Project / Programme Executive Summary (max 300 words) Please provide a brief description of the proposed project/programme, including the objectives and primary measurable benefits (see investment criteria in section E). The detailed description can be elaborated in section C. 1. This proposal seeks to support adaptation efforts of the Government of Egypt (GoE) in the Nile Delta, the area identified by the IPCC in its Fourth Assessment Report as one of the world’s three “extreme” vulnerability hotspots. The Nile Delta is situated in northern Egypt, where the river Nile reaches the Mediterranean Sea. The Delta begins approximately 20 kilometers (km) north of Cairo and extends north for about 150km. At the coast the delta is about 250km wide, from Alexandria in the West to Port Said in the East. The area of the Nile Delta is about 20,000 km2; is home to approximately 40 million Egyptians; ranks among the world's most fertile farming areas; and accounts for approximately 90% of Egypt’s agricultural sector output. 2. The objective of the proposed project is to reduce coastal flooding risks in Egypt’s North Coast due to the combination of projected sea level rise and more frequent and intense extreme storm events. Output 1 focuses on the installation of 69 km of sand dune dikes along five (5) vulnerable hotspots within the Nile Delta that were identified during an engineering scoping assessment and technical feasibility study. This output will provide a “beneficial reuse” for existing maintenance dredged material from a number of local sources that are operating under existing Government of Egypt approvals. Output 2 focuses on the development of an integrated coastal zone management (ICZM) plan for the entire North Coast, to manage long-term climate change risks and provide Egypt with adaptability to impending flood risks. 3. The barriers that will be addressed by the proposed project include a lack of high quality data to inform planning decisions; absence of a suitable framework for implementing integrated approaches to coastal adaptation; weak institutional coordination to build coastline resilience to sea level rise impacts; the significant reduction of dredge material that would otherwise be disposed into the marine environment; and low institutional capacity to anticipate and manage expected sea level rise impacts. The proposed project will facilitate transformational change in in the short-term by reducing coastal flooding threats along vulnerable 2 PROJECT / PROGRAMME SUMMARY A GREEN CLIMATE FUND FUNDING PROPOSAL | PAGE 3 OF 74 hotspots in the Delta and in the long-term by integrating additional risks of climate change into coastal management and planning, budgeting and implementation of risk reduction measures. 4. The “soft” coastal protection measures will directly benefit approximately 768,164 people and indirectly benefit 16.9 million people in urban/rural communities. They have been designed to mirror natural coastal features and/or sand dunes and will transform the areas from high to low risk zones for coastal flooding. They will be stabilized with a combination of rocks and local vegetation species to encourage dune growth by trapping and stabilizing blown sand. Importantly, the coastal protection measures will provide beneficial reuse of existing dredge material that would otherwise be disposed into the marine environment. 5. The ICZM plan will provide benefits through capacity building to enable high resolution diagnosis of coastal threats, updated regulatory and institutional frameworks to account for sea level rise, and a coastal observation system for ongoing data collection/analysis. 6. The project is aligned with GoE’s priorities as outlined in its Nationally Determined Contribution to the Paris Agreement and is line with Egypt’s Country Work Programme, as submitted to the Green Climate Fund (GCF). Based on a request made to UNDP by the National Designated Authority (Egyptian Environmental Affairs Agency NDA; Coastal Research Institute (CoRI) and Shore Protection Authority (SPA)), the project is also a part of UNDP’s Work Programme to the GCF and is aligned with Government’s priorities to focus on as per the Country Programme Document, which outlines UNDP’s foci in Egypt. Introduction Weather is the condition of the atmosphere over a brief period of time. For example, we speak of today’s weather or the weather this week. Climate represents the composite of day-to-day weather over a longer period of time. Climate is usually defined by what is expected or “normal”, which climatologists traditionally interpret as the 30-year average. By itself, “normal” can be misleading unless we also understand the concept of variability. A climatologist attempts to discover and explain the impacts of climate so that society can plan its activities, design its buildings and infrastructure, and anticipate the effects of adverse conditions. Although climate is not weather, it is defined by the same terms, such as temperature, precipitation, wind, and solar radiation. The misconception that weather is usually normal becomes a serious problem when you consider that weather, in one form or another, is the source of water for irrigation, drinking, power supply, industry, wildlife habitat, and other uses. To ensure that our water supply, livelihoods, and lives are secure, it is essential that planners anticipate variation in weather, and that they recognize that drought and flood are both inevitable parts of the normal range of weather. Over Egypt and North Africa, the decrease in annual precipitation that is predicted in the 21st century will exacerbate these effects, particularly in semiarid and arid regions that rely on irrigation for crop growth.

Frojeet,Egypt Member and Executive Secretary,Beach Protection Board of Egypt ABSTRACT The Hile Delta Coast on the Mediterranean Sea was formed through many centuries. The two existing main branches of the River Nile, i.e. Rosetta and Damietta, succeeded over the ages in forming two peninsulas or protrusions in the sea. By the end of the 19th century erosion started at several important points of the coast, causing damages to the national economy, either directly or indirectly. This erosion has increased tre- mendously during the last decade. Several field and laboratory studies were carried out during the last few years, concentrating on the severely atta- cked areas, such as Ras-EL-Bar, Burullas, Rosetta,Maadia. Based on the quick field and laboratory studies, remedial constructions are designed for the locations of severe erosion* Groins for Ras-El-Bar with artificial sand feeding and stone pitching and a wall for the Damietta estuary. A large groin for Burullos outlet which developed some advantageous changes even before finishing its execution,, and sea wall for Maadia. All the above projects are discussed and explained. A long term study project was started early in 1971 to collect the data necessary for a better understanding of the problem. The aims of this project are as follows: (1) To de- termine the historical formation of the Delta and forecasting future changes ; (2) Study the Meteorology and the Hydrodynamics of the area ; hindcasting and starting a new forecasting techni- que for them; (3) Planning and design of protective construct- ions for the coast is to be gained.

The whole of Egypt has an arid desert climate. Throughout Egypt, days are commonly warm or hot, and nights are cool. Egypt has only two seasons: a mild winter from November to April and a hot summer from May to October. The only differences between the seasons are variations in daytime temperatures and changes in prevailing winds. In the coastal regions, temperatures range between an average minimum of 14 C in winter and an average maximum of 30 C in summer. Temperatures vary widely in the inland desert areas, especially in summer, when they may range from 7 C at night to 43 C during the day. During winter, temperatures in the desert fluctuate less dramatically, but they can be as low as 0 C at night and as high as 18 C during the day. The average annual temperature increases moving southward from the Delta to the Sudanese border, where temperatures are similar to those of the open deserts to the east and west. In the north, the cooler temperatures of Alexandria during the summer have made the city a popular resort. Throughout the Delta and the northern Nile Valley, there are occasional winter cold spells accompanied by light frost and even snow.
