Mackinac Bridge, linking Upper and Lower Peninsulas, Emmet, Michigan • Nest location: Mackinac Bridge • 1st year active: 2009 • Total number of chicks produced to date: 10 • Male: Frank (b/r 56/C) hatched at International Bridge, Sault Ste. Marie, MI in 2015 • Female: Unbanded • Young: four unbanded chicks • Notes: Nesting occurred in the northern box on the Bridge, and four chicks successfully fledged. This is the same box where six peregrines (1 adult, 5 chicks) were found dead in 2016. 2. Midland Cogeneration Venture, Midland, Midland, Michigan • Nest location: Midland Cogeneration Venture • 1st year active: 2014 • Total number of chicks produced to date: 12 • Male: Coleman (b/r 21/P) hatched at University of Michigan Medical Center, Ann Arbor, MI in 2014 • Female: Unbanded • Young: two unbanded female chicks one unbanded male chick • Notes: There was a nesting box installed but it is not yet being used – all three chicks fell from the nesting location to the ground before fledging. One chick was injured and was picked up by Wildlife Recovery Association of Shepherd, MI. The two other juveniles are no longer on-site and it is assumed that they fledged. Southeast Region 3. Consumers Energy D.E. Karn/J.C. Weadock Plant, Hampton Twp., Bay, Michigan • Nest location: Karn/Weadock Power Plant • 1st year active: 2008 • Total number of chicks produced to date: 8 • Male: Undetermined • Female: Undetermined • Notes: The birds appear to again have nested on the plant that’s being demolished based on their behavior. Due to demolition, the site is inaccessible. 4. Flint/Durant Hotel, Flint, Genesee, Michigan • Nest location: Durant Hotel • 1st year active: 2009 • Total number of chicks produced to date: 14 • Male: Barry (b/g 36/H) hatched at Cleveland, OH in 2001 • Female: Unbanded • Notes: Three chicks hatched and there was one unviable egg. All three chicks died around 17 days of age due to unknown causes; potentially due to extreme weather exposure. 5. McLaren Flint Hospital, Flint, Genesee, Michigan - NEW SITE • Nest location: McLaren Flint Hospital • 1st year active: 2018 • Total number of chicks produced to date: 0 • Male: Undetermined (b/r) • Female: Unbanded • Notes: The nest was initially observed on 15 May with two eggs; hospital staff had seen 3 eggs prior to the visit. By a 5 June visit, both eggs had been smashed. 6. A total of three eggs were laid in three different corners of the 11th floor (one in NE, one in NW, one in SE); none hatched. 8. General Motors Tech Center (formerly Campbell-Ewald Building), Warren, Macomb, Michigan • Nest location: General Motors Tech Center • 1st year active: 2010 • Total number of chicks produced to date: 12 • Male: General Brock (black 22/V) hatched at Windsor, ON in 2012 • Female: "Isabella" (b/r 74/X) hatched at Consumers Energy Campbell Plant, Port Sheldon, MI in 2011 • Young: Sky, M (b/blu 49/C) 1156-26796 Sierra, F (b/r C/36) 1947-27599 Regal, M (b/blu 48/C) 1156-26771 Vette, F (b/r C/35) 1947-27600 • Notes: Sierra fell from the nestbox to the roof on 26 May but was uninjured and continued to be fed by parents. On 13 June, Vette struck a window. She was taken to Morrison Animal Hospital, deemed uninjured, and transported to D. Hogan for rehabilitation. She was released back on-site on 21 June. 9. J.R. Whiting Plant, Erie, Monroe, Michigan • Nest location: Whiting Plant • 1st year active: 2011 • Total number of chicks produced to date: 7 • Male: Undetermined (b/r) • Female: Undetermined • Notes: The power plant is being actively demolished. The site was visited on 30 April, and the male (B/R) was observed perched on the water tower. No other breeding activity was observed. A 65 foot tall nesting tower was constructed on the adjacent CECO property overlooking Camp Lady of the Lakes to mitigate demolition of old site. 10. Detroit Edison Power Plant, River Raisin, Monroe, Monroe, Michigan • Nest location: DTE River Raisin Monroe Plant • 1st year active: 1994 • Total number of chicks produced to date: 44 • Male: Max (b/g D/77) hatched at Toledo, OH in 2005 • Female: Undetermined • Young: Kristen, F (b/blu 43/K) 1947-33177 Ginger, F (b/r 77/U) 1947-33178 Wanda, F (b/r 78/U) 1947-33179 Houdini, M (b/blu 52/C) 1156-26774 • Notes: Between 19 May and 3 June, all four chicks fell from the I-Beam on which they were nesting into the netting below. All were uninjured, rehabilitated by D. Hogan, and released back on-site. All of the chicks were released by 24 June. 11. AT&T Tower, Pontiac, Oakland, Michigan • Nest location: AT&T Tower • 1st year active: 2011 • Total number of chicks produced to date: 18 • Male: Zeus (b/r 73/B) hatched at LTV Steel, Cleveland, OH in 2009 • Female: Screech (black 83/X) hatched at Etobicoke Bloor & Islington, Sun Life Centre, Toronto, ON in 2008 • Young: one unbanded female chick • Notes: This nest site is inaccessible for viewing eggs or young chicks and does not allow for banding. One chick was just visible and appeared to be about 25 days old on 29 May; it had fledged by 12 June. 12. Detroit Zoo, Royal Oak, Oakland, Michigan • Nest location: Detroit Zoo • 1st year active: 2016 • Total number of chicks produced to date: 8 • Male: Justice (b/r 08/P) hatched at Jackson County Building, Jackson, MI in 2012 • Female: Unbanded • Young: Shepherd, M (b/blu 53/C) 1156-26775 three unbanded chicks • Notes: Shepherd fell, got rehabbed by D. Hogan, and released back on site on 14 June. 13. Sapphire Apartments/North Park Towers, Southfield, Oakland, Michigan • Nest location: Sapphire Apartments/North Park Towers • 1st year active: 2016 • Total number of chicks produced to date: 3 • Male: Unbanded • Female: Juliet (b/blu 21/N) hatched at Evanston, IL in 2016 • Young: two unbanded female chicks • Notes: In addition to the two hatched chicks, there were four unhatched eggs. 14. St. Clair Detroit Edison, Marine City, St. Clair, Michigan • Nest location: St. Clair Detroit Edison Power Plant • 1st year active: 2003 • Total number of chicks produced to date: 5 • Notes: Status unknown. 15. Blue Water Bridge, Port Huron, St. Clair, Michigan • Nest location: Blue Water Bridge • 1st year active: 2005 • Total number of chicks produced to date: 31 • Male: Unbanded • Female: Tonga (black 85/H) hatched at MEC, Mississauga, ON in 2003 • Notes: The nestbox has been moved back to the north span after it had been moved to the south span in 2017 for bridge maintenance on the north span. On 5 June, Tonga was sitting in the box, but there were no eggs or chicks. 16. Pere Marquette Railroad Bridge, Port Huron, St. Clair, Michigan • Nest location: Pere Marquette Railroad Bridge • 1st year active: 2017 • Total number of chicks produced to date: 0 • Male: Undetermined (b/r) • Female: Unbanded • Notes: A pair was observed at the site, but no evidence was observed of the birds ever having laid eggs or feeding chicks. The site is not accessible for viewing potential nest locations. 17. University of Michigan, Ann Arbor, Washtenaw, Michigan • Nest location: North Quad Tower • 1st year active: 2006 • Total number of chicks produced to date: 29 • Male: Beacon (b/g B/15) • Female: KJ (b/blu 53/M) • Young: Betsy, F (b/blu 44/K) 1947-33180 Mojo, F (b/blu 45/K) 1947-33181 Markley, M (b/blu 51/C) 1156-26773 Bursley, M (b/blu 50/C) 1156-26772 • Notes: This is KJ’s first year at this site. She replaces Thunderbolt who was present last year. The chicks were named for four of the residence halls on the UM campus. On 28 June, Betsy struck a building and was sent to rehab. On 3 July, Bursley, Mojo and Markley were found trapped in a lower access area of the roof. They were captured and released back on the roof. Mojo immediately flew while Bursley and Markley stayed on the roof. On 5 July, upon the successful release of rehabilitated Betsy, Bursley and Markley were found back down in that lower access area. Markley was deceased and Bursley was lethargic and malnourished. Bursley was taken into rehab but ultimately died as well. 18. Eastern Michigan University, Ypsilanti, Washtenaw, Michigan • Nest location: Pierce Hall Tower • 1st year active: 2016 • Total number of chicks produced to date: 0 • Notes: Site never visited and no activity reported in 2018.

He is an architect and has projects in historic districts in Detroit; Columbus, OH; and Savannah, GA. He is a history aficionado and serves on the Grosse Pointe Woods Historic Commission and Planning Commission. Kay Burt-Willson is the secretary of the Rivard Park Home Owners Association and the Vice President of Education for the Grosse Pointe Historical Society.

    Final Report Proposed Broadway Avenue Local Historic District By a resolution dated January 26, 2005, the Detroit City Council charged the Historic Designation Advisory Board, a study committee, with the official study of the proposed Broadway Avenue Local Historic District in accordance with Chapter 25 of the 1984 Detroit City Code and the Michigan Local Historic Districts Act. The proposed Broadway Avenue Local Historic District is composed of fifteen buildings (fourteen contributing, one non-contributing) located on parts of two noncontiguous blocks in downtown Detroit between Grand Circus Park (Witherell) and Gratiot Avenue. These commercial buildings range in date of construction from c. 1896-97 to 1926 and in height from two to fourteen stories. The northernmost noncontiguous portion in the 1500 block of Broadway is located in the National- Register-listed Grand Circus Park Historic District; and the southern noncontiguous portion in the 1300 block, is identical to the Broadway Avenue Historic District (NR 2004).     9. EVALUATION OF ALTERNATIVES This section presents the methodology and a summary of the results of the third and final level of evaluation to facilitate the identification of an LPA for the DTOGS project. This section will cite data that is located several appendices to this report because of the volume of details the technical analysis required. Table 9-1 on the following page presents the refined evaluation criteria used in this analysis, which are based on the DTOGS project’s goals and objectives. This third level of analysis also adds a new goal: FTA New Starts Benchmarks. The key performance indicator associated with this goal is the cost effectiveness index (CEI), defined as the cost per new rider. Section 9.2 presents the detailed definition of this additional performance indicator. Following is an outline of Section 9: Evaluation of Alternatives to facilitate review of this section, along with a list of appendices produced for each analysis.
