When I became Mayor, members of this community stood together and said the City of Oakland must step up to take a leadership role in providing much-needed services for our reentry community. If we are going to reduce crime and violence in our city, we must support our reentry population in a substantive and comprehensive way.

I am pleased that we have made significant progress in this effort. In the last two years, we have:

• Hired a reentry specialist who facilitates a bi-weekly orientation on how to access City of Oakland jobs and other resources • Banned the box on our city applications • Partnered with state and local correctional facilities to better prepare the reentry population • Collaborated with Alameda County to identify jobs in Oakland and the surrounding communities

This reentry resource guide builds upon the work done so far. It includes information about educational, employment and housing opportunities, so that our men and women reentering Oakland from correctional facilities have a road map to success. I encourage you to take advantage of the recommendations contained in this guide.

Our fight cannot end here. We must continue to give the re-entry population a sense of dignity and we must make a collaborative effort to aide those who are making a gallant attempt to rebuild their lives.

On behalf of the Community Reentry Service Provider’s Network (CRSPN), we are excited to present this Resource Directory for the formerly incarcerated. This important resource has been a 3-year project that started with a discussion about the challenges the formerly incarcerated face in finding comprehensive and accessible information on services in key areas of need such as housing, health care, and employment.

Without funding but a lot of determination and a cooperative spirit, CRSPN took on the project and insisted on exploring ways to get it done. In 2008 with the help of the Mayor’s Office and his reentry specialist, in-kind support of the Oakland Private Industry Council and other CRSPN members, this Directory started to became a reality.

We, as a community are faced with crime and violence and concerned about the recidivism that continues to contribute to the problem. With over 2300 reported crimes in Oakland in 2008 and a growing prison population of over 2 million in , it is imperative that we make information on these needed services accessible and available.

While the Directory will continue to change and get updated, we hope it will serve as a valuable framework to identify and share information on resources in the community that will give the formerly incarcerated the ability to gain access to necessary networks and services to support their reintegration into family and community life successfully.

This directory is intended as a reference and aid to those who have been formerly incarcerated, homeless, and the general population that are in need of services that this directory offers.

Women's Daytime Drop-In Center

The Women's Daytime Drop-In Center is a nonprofit program addressing the needs of homeless women and children to ensure that they have a safe, daytime refuge where they receive support, nourishing meals, and access to community resources to overcome homelessness and regain their self-sufficiency. It is the only daytime program for women in Berkeley, and one of two in the . They serve an average of 150 women and children a month in a nurturing, homelike environment. Services are available at no fee to any homeless woman or child.

Shelter Against Violent Environment – S.A.V.E

SAVE's mission is to provide alternatives to domestic violence through support services, advocacy and education, and to assist domestic violence victims and their families to end the cycle of violence. Women on the Way Recovery Center

Women on the Way Recovery Center is a non profit organization that provides housing and reentry support to formerly incarcerated women and their children. Licensed by the state as a residential drug and alcohol recovery program, WW is located in Hayward, California. In 2004 WW expanded to include a Sober Living Environment (SLE) residence in San Leandro.

Shepherd’s Gate

Shepherd’s Gate’s provides emergency shelter for women and children displaced by abuse, financial hardships, or addictions. While in this program, these precious women receive counseling, housing and job assistance, as well as case management. Elizabeth House

Elizabeth House is a transitional residence for single women and women with children who have experienced homelessness, violence, addiction or poverty. We are located in a former convent at St. Augustine Church, in the Rockridge neighborhood of North Oakland, California.

Service(s) Offers a resident-directed transitional housing program to single women and women with children. Has room for 9 families who live communally, enjoying peer support, excursions and activities. Provides some food (primarily for the evening meal), but residents supplement this with their own food. Allows residents to stay, on average, 12 months, but evaluates them every three months. Assesses each client’s efforts to meet agreed-upon benchmarks. Requires residents to attend weekly house meetings and complete the cooking and chore obligations.

Requirement(s) Low-income women, age 18 or over, Requires residents with substance abuse issues to be at least 6 months clean and sober and to attend outside group meetings addressing substance abuse issues. Requires all mothers to attend a monthly on-site parenting group and to participate with their children in after-school homework club.

Cost $330 to $440 depending on family size. Rent includes some meals.

A Safe Place

A shelter for battered women and their children who are in danger and have no other resources. Services include legal advocacy, counseling, support groups, and assistance in locating housing and employment. The maximum length of stay is 8 weeks. Shelter capacity is 20 beds. Works closely with Family Violence Law Center to assist with restraining orders. Non-shelter clients can make an appointment to see a domestic violence counselor.

Phatt Chance Community Services (PCCS) is a clean and sober living arrangement which provides after care and continuum of treatment to clients in early recovery.

The Oakland House of Ruth is a 501(c) 3, non-profit organization, sponsored by Acts Full Gospel Church, under the leadership of Bishop Bob Jackson. Oakland House of Ruth is dedicated in remembrance of Tanya Hill McCall, who was a victim of domestic violence. In her memory, our major objective is to assist women re-establish their lives, regain dignity, break the cycle which they are currently in and bring them into a closer relationship with God.

The mission of the Tri-Valley Regional Occupational Program’s Correctional Education program is to educate incarcerated adults and thereby reduce the impact of crime on the community by helping incarcerated adults acquire the skills, attitudes and values needed to find and hold jobs, become socially responsible, and make positive contributions to their families and the community.

YEP’s mission is to enhance the employment opportunities of underserved Oakland youth and young adults (18-24) by providing training, job placement, access to education, and comprehensive support services. YEP is currently funded to provide 100 - 150 slots for Young Adult Reentry (18-24 year old). The program begins with a full time, three-week Job Readiness Training (JRT) program that focuses strongly on critical soft skills and educational outcomes. Participants receive a financial incentive for successful completion of JRT. Upon graduation from JRT, participants are invited to receive comprehensive services – lasting anywhere from 2 to 6 months. YEP’s comprehensive services offers participants 20 hours per week of paid vocational training, but also requires a 20 hour per week match of educational services. A 40 hour week includes 20 hours of education and 20 hours of paid work experience. Service(s) Achieving educational goals and benchmarks is also rewarded with financial incentives. The U.S. Equal Employment Opportunity Commission (EEOC), the agency that enforces Title VII, has acknowledged that African American and Latino workers are arrested and/or convicted at a disproportionately higher rate and as a result Service(s) recognizes that some employer hiring policies may form the basis of a race discrimination claim. Employers must justify employment decisions based on arrests or convictions. Your conviction must be “job-related,” which is determined by taking into account the nature and gravity of the offense or offenses, and the nature of the job held or sought. Legal Prisoners with Children (LSPC)

Founded in 1978, Legal Services for Prisoners with Children (LSPC) has provided significant leadership in challenging the expansion of the prison industrial complex and the concomitant damage that this expansion has wrought on low income communities and communities of color generally, and on women and their children specifically. Prior to that time, very few advocacy organizations worked with women prisoners or incarcerated mothers and their children. In fact, few organizations nationwide dealt with issues affecting prisoners’ families.
