BRIEF NOTE ON JARAPADA-BUDHAPANK 3RD RAILWAY LINE PROJECT (3RD LINE-47 Km.& 4H LINE-44Km.)

OBJECTS OF INVESTIGATION AND ORDERS OF GOVERNMENT

The 3rd and 4th line work between Jarapada- Budhapankwith provision of flyover at Talcher road is included Pink book 2015-16 vide item No.25.

Jarapada station on the SBP ANGL Section of SBP Division is located at 132.712Km. from (SBP). Budhapank is a junction station on -Barang section of KUR division and is located at 174.826Km. from Sambalpur.

The existing SBP-ANGL line is catering to the originating traffic from the Mahanadi Coal Fields (MCL) and from the industrial belt of IB--Sambalpur to the Paradip and Visakhaptnam ports originating from/going to the several Power plants and other coal-based industries located in the -Talcher-Jharsuguda area.

The section between JRPD-BDPK is at present single line and doubling work is in progress. It is handling more than 35 coal loaded wagons every day from MCL in addition to traffic originating from/to the siding and as such is operating at more than 100 % section capacity.

Hence the proposed 3rd and 4th line is essentially required to exploit the above said traffic as well as to cater to the Thermal Power Plants and other allied industries coming up in that area. This line is also carrying imported cooking coal from the PRDP Port to the Sponge Iron and Iron plants located in ANGL- SBP- JSG belt.

The gross cost of the project will be Rs.701.61Cr and projected ROR will be 34.79%.

NEED FOR THE NEW LINE: -

The goods traffic in the Angul-CTC-Barang and Angul-SBP-Jharsuguda by more than 10 % every year due to the coal and other industrial traffic originating from the MCL coal fields and also that from/to the various power plants and other allied industries coming up in and around area. So, viewed on this scenario, two additional lines (3rd and 4th) are being proposed for future traffic for the next 25-30 years.

Also, these new lines (3rd and 4th) will serve as link for fast growing passenger traffic between the Western (SBP, JSC, BLGR etc.) and Raipur, to the Capital of Odisha and coastal area.

In view of the above, construction of two more lines between Jarapada and Budhapank in this mineral rich and industrialized region is essentially required to meet the demand of ever-increasing traffic.

CATEGORY:

Existing Sambalpur-Angul-Talcher route is 'D Spl' route and hence the proposed 3rd and 4th line will be of 'D Spl' route standards having speed potential of 110Kmph.

ALIGNMENT:

The alignment is proposed to be on either side (left and right) of the existing lines, parallel to it, in order to utilize the existing Railway land to the maximum extent and to minimize the acquisition of additional land.

The proposed 3rd line will run parallel on UP line side (towards Budhapank ) with a Fly over arrangement which crosses the existing Talcher Road-Talcher Terminal PH line and doubling line between Budhapank and Talcher Thermal PH and also crosses the NH 149 before joining the Budhapank station. The 4th line will run parallel to DN line towards Sambalpur. Due to this, the length of the proposed 3rd line is about 3Km longer than the 4th line. It is also proposed to provide connectivity to each station end-route so as to have better operational flexibility and maximizing the sectional capacity. The alignment is proposed on either side of the existing line connecting to all important stations like Angul which a district Head Quarter and Budhapank junction.

GRADE:

a) RULING GRADIENT:

The gradient of the existing section i.e. 1 in 150 compensated, is proposed as ruling gradient for the 3rd&4th lines.

b) GRADIENT IN YARDS:

The steepest gradient proposed is 1 in 400 which the same as the gradient of existing stations.

1.3.4 CURVATURE:

Maximum degree of curvature proposed is 4.1760 in the Rail-over-Rail fly over portion.

BRIDGES:

Total 17 nos of major bridges (including the Flyover) and 178 nos of Minor bridges/RUBs (existing Bridge extended on either side are taken as 2 bridges one UP Br. And one DN Br.) have been proposed for this project. All Minor Bridges will be RCC Box culverts and will be extensions of the existing bridges.

TRACK STRUCTURE: i) Rails:

60Kg/90UTS (new Rail) will be used for main lines as well as for loop lines. ii) Sleepers: Sleeper density proposed to be 1660 no’s per KM on main line and 1540 no’s Sleepers on loop line as the project is situated in Temperature Zone- III, iii) Points and Crossing:

1 in 12 (60 Kg) turnouts with thick web switches and CMS crossings is proposed to be used for this project. iv) Ballast:

50 rmm machine crushed track ballast with cushion of 350 mm in main line and 250mm in loop line are proposed to be provided.

LOOPS:

Minimum 2 no’s of additional loops proposed to be provided at all stations.

PLATFORMS:

HL platforms are proposed to be provided at Jarapada & Kerajanga stations.

LEVEL CROSSING:

In this section, total 34 LCs are existing out of which 18 are manned and 16 unmanned which are proposed to be extended for new lines.

As per the plan of elimination of unmanned LCs by the Open line, the above said 16 UMLCs will be manned in future.

TRACTION:

The existing route is partly electrified route. Now electrification of ANGL- Kerejanga is going on. Hence provision for electrification of the new lines are kept in the estimate.

METHODOLOGY OF INVESTIGATION:

The DPR for 3rd & 4th line between Jarapada- Budhapanka with flyover at Talcher road has been prepared based on the existing topography, local constraints and projected requirement.

The best route has been selected parallel to the existing line at left and right of the existing lines with an intention to utilize the existing Rly land and maximum efforts have been made to minimize the cost of the project.

ROUTE SELECTION:

As the project involves 3rd and 4th lines adjacent to an existing route and since acquisition of any additional land is not only costly but also consumes a lot of time, hence the best possible option is to run these lines parallel to the existing line and within the Railway boundary as far as possible so as to minimize the project cost and for ease of construction and better access to worksites. Hence the alignment is proposed on either side of the existing track.

MEANS OF COMMUNICATION:

ROAD:

The proposed alignment runs adjacent to NH-42 and also crosses the NH 149. All the 04 stations are connected by all-weather roads.

RAIL:

The project area is about 150km from Sambalpur and 100Km from Cuttack and thus also well served by the Rail network from both Cuttack and Sambalpur cities of Odisha.

TUNNELS:

No tunnel is required for this project.

FIXED STRUCTURE CLEARANCE:

The fixed structures clearance has been kept as prescribed in Schedule of Dimensions.

ROAD CROSSING:

Road crossing are provided with LC to be manned.

STATIONS AND BUILDINGS:

Two New Station Buildings are proposed at Kerejanga and Jarapada out of total 4 stations on this route. The new station buildings are proposed as the existing station buildings are required to be dismantled. These will be constructed having all facilities required for a modern station.
