1959 .(7) No definite reason for this sudden move has been documented but, according to one source, Ray did not leave Castro because of ideological or policy discrep- ancies, but rather because of a personality clash with Castro's Minister of Labor who almost shot Ray after a stormy cabinet meeting.
