SECTION 1 INTRODUCTION Section 1 Introduction 1.1 Purpose 1.1.1 This report on public consultation undertaken for the Planning Framework of Area Improvement Plan for Tsim Sha Tsui covers the following topics: Section 1: Background of the Area Improvement Study for Tsim Sha Tsui (the Study) and the activities undertaken in the consultation period; Section 2: Overview of the key comments received in the consultation exercise and our responses; and Section 3: The proposed way forward after the consultation. 1.2 Background 1.2.1 Tsim Sha Tsui (TST) is a popular shopping and tourist area, with high pedestrian flows in some of its main pedestrian corridors. Being a typical example of old urban area which was developed decades ago, TST indeed requires improvement to its environment. Within and around TST, various tourism projects or development proposals are just completed, being implemented or being planned contributing to the attractiveness of the area. It is about time to examine how to integrate these new initiatives with the existing attractions so as to enhance the attractiveness of TST. 1.2.2 With the common objective of bringing about co-ordinated improvements to the urban and pedestrian environment in the overall area of TST, the Planning Department and the Transport Department jointly commissioned the Study to formulate a comprehensive plan for improvements to pedestrian environment, urban design, streetscape and landscape of the area. 1 Section 1 Introduction 1.3 Planning Framework 1.3.1 The Study has proposed a Planning Framework which sets out preliminary ideas to address key issues of the area. Streetscape Design Schemes Full-time Pedestrianization Landscape / Streetscape Enhancement Part-time Pedestrianization Improvement on Interface with the Future Footpath Widening West Kowloon Cultural District Traffic Calming Interface Area (Approx.) 2 Section 1 Introduction 1.4 Public Consultation 1.4.1 The public consultation exercise on the Planning Framework including the proposed Priority Projects took place from November 2004 to January 2005 during which a series of consultation activities were undertaken to solicit comments from the public and relevant bodies, including: (a) an on-street public consultation forum outside TST Star Ferry Pier held on 11 December 2004. The Legislative Councillor, Hon Patrick Lau, JP, served as the moderator of the forum which was attended by 120 participants. Apart from the invited participants representing local community groups, professional bodies, green groups and other interested groups, passers-by in the busy area were also invited to provide their comments; 3 Section 1 Introduction (b) a roving exhibition at areas outside TST Star Ferry Pier and adjoining Mass Transit Railway (MTR) TST Station Haiphong Road Entrance from 6 to 17 December 2004; and (c) a total of 8 presentations were made to various statutory and advisory bodies including Town Planning Board and Yau Tsim Mong District Council. 1.4.2 A schedule of the consultation activities held during the public consultation is at Annex A. 1.4.3 During the consultation period, a total of 345 written comments (of which 285 were standard letters) were received. Section 2 outlines an overview of the comments received together with our responses while Annex B gives a more detailed summary of the comments and responses. 4.
