Link to published https://doi.org/10.1080/01436597.2019.1585183 version Full metadata for this item is available in St Andrews Research Repository at: https://research-repository.st-andrews.ac.uk/ FRANCE À FRIC: THE CFA ZONE IN AFRICA AND NEOCOLONIALISM Over fifty years after 1960’s “Year of Africa,” most of Francophone Africa continues to be embedded in a set of associations that fit very well with Kwame Nkrumah’s description of neocolonialism, where postcolonial states are de jure independent but in reality constrained through their economic systems so that policy is directed from outside. This article scrutinizes the functioning of the CFA, considering the role the currency has in persistent underdevelopment in most of Francophone Africa. In doing so, the article identifies the CFA as the most blatant example of functioning neocolonialism in Africa today and a critical device that promotes dependency in large parts of the continent. Mainstream analyses of the technical aspects of the CFA have generally focused on the exchange rate and other related matters. However, while important, the real importance of the CFA franc should not be seen as purely economic, but also political.

    The franc zone The franc zone is an economic, monetary and cultural area that is equivalent to none other in the world. It is made up of very diverse states and territories and results from developments and changes in the former French colonial empire. After attaining their independence, most of the newly-created African states decided to remain within a homogenous group characterised by a new institutional framework and a common exchange rate mechanism. Fact Sheet The franc zone is made up of France and 15 African states: Benin, Burkina Faso, Côte d’Ivoire, Guinea Bissau, Mali, Niger, Senegal and Togo in West Africa, Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea and Gabon in Central Africa, and the Comoros. The franc zone is a rare example of close institutionalised cooperation between countries from two continents that share a common language and history. The Banque de France has developed close ties with the franc zone central banks, with which it works towards ensuring the smooth functioning of the area’s shared institutions. This Fact Sheet describes the franc zone’s institutional structures and the changes they are undergoing, and brings to the fore the franc zone countries’ determination to forge ahead with regional integration in order to support growth and reduce poverty.     Africa at LSE: The CFA Franc: French Monetary Imperialism in Africa Page 1 of 3 The CFA Franc: French Monetary Imperialism in Africa Ndongo Samba Sylla argues that the CFA franc – officially created on 26 December 1945 by a decree of General de Gaulle – used across much of Africa today is a colonial relic. For those hoping to export competitive products, obtain affordable credit, work for the integration of continental trade, or fight for an Africa free from imperialist control, the CFA franc is an anachronism demanding orderly and methodical elimination. On 11 August 2015, speaking at the celebrations marking the 55th anniversary of the independence of Chad, President Idriss Deby declared, ‘we must have the courage to say there is a cord preventing development in Africa that must be severed.’ The ‘cord’ he was referring to is now over 71 years old. It is known by the acronym ‘CFA franc’. The pillars of the CFA franc Like other colonial empires – the UK, with its sterling zone; or Portugal, with its escudo zone, France had its franc zone. The CFA franc – orginally the French African Colonial franc – was officially created on 26 December 1945 by a decree of General de Gaulle. It is a colonial currency, born of France’s need to foster economic integration among the colonies under its administration, and thus control their resources, economic structures and political systems.
