Important normative concerns are raised about advisers' functions, their power and influence, the legal and ethical framework in which they operate, and their involvement in managing interactions between ministers and the permanent public service. Much of the Australian research on advisers has focused on developments at the federal level with little attention being paid to political staffing arrangements in state jurisdictions. This thesis contributes to scant knowledge about advisers by focusing on the developments of political staffing in NSW. A grounded-theory based methodology is used on data collected from 23 interviews with advisers, ministers, government officials, and interest group representatives. Interpretivism was chosen as the principal research paradigm for eliciting an understanding of advisers' place in the NSW governmental system. -

At Cross-purposes? Governments and the Crossbench in the NSW Legislative Council, 1988-2011 – David Clune The Legislative Council in session in 1999 with a record 13 crossbenchers part four Part Four of the Legislative Council’s History Project President’s foreword This publication is very timely, coming so soon after an election that has seen the crossbench in the NSW Legislative Council expand to 11, its largest size in several parliamentary terms. No government has had a majority in the Council since 1988 and all have had to work with a crossbench of varying size and composition. Whenever governments are faced with ‘hung’ parliaments or upper houses with non-government majorities there is much concern with the role of the crossbench. How are governments to implement their electoral mandate while accommodating the interests of minor parties and independents? Do minor parties and independents have disproportionate influence on political outcomes? Can crossbench members use their positions to improve legislation and hold governments to account, or are their interests too diverse for effective collaboration? The fourth in the series of Legislative Council History Monographs attempts to provide some insights into these questions during two distinct terms of government: the Coalition Government from 1988 to 1995 and the Labor Government from 1995 to 2011. In this time, the crossbench grew from five in 1988 to eight after the 2007 election, peaking at 13 in 1999. It is based on interviews conducted as part of the Council’s oral history project. We read about the development of the Legislative Council as a house of review, the art of negotiation, and the impact on legislation. -

Chapter Four How the West was Won: Retail Development in Sydney’s Western Suburbs This chapter examines shopping centre development in the outer west of Sydney during the 1970s – the decade when ‘Western Sydney’ became a ‘distinct region [of the city] with a definite identity’, and when Australia, along with much of the Western world, entered a new era of economic and social change.1 The long boom came to an uncomfortable end as the economy suffocated under steep increases in oil prices; consumer spending dropped; several major property companies collapsed; inflation went through the roof and unemployment rose; retailers warned of union-driven wage increases; and real discretionary income declined.2 Despite these difficulties, shopping centre development and expansion planned during the 1960s boom continued fairly steadily, although a slow down in the latter half of the decade can be seen as a direct result of the economic problems of the first. Some of the major shopping centres in the Western suburbs which were developed in the 1970s were: Penrith Plaza (1971), Westfield Liverpool Shoppingtown (1972), Westpoint Blacktown (1973), Westfield Shoppingtown Parramatta (1975), and Macarthur Square, Campbelltown (1979). From the Sixties onwards, the west was the city’s major area of industrial and demographic growth, and a key area in the expansion programs of major retailers.3 This chapter will focus on four shopping centres which followed and helped stimulate this growth in Liverpool, Blacktown, Parramatta and Campbelltown. Liverpool and Blacktown illustrate the importance of big retail development to local government and communities in the outer west. Historic Houses Trust Welcomes New Trustees
w Historic Houses Trust Welcomes New 7 May 2014 Trustees Three new Trustees have been appointed to the Board of the Historic Houses Trust of New South Wales. The Historic Houses Trust of NSW, incorporating Sydney Living Museums, is entrusted with the care and conservation of sites of State significance; the appointment of Ms Siobhan Toohill, Ms Naseema Sparks and Mr Alastair Baxter as Trustees reflects the importance of ensuring history, architecture, conservation and sustainability and, governance experience and expertise is maintained on the Board. Michael Rose, Chairman of HHT since 2010 said, "I am delighted that Naseema, Siobhan and Al are joining us as Trustees. They bring a great mix of skills and insight that will add to the already strong Board. I am also pleased to be chairing a Board where the majority of members are women. This is a great outcome and supports the Government's objectives for gender balance on Government boards". Acknowledging his appointment, Alastair Baxter said “as an architect, I’m passionate about the buildings that define Sydney. The HHT’s work is central to recording the architecture of the past and informing the decisions we make in the future, for the enjoyment of future generations. As a former rugby union player and, I sit on the Waratah Rugby Board, I would like to see a similar level of excitement for our Heritage, as there is in sport”. Naseema Sparks commented, "I have always been passionate and curious about the early years of our city: how people lived and worked and in what environment - both built and natural. -

Sources and acknowledgements Scholars writing about recent history — the past that is within living memory — do not and should not believe everything they are told. Nor for that matter everything they read. They should be sceptical about motives, alert to faulty recall, and watchful for undeclared jealousies and enmities. Some of my professional colleagues may cavil at reliance on some of the evidence deployed in this book, particularly the quotation of conversations recalled after 40, 50, or, in some cases, more than 60 years. I am happy to acknowledge the likelihood that the remembered words might in many cases differ from those that were actually spoken long ago. This could diminish the reliability of some testimony. But one thing should be clear. Unlike some earlier accounts of the events and characters critical to the story I have told, the conclusions reached are not based on a bare handful of affirmations or allegations. Where there is conflicting testimony of roughly equivalent probability, it is all presented. As so much of the story turns on perceptions of personality and judgments of ability, it seems to me that the lesser evil is to let people speak for themselves wherever possible. If there is reason to doubt the essence of what they say then that is indicated. Vigilant readers will see a number of occasions where I have discounted or discarded testimony that cannot be true. The research on which this book is based began in 1976. All of the documentary and newspaper sources on which I have drawn are cited in the footnotes. -

Second seat: Dick Wiesener The clutch of new pilot officers who presented themselves for duty at No. 2 Squadron on Monday, 12 August 1940 exemplified the varied backgrounds and destinies of the RAAF’s wartime officer recruits. All but one appeared to meet the threshold criterion of being under 28 years of age when he enlisted — before war broke out they would need to have been under 26 and unmarried. All must have been found by an examining medical officer to be free of scrofula, phthisis, syphilis, defective intelligence, defects of vision, voice or hearing, traces of corporal punishment, marked varicocele ‘with unusually pendent testicle’, ‘or any other disease or physical defect calculated to unfit him for the duties of a soldier [sic]’. All would be deemed to be of ‘pure European descent’. All would have survived a discreet enquiry to their local constabulary as to their good character, criminal record, or ‘blameless life’ after any serious offences ‘many years ago’.1 Their seniority would be based on the date of their appointment as an officer. If graduated from a course of flying training they would be ranked on the results obtained in the practical tests during the course and the final graduation examination. They would be on probation for six months, after which — if their copy books were clean — they could expect promotion to flying officer.2 The first of the group parading themselves before Squadron Leader Fred Thomas at Laverton was Peter Fowler, of the Sydney earthenware, pottery, and stoneware family. Almost 23 years old, a quiet, slightly prickly character, as his contemporary Bob Dalkin recalled, his reserve was perhaps a reaction to years of ragging about wash basins, toilets, and urinals. -
