Applications for the first ever state and regional e-learning course on Subnational GHG Accounting are currently open. The course, developed by the Greenhouse Gas Management Institute (GHGMI), is due to begin in November 2020. In-country and virtual multi-level governance dialogues, bringing together representatives from local, state and national government, and the private sector, were held in Brazil, Mexico and South Africa, looking at issues such as barriers to inventory development and potential solutions, and mapping out data sources and flows between the different levels of government. In-person and remote technical assistance workshops and online seminare were held in the five project states in Brazil, Mexico and South Africa, to progress the states’ work in compiling their respective GHG inventories, and help them build indicators for a monitoring, reporting and verification (MRV) system of mitigation actions. The State of Jalisco, for example, was able to complete its third GHG inventory through the course of the project, which will inform and support its mitigation action work. Institutional capacity has been built in theoretical and practical areas including: GHG inventory compilation processes and methodologies, data collection and validation, understanding of activity data and emission factors, quality assurance and quality control, presenting and interpreting inventory results, documenting and improving the compilation process; identifying and prioritising mitigation actions, understanding stages involved in developing mitigation actions, familiarisation with MRV of actions, understanding of MRV indicators, how to define GHG emission reduction targets, how to build mitigation scenarios, how to analyse the impact of climate mitigation policies and actions, and understanding of MRV systems.
