The report is structured and prepared in a standardized format designed to meet and exceed the requirements of Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessments, American Society for Testing and Materials, (ASTM publication E 1527-13, November 2013). The U.S. EPA references this practice as being in full compliance with the U.S. EPA’s Standards and Practices for All Appropriate Inquiries; Final Rule (Federal Register, 40 CFR Part 312). The environmental report will be prepared for Investors Bank, its successors and assignees, and is intended only for its specified use. It may be relied upon by Investors Bank and its sponsors, clients, and participating lenders. ("Federated") has completed a Phase I Environmental Site Assessment of the 2,940 SF convenience store and gasoline station on 1.16-acres (7-Eleven) located at 1504 Elkton Road (State Route 279) in Elkton, Maryland (Cecil County). The physical site assessment was completed by James C. Gossweiler, P.G. (IT), an environmental professional (Appendix H). The Limitations to Phase I Environmental Site Assessment presented in Appendix G apply. The physical site assessment was conducted on February 17, 2015. Quick Risk Characterization: The subject site consists of a 1.16-acre commercial lot occupied by a 7-Eleven convenience store and gasoline station. The property is located on the east side of Elkton Road (S.R. 279) at Performance Drive. Delmarva Power provides electric and natural gas services, and Elkton Public Works provides municipal water and sewer services. Surrounding properties include undeveloped commercial lots, Holiday Inn Express, Performance Food Group distribution warehouse, and Free State Discount Liquors. The historical site use investigation, to include review of historical aerial photographs (to 1937), U.S.G.S. topographic maps (to 1932), Cecil County Property Assessor and Building Department records, and other sources provides a site history. The existing 7-Eleven convenience store and gasoline station were constructed in 2001 and opened for business in early 2002. Prior to development in 2001, the subject property was agricultural land. No other historical uses are identified. Environmental databases list the subject property as a U.S. AIRs Site (for petroleum emissions from normal retail petroleum operations), a FINDs Site, a Registered UST Site, and a MDOE Oil Control Program Site. None of the listings identify the property as subject to environmental contamination. The adjacent Performance Food Group distribution warehouse has several resolved surface petroleum release cases. No nearby listed properties appear to represent a substantive environmental risk. Two USTs are located on-site including (1) 15,000-gallon regular gasoline and (1) 10,000-gallon super gasoline. Both USTs are FRP with flexible plastic lines in construction. The UST system includes a Veeder Root tank gauging system. The unit has not been programmed for CSLD. The station passed its most recent, available UST Annual Compliance Inspection in December 2013. 7-Eleven has not provided any more recent testing reports. Based on the improvement construction date of 2001 and commercial use, the property is acceptable for asbestos-containing building materials (ACBMs), lead-based paint (LBP), and radon gas accumulations. No PCB electric transformers are located on-site. Federated Environmental Associates, Inc. has performed a Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM Practice E 1527-05 of the subject property. Any exceptions to, or deletions from, this practice are described in Section 1.2 of this report. By definition, all gasoline stations represent a recognized environmental condition (REC). The UST system is 14-years old and the site has never been subject to subsurface testing. Federated Environmental recommends a limited subsurface testing project for potential petroleum releases (pp. 20-21). 1.0 Introduction/Project Synopsis 1.1 Stated Scope, Purpose, Limitations of Assessment and User Reliance A Phase I Environmental Site Assessment of the 2,940 SF convenience store and gasoline station on 1.16-acres located at 1504 Elkton Road (Maryland Route 279) in Elkton, Maryland (Cecil County) has been completed in accordance with Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessments, American Society for Testing and Materials, (ASTM publication E 1527-13, November 2013). The U.S. EPA references this practice as being in full compliance with the U.S. EPA’s Standards and Practices for All Appropriate Inquiries; Final Rule (Federal Register, 40 CFR Part 312). The assessment was conducted by an environmental professional, or conducted under the supervision or responsible charge of, an environmental professional. The purpose of this report, completed as required in the document above, is to satisfy "due diligence" and constitute "all appropriate inquiry into the previous ownership and uses of the property consistent with good commercial or customary
