Secretary’s Notes January 2019 I had a conversation with a CTC member over a cup of coffee a couple of weeks ago about how unpleasant the situation can quickly become whilst cycling - a loose dog trying to bite your feet and an angry owner shouting at you or shouting at the dog or CTC sign rescued from The Lamb at Ripe and now awaiting restoration shouting at both, as you try to ride past without being knocked off and simply minding your own business and enjoying your ride. As a life-long dog owner and cyclist and in recent years a dog behaviourist, I hope I can help simplify where a cyclist stands legally when dog owners are ineffective at controlling their dogs…. Firstly the Dogs Act 1871 - Section 2, is the framework of the law we have today which deals with dogs not kept under proper control. Dog owners can be prosecuted when their dog “is acting dangerously towards people or animals in private or public places”. This is a civil proceeding (magistrates court), so the court can’t impose a penalty on the owner, but the court can order that dog be kept under control (on a lead?) or even destroyed. This 148 year old law is still in place. Secondly the Dangerous Dogs Act 1991 – Section 3, is very clear, to quote: “an owner or person in charge of a dog (dog walker) commits an offence if the dog causes reasonable apprehension to a person that they will be injured, whether or not they are actually injured”. If you feel threatened or feel you are in danger this too counts as an offence. Even where no physical injury is caused the case may go to Magistrates Court with maximum 6 months imprisonment and/or £5,000 fine and the owner ordered to keep the dog under control; compensation is possible. If there is injury to a person the offence is “aggravated”. A scratch or bruise counts, whether directly inflicted or as a result of the dog’s actions, (not necessarily a bite). In this case it can go to Magistrates or Crown Court, where the penalties are greater than can be given by Magistrates Court. Thereafter hire fees are due to increase by 100% and the possibility of a different venue or format for Clubnight needs advance thought and planning. Annual Returns: Cycling UK Headquarters, Guildford has confirmed successful receipt of our Annual Returns, and thus qualification for our annual subscription from them. Winged Wheel, Ripe: This historic CTC emblem has been removed from the disused Lamb Inn at Ripe during refurbishment of the building and is awaiting careful restoration before being re-located to the Ripe Village Stores where cyclists are always warmly welcomed. Changes to Flickr & Club photos Towards the end of last year, Flickr announced that they were changing the allowance for free photo accounts from 1TB of storage to a maximum of 1000 images. Since we had over 6000 in our account it meant looking for somewhere else to store them, since after 8th Feb. all photos over the limit will be permanently deleted. All of the photos previously on Flickr have now been moved to Collections on Google+, where the archived digital copies of the old D A photo albums already were. You can view them by going to Google+, searching for East Sussex CTC, and on the page it has Communities and collections – click view all on

3 the right hand side you will then get all the collections to browse through. I have now deleted all except the photos for 2018 from Flickr. We will continue to use Flickr for people to post photos to, as in the past, but about once a month I will move the oldest photos over to the latest collection on Google+ Uploading photos. Members wishing to upload photos can do so by email. Simply send an email to:- [email protected] - attach the photos you want to upload, and put the title in the subject line and any description in the body of the email. Midweek Section Notes I’ve deliberately left writing these notes to the last minute so that I could start by wishing you all a very happy new year rather than comment on the weather, as seems to have been my wont of recent Notes. Added to this, of course, is a wish for safe cycling and the weather to go with it. However, safety is very much in our own hands, whilst the weather, as has been proved in recent weeks, is not at all under our control. So, whilst I’m not personally in the habit of making New Year’s resolutions, it is a time when many people review their lives and promise themselves to do better. Some may even make well publicised promotion about it to friends and family, which makes it somewhat more difficult when, almost inevitably, the resolutions are gradually forgotten. Last year two riders in the section suffered quite serious accidents whilst on group rides and I have heard of others who have ‘come off’ whilst riding on their own. This just goes to reinforce the fact that we chose to participate in a potentially dangerous sport whilst being balanced on two wheels, often amongst fast moving traffic. There are clearly many factors that we cannot control and the state of our roads being of particular concern. However, we must also look at our personal contribution to safety and no time is better to check over our bikes or get your local bike shop to do so on your behalf. Tyres, brakes, cables, chains, light batteries, etc., all wear out gradually, and you may well be surprised just how well your bike rides after a professional service, to prepare it and yourself for riding in better weather. Your committee has been discussing the ongoing question of the size of the Tourists section rides where, on occasions, we have had upwards of 20 plus riders for one leader. This is far too many for safety and we have found that splitting the group into two on the day rarely works well, with the second group either getting left behind (and lost) or bunching up on the first group, thus defeating the object of the exercise. This is more of a fine weather problem, but for the February/March runs list we have experimented with getting two ride leaders per week, with the intention that the first named prepares a ride whilst the second named has a different ride ‘up their sleeve’ and is ready and willing to lead a second group should the numbers prove this to be necessary. It is difficult to dictate numbers per group, but I think that 10 should be about the maximum before the split. This clearly requires leaders to liaise together to avoid duplication of routes, but should make it safer for all concerned. I would like to think that splitting the rides would become second nature and give people the opportunity to ride with a different group. In anticipation of good weather to come we have arranged with the good ladies of Bodle Street WI to hold a Celebration of Spring luncheon on 20th March at a reduced price of £10 per head for a two-course meal. Put the date in your diaries NOW and complete the application form at the end of this newsletter and let’s make this event a great success. Happy and safe cycling for 2019. Andy STOP PRESS Good news from John Taylor who tells me that the Christmas Coffee morning and Ron Pattenden’s raffle netted £205 for the Dementia Charity. Also Wesson’s at Horam has re-opened as The Horam Emporium, which includes TPODZ Tearoom, which welcomes cyclists’ and we will be trying it out later in the New Year – though note that it is closed on Mondays.

4 Seaford & Newhaven Section Notes November 11th had a very strong wind and showers, so only Norman Wight, John Holmes and Mick Hills rode to 11’s at Raystede, while the rest of us, seven, took the easy way just going out by car and then called it a day. A bit better on the 18th sunny and fine but with a cold north-easter but oh dear it was a day. I started it off by oversleeping so was too late for church, David and Susan were caught by the Swing Bridge having a fault and were stuck on the wrong side for over an hour. I went down to wait at 9am as we had agreed, so missed Susan’s call (she didn’t try before as I’d said I didn’t think I’d be back before then.) Eight were waiting at wondering where we were, John Holmes, Mick Hills, David Allen, Derek Pritty and Norman Wright who were out all day, plus Geoff Boxall, Raoul Meade and Tim Evans who just went to 11’s. David warned Jenny at Ringmer what had happened and eventually he and Susan turned back, but couldn’t reach home by car for all the traffic build up, so parked as near as they could then walked home and had coffee). It cleared later on so they picked me up at 11.40 and we parked at Cooksbridge and rode through to Derek’s to join the others for our picnic. Thank you, Derek. The 25th was fine but still that cold wind with just nine at Happy Days for 11’s, five of us rode on and had a quick lunch at the reservoir helped out by hot tea from the kiosk. Into December and still that cold wind and only four riding but we had our picnic at Pat and Roger Bacon’s, where Geoff and Jenny came on after 11’s to join us. Mick Hills and Mia coudn’t stop as they had family visits. Much appreciated Pat. On 16th only John Holmes and Norman Wright rode to Isfield for 11’s as David had had his eye op, so no riding. We went out in the car as did Geoff and Jenny, Mick Hills and Raoul Meade. Derek and family had gone down with the sore throat bug and had told David they couldn’t have us at lunchtime, so all decided to head home. There was no organised ride for the 23rd but on the 16th John and Norman wanted one so, Susan said they could go to them at Newhaven if they liked. It was their kindly idea that I could join them, unfortunately I went down with the bug that night and was laid up all over Christmas. They did have their ride and Geoff and Jenny joined them at 11’s by car. Norman filled me in on their travels, as John took him up to the coastguard station where the volunteers welcomed them in and showed them all the gear they have for watching the channel. They had their lunch down near the beach huts at Seaford, then Norman headed back to Heathfield via Hindover while John headed west. The 30th was cold with a mist that hung around all day but six of us were on our steeds to 11’s at Hilliers, where we were pleased to welcome new rider Glen from Hailsham who joined us all day. It was nice to see our DA president Pat Graham there with some of the H&R and we caught up on news. Geoff and Jenny came by car and then came on to join us and Pat and Roger, who walked along, to have soup lunch with Mia and Karl at Hailsham, thank you both for your hospitality. Mick joined us at 11’s but had to head back. Into 2019 and some went on Joyce’s Ramble on 6th January while seven of us met at Middle Farm for 11’s. John H. and Derek P. rode out while the rest of went by car as it was cold. Four of us made a day of it, as Geoff packed John, and his bike, and me, into the car with him and Jenny then we headed back to Seaford (they had already come and picked me up earlier) for the four of us to have our picnic sitting in the car looking out over Seaford Bay, very pleasant. Out came his steed and John pedalled off homewards, while I was driven home and they headed back to Ringmer, thank you both for a good time out. Ann
