ACKNOWLEDGMENT AND THANKS Family histories are never finished, and though this one was started more than forty years ago, it is still unfinished, and has many omissions, and perhaps mistakes, but may serve to inspire members of the family to send in data they may have, which will help to complete the record. Thou sands of letters have been written, in preparation of this history, many trips made to far away inaccessible places and cemeteries, and hundreds of interviews held with in terested people. Court Records have been searched, old wills read, and Bible Records unearthed which had been forgot ten for generations. Some letters have been answered promptly, with accurate information, while others have failed to reply or if they did reply, gave meager data. To those of you who have been gracious in your replies, and generous in sending in your family records, the Author is eternally grateful, but it is to your own descendants that you have made this contribution of time and effort, and it is a tribute we all should pay to those worthy ancestors of ours who paved the way for our liberty, our prosperity and our happiness. Arguing OriginalIntent in Legislative Debate A significant body of literature has examined how the Framers and rati- fiers of the Constitution 2 subsequently viewed the role of original intent in construing the Constitution. The primary focus of these works is how those views should influence today's courts in deciding controversies. 3 A less de- veloped question, however, is how members of the First Congress employed originalist constitutional arguments in making and debating proposed stat- utes.4 This study seeks to contribute to that exploration, not by discussing what the Founders believed about using originalist arguments, but by examin- ing the record of the First Federalist Congress to determine what originalist 5 arguments its members actually made. 1. Geneva Medical College*
GENEVA MEDICAL COLLEGE* Geneva Medical College was chartered in 1834 and gave its first course of instruction in 1835. Its first faculty were Edward Cutbush, Willard Parker, Thomas Spencer, John George Morgan, Charles B. Coventry and Anson Colman. Its faculty at a later period, including several years, were James Hadley, John Delamater, Thomas Spencer, James Webster, Charles B. Cov entry, Frank H. Hamilton and Charles A. Lee. After the Buffalo Medical School was opened the Geneva faculty was re-organized, consisting at dif ferent times of the following members: John Towler, A. P. Bowen, Fred er.ick Hyde, William Sweetzer, Joel Hardy, Caleb Green, George Burr, James H. Jerome, Alfred Butler, Nelson Nivison, Hiram N. Eastman, Ezra T. Allen and Charles E. Ryder, some of whom continued in their places, laboring in the school until it closed in 1872. When the Geneva Medical School was merged into the Medical Department of Syracuse University, the following members of its faculty, Towler, Hyde, Nivison, Eastman and Ryder, accepted professorships in the latter new institution.-Medica/ Register of. New York, New Jersey and Connecticut, I88I, p. 205. (Seep. 77·) Geneva Medical College as such had an existence of thirty-seven years, from 1835 to 1872. The period of its greatest prosperity being from 1840 to 1850. The largest class being that of 1844, with 196 matriculating stud ents and 47 graduates. The smallest graduating class being four, in 1856. During these thirty-seven years the degree of M. D. was conferred on 701 students.-Dr. Alfred Jl.fercer. (Seep. 77). Especially the world views of Aristotle of Stagira (384–322 BC) in his 350 BC book Meteorology3 were widely quoted for over two thousand years, embraced by Christian religion, and passionately defended until into the eight- eenth century. The Greeks held that all matter in the Universe is made of the elements ‘‘earth,’’ ‘‘water,’’ ‘‘air,’’ and ‘‘fire.’’ Aristotle was of the opinion that shooting stars, because of their rapid motion, occurred relatively nearby in the realm of the element ‘‘fire’’ above the layer of ‘‘air’’ that is now called our atmosphere. He believed that shooting stars were not caused by the falling of stars, but were caused by thin streams of a warm and dry ‘‘windy exhalation’’ (a mixture of the elements fire and air) that had risen from dry land warmed by the Sun. -

This battle near Frederick, Maryland was GUEST SPEAKER: between 12,000 battle-hardened Confederate troops led by General Jubal Early and 5,800 troops, many of then untested in battle, under the leadership of Gen. Lew Marc Leepson Wallace, who is best known as the author of Ben Hur. Despite Wallace losing 1,200 Union troops at Monocacy TOPIC: compared to Early losing 800 casualties, the delay in Early’s march to D.C. caused by the battle of Monocacy Desperate Engagement: allowed President Lincoln and the military leaders of Battle of Monocacy Washington, D.C. time to rush troops from the Peters- burg area to fill the forts and entrenchments along the northern edge of the city. Marc Leepson graduated from George Washing- ton University in 1967. After serving in the U. S. Army from 1967 – 69, including a year in the Vietnam during the war, he received his honorable discharge and went on to earn a masters Degree in history from George Washington University in 1971. He was a staff writer for Congres- sional Quarterly and has been a free-lance writer since 1986. -
