    Appeal Decision by Alan Beckett BA MSc MIPROW an Inspector appointed by the Secretary of State for Environment, Food and Rural Affairs Decision date: 7 September 2018 Appeal Ref: FPS/Q2371/14A/16 This Appeal is made under Section 53 (5) and Paragraph 4 (1) of Schedule 14 of the Wildlife and Countryside Act 1981 (the 1981 Act) against the decision of Lancashire County Council (the Council) not to make an Order under section 53 (2) of that Act. The application dated 6 March 2017 was refused by the Council on 3 October 2017. The Appellant claims that the definitive map and statement of public rights of way should be modified by upgrading footpaths 54 and 55 in the parish of Coppull to bridleways (shown by bold broken line on the plan attached to this decision). Summary of Decision: The Appeal is dismissed. Preliminary Matters 1. I have been directed by the Secretary of State for Environment, Food and Rural Affairs to determine this appeal under Section 53 (5) and Paragraph 4 (1) of Schedule 14 of the 1981 Act. 2. This appeal has been determined on the basis of the papers submitted. Main Issues 3. The need for an Order to be considered when evidence is submitted in support of a claim that a public right of way which is already shown in the definitive map is subject to additional public rights is dealt with under section 53 of the 1981 Act. Section 53 (3) (c) (ii) of the 1981 Act provides that an Order should be made on the discovery of evidence which, when considered with all other relevant evidence available, shows that a highway shown in the map and statement as a highway of a particular description ought to be there shown as a highway of a different description.

    NOTES ON THE PARISH CHURCH OF ST. WILFRED, STANDISH By William Frederick Price Read I7th November 1904 INTRODUCTION,. RAPT in the mist of unwritten history there W is some tradition that long before the coming of the Normans, Standish was a fortified station or camp of some importance. Lying, as it does, on an elevated plateau 370 feet above sea- level, on the direct route of the Roman road between Wigan and Walton-le-Dale, there may be some truth in the tradition. The fact that the Romans were acquainted with the use of coal is now fully established, and so great an authority on mining as Professor Hull considers there is good evidence that they discovered and worked the Arley seam which crops out along the banks of the river Douglas between Standish and Wigan. Years ago, while driving a tunnel to divert the course of the river, this coal seam of 6 feet in thickness was found to have been mined in a manner hitherto altogether unknown. "It was excavated into a series of polygonal chambers, with vertical walls opening into each other by short passages, and, on the whole, presenting on a ground plan something of the appearance of a honeycomb.     The works brass band – a historical directory of the industrial and corporate patronage and sponsorship of brass bands Gavin Holman, January 2020 Preston Corporation Tramways Band, c. 1910 From the earliest days of brass bands in the British Isles, they have been supported at various times and to differing extents by businesses and their owners. In some cases this support has been purely philanthropic, but there was usually a quid pro quo involved where the sponsor received benefits – e.g. advertising, income from band engagements, entertainment for business events, a “worthwhile” pastime for their employees, corporate public relations and brand awareness - who would have heard of John Foster’s Mills outside of the Bradford area if it wasn’t for the Black Dyke Band? One major sponsor and supporter of brass bands, particularly in the second half of the 19th century, was the British Army, through the Volunteer movement, with upwards of 500 bands being associated with the Volunteers at some time – a more accurate estimate of these numbers awaits some further analysis. However, I exclude these bands from this paper, to concentrate on the commercial bodies that supported brass bands. I am also excluding social, civic, religious, educational and political organisations’ sponsorship or support. In some cases it is difficult to determine whether a band, composed of workers from a particular company or industry was supported by the business or not. The “workmen’s band” was often a separate entity, supported by a local trade union or other organisation. For the purposes of this review I will be including them unless there is specific reference to a trade union or other social organisation.

    The House of Standish Background/History Our Standish Family Pedigree Standish Family Appendix Background 1206 A.D. –Radulphus [Ralph] de Standish first Lord of the Manor of Standish. In one of the earliest deeds of ownership from the House of Standish, Radulphus purchased land from Siwardus de Duxbury and his brother Hugh at the Burh upon the Manor of Duxbury. + Captian Myles Standish was born in 1584, in the county of Lancashire, England, and belonged to the Standishes of Standish Hall, and was the only one of the Mayflower Pilgrims of high descent, according to the laws of England. His family dated back to the time of the Conquest, and is in existence there today. Many were knighted and ennobled by peerages during their long existence. Their estates are very valuable in mines and land in this county, near the village of Chorley, where exists the ancient church in whose vaults lie the bodies of many members of this ancient family and the ancestors of Myles Standish. Many years before his time the family had divided into two branches: one the Standishes of Standish, and the other that of Uuxbury Hall or Park; and the family early divided in their religious beliefs, that of the Standishes of Standish being Roman Catholic, and those of Duxbury Hall being Protestant. Capt. Myles came from the family of Standish of Standish, and that he was heir to some of the family estates there is no doubt, as he claimed them himself and left his right by testamentary bequest to his son Alexander, the text of which is added further along; and this son in his turn bequeathed his right to his children.
