• Royalty clients are to remit the total amount payable shown on the March 2000 Statement of Account by March 31, 2000. If the amount payable includes accrued current period interest, the interest has only been accrued to the statement issue date. Clients must also include the additional interest that has accrued since the statement issue date to the date of payment, using the per diem amount provided.

• The March 2000 Statement of Account shows your amount payable as of the Statement issue date. It includes any outstanding balances from your previous statement, your December 1999 Invoice amount and any applicable current period interest charges. It also identifies refunds resulting from overpayments.

• Current period interest will not be charged on current period charges for the production month of December 1999 if it is paid in full by March 31, 2000.

• Current period interest will accrue on any overdue charges commencing the first day after the due-date until it is paid in full.

Note: If the due date falls on a non-business day, payments will be accepted on the next business day. January 2000 (OAS) and VA4 Due Dates

The OAS and VA4 documents for the production month of January 2000 are due in the Department offices by March 15, 2000.

NOTE:

• The OAS due date specified by the Department is the date by which the required OAS data must be received in the Department. • Keying services require sufficient time to process and transmit the data by the Department’s due date. Contact your keying agent for their respective cut-off dates. • For EDI clients, the receipt date is when Value-Added Network (i.e. GE) receives the transmission. • The importance of timely receipt of OAS data by your service provider and the Department is critical to ensure accurate royalty calculation and prevention of Provisional Assessment.

The Department of Resource Development interest rate for February 2000 is 7.50%.

Alberta Resource Development - Gas Royalty Operations Calendar

A calendar for the year 2000 is enclosed, for industry use. It shows various important dates affecting Gas Royalty Operations. C. NOTICES Deadline for Changes to Remaining Useful Life (RUL)

A Facility Cost Centre (FCC) operator may request a change to the remaining useful life of the FCC reserves by submitting an amended AC1 form to the Department prior to the processing of annual allowable costs for the previous production year. To ensure that a request for an RUL change is processed prior to the Initial Annual Billing Period (IABP), the amended AC1 form must be received on or before May 15th of the year following the production year to which the change applies. This date of May 15th was discussed and agreed to with the Business Design Team in Calgary. The Principles and Procedures will be updated to reflect this change.

• If the Department approves the request, the effective date of the change will be the first day of the production year to which the change applies. • If the AC1 is received after the May 15th deadline, the effective date of the change will be the first day of the next production year. • Changes to the remaining useful life of a Facility Cost Centre will not be retroactive. • Please refer to Information Letter (IL) 98-06 (which is still in effect) dated February 11, 1998, and Section 16.5 of the Principles and Procedures for more information.

For example, if an AC1 form is received on May 14th, 2000, prior to IABP, the change will be effective from January 1, 1999; and if an AC1 form is received on May 16, 2000, the change will be effective from January 1, 2000.

Reminder - 1999 AC4 Forms (Allowable Operating Costs)

AC4 forms pertaining to the 1999 production year are required for the Facility Cost Centres tied to the 38 designated facilities. The due date for the AC4 form is March 31, 2000. Operators of Facility Cost Centres tied to designated facilities are encouraged to submit their AC4 forms before the due date so that they may have the opportunity to resubmit corrected AC4 forms should rejections occur. AC4 forms received after the due date are subject to penalty charges.

Special Case Reconciliation Groups (Designated facilities and plant types) were dismantled for the 1998 Unit Operating Cost Rate (UOCR) calculation. Therefore, 1999 AC4 forms are not required for facility cost centers which were transferred from the Reconciliation Groups to the Plant Type Groups.

3 INFORMATION BULLETIN – February 2000 Operators may file amended AC4 forms for the 1996 and 1997 production years for facility cost centers which were tied to a Designated Facility before dismantling occurred. Please note that the 1996 production year is operationally closed. The close out date for primary documents for the 1997 production year was February 15, 2000. Please refer to the article in this issue titled ‘Close-out for Operations’ for additional information.

All AC4 forms which are system acceptable, and received by the due date, will be included in the 2000 Unit Operating Cost Rate calculation. The 1999 AC4’s that are not received by the due date will not be included in the operating cost calculation for the 2000 UOCR.

Please refer to Attachment 6 for a listing of the Designated Facilities for those facility cost centres for which 1999 AC4 forms are required.

Reminder - Business Design Meetings

The Gas Royalty Branch participates in monthly Business Design meetings in Calgary. The purpose of these meetings is to discuss broad scope issues regarding business rules and processes. These meetings are attended by senior industry officials and senior government representatives. Reminder – Natural Gas Liquids – Reference Prices and Allowances Changes as a Result of the Natural Gas Liquids Review

In early 1998, a joint industry and Department committee was formed to review the effectiveness and appropriateness of the valuation models used for determining the Natural Gas Liquids Reference Prices and Allowances for royalty purposes. As a result of the committee’s recommendations, the Department will be implementing a number of changes effective with the production month of January 2000. These changes will ensure the valuation models are representative of current markets while maintaining a relatively simple reporting system.

Note that these changes only affect the calculations of the Natural Gas Liquids Reference Prices and Allowances. There will continue to be published reference prices for propane, butane and pentanes plus, a fractionation allowance and twelve transportation allowances. These changes are not a result of the December 9, 1999 announcement regarding changes to the natural gas and natural gas liquids royalty structures, and are expected to continue on as the appropriate method to calculate reference prices. Key changes to be implemented are:

1. Revising the model for calculating the pentanes plus reference price. It will now use actual Edmonton area prices reported by designated major purchasers consistent with the principles for propane and butane. The previous model uses a simple average of crude oil and pentanes postings at Edmonton. This is not representative when prices for pentanes are significantly different from crude oil.

2. Increasing the number of major purchasers of natural gas liquids that provide pricing information in order to improve the statistical reliability of the published reference prices and allowances.

3. Including non-Edmonton based purchase transactions with Edmonton based purchase transactions will recognize the growing significance of non-Edmonton based transactions.

Reminder - Submission of 1999 Allowable Cost (AC) Forms

Royalty clients are advised that 1999 Allowable Cost forms can be submitted to the Department for processing. The 1999 AC forms can be submitted in advance of the deadline if:

1) Facility Cost Centres that have been terminated or shut-in in mid-year and final 1999 information is available; 2) Royalty clients who wish to submit documents early to ensure ample time is provided to correct any document rejects that may occur.

For option (2) listed above, please be advised that forms submitted for this purpose must contain accurate 1999 cost information.

Reminder – Close-out for Operations

Production Year 1997

As prescribed by the Natural Gas Royalty Regulation, 1994, royalty clients are required to file accurate and timely information within specified time frames for a production month or production year. Inherent in the business of gas production is the frequent adjustment and balancing of reported volumes and distribution of costs. These adjustments result in retroactive processing of Industry submitted royalty documents to accurately reflect volumetric ownership and ensure appropriate distribution of costs. To contain the extent of retroactive processing and to facilitate the completion of audits within the legislated time frames, an Operational Close-out process has been established. Normally two years after the end of a production year, that production year is operationally closed. When a production year is operationally closed, the Mineral Revenues Information System (MRIS) will reject any royalty document submitted for a closed out production year after the established close-out dates, unless written authorization is granted by the Department.

Facility Operators and Owners must ensure that correcting documents required to clear unreconciled volumetric discrepancies and to amend the distribution of costs for the closed-out production year are submitted prior to the close-out dates. Facility operators and owners are encouraged to review the following reports produced by the Department to focus on facilities that require immediate attention prior to close-out:

• Rejection Notices • Reconciliation Summary Report • Reconciliation Detail Letters

The close-out dates are as follows for the production year of 1997:

Note: There are only two secondary documents: the Reassignment of Volumes Set Up/Change (RMF2) and the Annual Capital Cost Allowance Reallocation (AC3). All others are primary documents.

Should circumstances warrant the amending of documents for a closed out year, a written request must be made which includes the following detailed information:

1. Specific reasons for processing documents after operational close-out. 2. List of document types being amended (i.e. OAS, RMF2, AC2). 3. Affected facilities and/or stream IDs (i.e. Gas Plant code, facility cost centre code, well event). 4. Written concurrence from all affected parties (i.e. Cascades on an OAS, RMF2's). 5. Estimated dollar impact. 6. Paper copies of the document(s) to be processed.

Operators and owners must ensure that submitted documents meet MRIS edit criteria. Documents that do not meet MRIS edit criteria will be rejected and the client will be notified by a rejection notice. Royalty documents that meet MRIS edit criteria will be processed and will be subject, where applicable, to the following:

• Provisional Assessments • Recalculation of Royalty • Interest Calculations • Re-calculation of Allowable Costs, including the Corporate Effective Royalty Rate (CERR).

Where applicable, results of the processed documents will be reflected in the Crown Royalty Detail Statement, Invoice, and Statement of Account.

Written requests together with the applicable royalty documents (paper only; for the OAS, the paper copy will be used for review and approval of the request. If the request is approved, the client will be informed to forward the OAS (EDI) to their keying service for processing) must be submitted to:

Weighted Average Aggregator Overhead Marketing and Administration Charges (OMAC)

For Gas Corporate Average Price (CAP) filers, when determining the netback value, the weighted average OMAC type charges may be deducted for sales to non-designated aggregators.

The Weighted Average Aggregator OMAC ($/GJ) for 1999 is $0.03669. For further information, see Section 14.1.4 and 14.3.1 of the Principles and Procedures.

Annual Weighted Average Gas Reference Price

The Annual Weighted Average Gas Reference Price for 1999 is $2.346. This price is used in the calculation to determine the 1999 minimum price for the Gas Corporate Average Price.
