Dear members,

It is a pleasure and indeed an honour for me to contribute to this newsletter for the first time in my role of UCI President.

I have written to all the National Federation Presidents since my election, but I would like to reiterate how much I look forward to working with all of you for the good of cycling and its stakeholders, from athletes and teams, to organisers and fans.

As I stated in my election manifesto, I will make sure that the UCI and its World Cycling Centre are at the service of our National Federations, not least with the establishment of a solidarity fund about which I will be able to give you more details once they have been approved by the UCI Management Committee and the Foundation Board of the World Cycling Centre. My aim is to reinforce our development activities and ensure that athletes worldwide have access to adequate training facilities and coaching advice. But that is not all. We have a great deal planned over the next four years, not least to:

Further the worldwide development of skills and professions related to cycling

Foster cooperation between country members

Ensure that the UCI is a Resource Centre for National Federations, including building an accessible documentary database

Review sporting equipment and infrastructure, consolidate equipment acquisitions, and combine and share technical solutions

Support projects undertaken by National Federations and provide expertise where needed

Identify experts capable of supporting our National Federations’ projects

Develop an intranet that is accessible to the NFs and that will facilitate exchanges with the UCI The UCI’s work with and for the National Federations is of the utmost importance if we want to see cycling grow and I know that together we can achieve great things. We are embarking on a new adventure together which I am convinced will see our sport gain in strength, global reach, popularity and credibility. Our shared passion for cycling will help us move forward and take cycling to even greater heights.

I thank you once again for your vote of confidence at the UCI Congress last month, and look forward to meeting you in the near future.

The 186th UCI Congress was held in Bergen, Norway, on Thursday 21st September.

Ninety-Four National Federations took part in the event, during which David Lappartient was elected President of the UCI by 37 votes to 8 for the outgoing President Brian Cookson. The voting system gave 45 voting delegates representing all Continental Confederations the opportunity to elect the UCI President and the following UCI Management Committee members for the next four years.

Mr Osama Ahmed Abdullah AL SHAFAR (UAE) as President of the ACC Finally, the UCI Congress voted in favour of granting the National Federations of Anguilla, Curaçao, St Maarten and Guinea-Bissau official membership of the UCI, taking its total membership to 190 National Federations.

Meet the new UCI Management Committee During the first meeting of the new UCI Management Committee, which took place the day after UCI Congress, the three new UCI Vice-Presidents were elected. They are Dr Wagih Azzam (Egypt), Mr Renato Di Rocco (Italy) and Mr José Manuel Peláez Rodriguez (

Mohamed Wagih AZZAM (EGY), UCI Vice President Dr Azzam was a member of the Egyptian national cycling team before moving into the administration of the sport and qualifying as a UCI International Commissaire in 1991. President of the Egyptian Cycling Federation – he was elected to this position for the first time in 1988 and recently re-elected for another term – Dr Azzam has also been heavily involved in the Egyptian Olympic Committee, including as Secretary General between 2008 and 2012. He has been President of the African Cycling Confederation since 2005. As a member of the UCI Management Committee, Dr Azzam was elected UCI Vice President by his peers in 2013 and his position in this role was confirmed in 2017. He is also member of the Foundation Board of the UCI World Cycling Centre.

Renato DI ROCCO (ITA), UCI Vice President Renato di Rocco has been appointed Vice President of the UCI for the second time after his former years in this role from 2009 to 2013. Secretary General of the Italian Cycling Federation from 1983 to 1997, he has been Federation President since 2005 and a member of the UCI Management Committee since 2009. Mr di Rocco is also a member of the UCI Remuneration Commission and member of the Foundation Board of the UCI World Cycling Centre.

José Manuel PELAEZ (CUB), UCI Vice President At the UCI Management Committee meeting held the day after 2017 UCI Congress, José Manuel Pelaez was elected UCI Vice President, a position he had already held in 2008-2009. President of the Cuban Cycling Federation since 1981, Mr Pelaez was elected President of the Pan American Cycling Confederation 10 years later and still holds the position today. He was a member of the Executive Committee of the International Amateur Cycling Federation (Fédération Internationale Amateur de Cyclisme or FIAC) in 1991 and 1992. He has been a member of the Cuban National Olympic Committee for 20 years and has held pivotal roles with the Instituto Nacional de Deportes Educación Física y Recreación de la República de Cuba since 1981.

Mohammed BEN EL MAHI (MAR) President of the Moroccan Cycling Federation since 2008, Mohammed Ben El Mahi is also a member of the Moroccan National Olympic Committee and President of the Union Francophone de Cyclisme. He has been a member of the UCI Management Committee since 2013. A lawyer and barrister with training in mediation and conflict resolution techniques, he has valuable input in his role of President of the UCI Arbitral Board, a position he has also held since 2013.

Rocco CATTANEO (SUI) Rocco Cattaneo was a professional road cyclist before becoming involved in the administration of the sport. He has served two terms as a member of the Management Board (1989-1994 and 2001-2003) and was a member of the UCI Management Committee from 2005 to 2013. He has been Vice President of the UCI World Cycling Centre Foundation Board since 2006 and was elected Vice President of the Union Européenne de Cyclisme last March before replacing David Lappartient as President of the UEC. Mr Cattaneo was also President of the Organising Committee for the 1996 UCI Road World Championships in Lugano (SUI) as well as the 2003 UCI Mountain Bike & Trials World Championships, also in Lugano.

Amarjit Singh Gill DARSHAN SINGH (MAS) Amarjit Singh Gill Darshan Singh has served cycling for many years as an International Commissaire, Doping Control Officer and event organiser. He currently holds several key positions with the Asian Cycling Confederation, not least Treasurer, Executive Committee Member and Chairman of the Anti-Doping Commission. He is also Vice President of the Malaysian National Cycling Federation and Chairman of its Anti-Doping and Disciplinary Commission. Organising Secretary of several rounds of the ACC Track Asia Cup, he held the same role for rounds of the UCI Track Cycling World Cup held in Malaysia in 2000 and 2001.

Tracey GAUDRY (AUS) Former Olympian, multiple Australian Champion and ranked number 3 in the world in 1999, Tracey Gaudry has been active in sports administration since retiring from competitive road cycling. Since the early 2000s, she has held numerous positions with regional and national sporting bodies in Australia. President of the Oceania Cycling Confederation and member of the UCI Management Committee since 2012, she was UCI Vice President from 2013 to 2017. Ms Gaudry has long been a champion for the advancement of women in cycling.

Harald Tiedemann HANSEN (NOR) Member of the UCI Management Committee since 2015, Harald Tiedemann is President of the Norwegian Cycling Federation and served on the European Cycling Union as Vice President and Treasurer from 2013 to 2017. Five-time Norwegian Champion on the road and on the track, Mr Hansen has also been involved in event organisation: he was Chairman of the Board for the 2014 UCI Mountain Bike World Championships in Lillehammer/Hafjell and President of the Organising Committee for the 2017 UCI Road World Championships in Bergen.

Toni KIRSCH (GER) Toni Kirsch’s career in cycling began as a youth coach in 1984, an activity he continued until 1995. He held administrative roles in club and regional cycling from 1995, as Chairman of the Staubwolke Quadrath for 10 years then as President of the Cycling Federation North Rhine-Westphalian from 2005 until 2017. He also organised numerous races, including the time trials at three editions of the German Championships. He has been Vice President of the German Cycling Federation since 2007.

Artur LOPES (POR) A member of the UCI Management Committee since 2001, Artur Lopes’ career in sports administration stretches back to 1963. Since then, he has served on numerous bodies both in Portugal internationally. President of the Portuguese Cycling Federation for 20 years (1992-2012) Mr Lopes was a member of the Management Committee of the International Professional Cycling Federation (Fédération Internationale de Cyclisme Professionnel or FICP) from 1990 to 1993, President of the Professional Cycling Council from 1993 to 1997 and Vice President of the UCI from 2008 to 2013. He is currently President of the UCI Remuneration Commission and Vice President of the Portuguese Olympic Committee.

José Luis LOPEZ CERRÓN (ESP) A professional cyclist from 1979 until 1984, José Luis López Cerrón then worked as a Sport Director for various professional teams (1985 – 2000) and race organiser from 2001 to 2012. In 2012, he was elected President of the Federación Española de Ciclismo, a position he has held since. He was also President of the Organising Committee for the 2014 UCI Road World Championships in Ponferrada. Mr Lopez Cerrón is currently a member of the Board of Directors of the Association of Spanish Sports and a member of the Executive Committee of the Spanish National Olympic Committee.

Igor MAKAROV (RUS) A former professional cyclist and member of the USSR national cycling team, Igor Makarov has, since his retirement from competition, been a key supporter and sponsor of Russian cycling. Mr Makarov became deputy chairman of the Board of Trustees of the Russian Cycling Federation in 2008 and was elected President of the Russian Cycling Federation in 2010. Since 2016 he has been Honorary President. He was elected onto the UCI Management Committee in September 2011. Mr Makarov has prioritised the hosting of major international events with Moscow hosting the 2011 UCI Junior Track World Championships and the 2012 European Mountain Bike Championships.

Tony MITCHELL (NZL) Having raced competitively in the cycling disciplines of road, track, mountain bike and BMX, Tony Mitchell, a business leader and governance specialist, has since served the sport on the administrative side. In May 2017, he was appointed chairman of ’s Board, having served as a Board member and Chair of the Audit & Risk Committee since 2013. Mr Mitchell is also Vice President of the Oceania Cycling Confederation and founder of the UK-based club and racing team Zappi’s.

Osama Ahmed Abdullah AL SHAFAR (UAE) A member of the Olympic Council of Asia (OCA) since 2011, Osama Ahmed Abdullah Al Shafar is part of the OCA International Relations Committee. He is Founding President of the World Bodybuilding and Physique Sports Federation (WBPF), Honorary Life President of the Asian Bodybuilding and Fitness Federation (ABBF) and former President of the Emirates Bodybuilding Federation (EBBF). As President of the UAE Cycling Federation, he was elected, in March 2017, President of the Asian Cycling Confederation.

Bob STAPLETON (USA) A member of the USA Cycling Board of Directors for eight years, Bob Stapleton has been Chairman of the Board of USA Cycling since 2014. His involvement in cycling began as owner and operator of one of the world’s most successful former professional cycling teams, Team HTC-Columbia, which clocked up more than 600 professional victories between 2007 and 2011. He has supported the USA’s hosting of major international cycling events including the 2013 UCI Cyclo-cross World Championships in Louisville the 2015 UCI Road World Championships in Richmond.

Tom VAN DAMME (BEL) Tom Van Damme has been a member of the UCI Management Committee since 2013. He is also President of the UCI Road Commission and of the Professional Cycling Council. Director of the Royal Belgian Cycling League (RVLB) from 1997 to 2010, Tom Van Damme was elected its President and Director in 2010. He has extensive experience within the Olympic movement, not least as Board Member of the Comité Olympique et Interfédéral Belge (COIB) since 2009, member of its Executive Committee since 2013 and CIOB Vice President since 2015.

News from the UCI General Management and President’s Office

At its meeting on September 22nd in Bergen, Norway, the UCI Management Committee nominated Amina Lanaya as Acting Director General.

After obtaining a law degree from the University of Dijon (France Amina worked for an international law firm in Paris subsequently for a Swiss law firm in Lausanne. She joined the UCI more than 12 years ago. After more than eight years working as part of the UCI Legal Services, she was nominated to the position of UCI Deputy Director General in 2013.

Amina has double nationality – Moroccan and French. She speaks

French, English and Arab, and has a good knowledge of Spanish.

Frédéric Magné heads the UCI World Cycling Centre as its General Director, a position he has held since 2009.

After a professional track cycling career (1987-2000) punctuated by seven titles of UCI World Champion and four participations at the Olympic Games, he joined the Union Cycliste Internationale (UCI) in 2001 to coach and supervise the World Cycling Centre’s (WCC) track athletes.

He continued this activity until 2004 when he became Manager of Training and Development (2004-2006). In 2007, he was appointed Technical Director by the Japanese Cycling Federation and was based in Japan until returning to Aigle, Switzerland 2009.

Frédéric Magné has double French and Swiss nationality. He speaks French and English, and has a good knowledge of Japanese.

Marjorie Guillaume joined us on October 2nd in the position of Adviser to the President. Marjorie worked alongside the President as Campaign Director for the recent election which took place at UCI Congress in Bergen, Norway. She will continue to work with the President and will meet you during future travels.

Marjorie has a Master’s Degree in Government and Politics / International Law and Diplomacy as well as an MBA in Global Management and degrees in Special Education and International Relations. She has over 15 years’ experience as an international business adviser, including 10 years at the UK Department of International Trade at the British Embassy in Paris, France. During this time, she was Deputy Trade Adviser in Smart Cities Technologies then, from 2015 to 2017, Head of Sport Economy France, providing business analysis and advice linked to major sporting events such as the Rio 2016 Olympic Games, the Euro 2016 football tournament and the 2015 Rugby World Cup.

In possession of double nationality – American and Haitian – Marjorie speaks English and French, and has a good knowledge of Spanish.

The IOC President welcomed the newly-elected President of the Union Cycliste Internationale (UCI) David Lappartient. The two leaders discussed the cooperation between the IOC and the UCI on numerous subjects of common interest. The UCI President assured Mr Bach that he could count on the UCI to hold high the Olympic values and to rest a loyal and innovative partner committed to working alongside the IOC to achieve their common goals.

2017 UCI Road World Championships The UCI would like to congratulate the Local Organising Committee of the Bergen 2017 UCI Road World Championships, the Norwegian Cycling Federation and all the participants in what was an amazing edition of the UCI Road World Championships and one that we’re sure everyone will remember for a long time to come.

UCI Sports Directors Course – new dates The UCI Sports Directors Course scheduled for 6th-12th November 2017 will be moved to 22nd-25th January 2018, and priority is being given to Sports Directors hired by UCI WorldTeams and UCI Professional Continental Teams who do not have the required certification.

For Sports Directors hired for 2018 by a UCI WorldTeam or UCI Professional Continental Team without the required certification, and whose existing work commitments prevent them from attending on these dates, please contact [email protected].

Another UCI Sports Directors course will be organised in November 2018. Dates for the course will be announced as soon as possible and we would encourage interested candidates to request to be on the mailing list by writing to [email protected] in order to anticipate future numbers.

2018 UCI Continental Teams and Women’s Teams registration National Federations are kindly reminded that the new deadline for submission of the completed documents for UCI Continental Teams and UCI Women’s Teams is 10th November 2017. Further, we’d like to draw your attention, once again, to the additional disclosure of the following documents accompanying all UCI Women’s Team(s) applications:

Bank guarantee copy We would like to remind you there has been a regulation change regarding the bank guarantee duration as from the second year of registration. This change is reflected in article 2.17.022 of the UCI Regulations and allows teams to avoid having two bank guarantees running at the same time during the first three months of the year. Other regulation changes coming into force for 2018 season can be found here.

There has been strong interest from primarily UCI Continental Teams making the step up to the second division of cycling teams. We would like to thank the respective National Federations for their work in supporting the development and growth amongst the UCI Teams registered in their country.

2017 UCI Cycling Gala - 24th October 2017, Guilin (CHN) Now currently in its third year, the UCI Cycling Gala brings together the stars of road cycling from all around the world and recognises the achievements of the best riders and teams of the season. The awards ceremony and gala dinner will showcase the key moments of the 2017 season and celebrate the riders and teams that delivered standout performances. Prizes will go to the best UCI WorldTour and Women’s WorldTour teams and riders, as well as to the UCI Road World Champions. Some of our recently crowned 2017 UCI Para-cycling Road World Champions will also receive awards for their amazing achievements.

We’d like to encourage you to help us raise awareness around this event, which will be broadcast live on Eurosport, as well as on our

UCI 2017-2018 Road Season The UCI 2016-2017 season concludes on 24th October 2017 with the Gree-Tour of Guangxi and the UCI Cycling Gala in Guilin, China

As such, the Vuelta a (23rd October-1st November) and the Vuelta a Femenina Oro y Paz (24th October-29th October) kick off the UCI 2017-2018 Road season for the Men Elite and Women Elite categories respectively.

As the Individual UCI World Ranking is a rolling calculation of points accrued over 52 weeks, there is no ‘re-setting’ of the points toward an individual’s points tally with the new season.

TRACK

2017-2018 Tissot UCI Track Cycling World Cup November sees the first two rounds of the 2017-2018 Tissot UCI Track Cycling World Cup in Pruszków (Poland) and Manchester Britain), on 3rd-5th November 2017 and 10th-12th November 2017 respectively.

Staff Accreditation For organisational reasons, the number of staff accreditation passes will vary depending on the number of riders participating in each round of the Tissot UCI Track Cycling World Cup. The ratio will be as follows: one staff accreditation per participating rider (1:1), except for teams with only one rider, who may receive up to two staff accreditations.

Reasoned requests for additional accreditations must be sent to the UCI.

Staff and rider registration Online registration for participating riders and staff members for the first round in Pruszków closed on Sunday 15th October 2017 at 12:00 (CET). Starting lists will be published here.

The registration system for the second round in Manchester will close on Sunday 22nd October 2017 at 12:00 (CET).

Reminder - 3rd and 4th rounds of the 2017-2018 Tissot UCI Track Cycling World Cup:

Milton (Canada), 1st-3rd December 2017, with registrations open 27th October-12th November 2017.

Accommodation and transport All information concerning accommodation and transport during World Cup rounds is available in the respective information bulletins, available here.

New: Special Bonuses In order to reward the top three men and women riders of the season in the Sprint, Keirin, Omnium and Madison events, the prize- winners will be awarded the following bonuses:

Winner of the 2017-2018 Tissot UCI Track Cycling World Cup: CHF 10,000

2nd in the final overall rankings: CHF 6,000

3rd in the final overall rankings: CHF 2,000 These bonuses will be awarded following the final round of the season, based on the final rankings of the specialties listed above.

The list of prizes for each round throughout the season remains unchanged, as published in the UCI Financial Obligations, available here.

Regulation changes – October 2017 The amendments approved by the UCI Management Committee in September are available in the document dated 01.10.2017, which has been published on the UCI website under the "Rules Amendments" section here (right-hand column of the 'Regulations' table). The amended articles relate to the Omnium and have also been incorporated into Part III of the UCI Regulations.

2018-2019 season: calendar and track team registration details Details of the calendar and the registration of track teams for the 2018-2019 season will be sent out at the end of October. Registration deadlines are as follows:

Registration deadlines for an international track event: 15th December 2017

Registration deadline for a UCI track team: 6th February 2018 All documents and proforma will be available on the National Federations' Extranet.

URBAN CYCLING

UCI Urban Cycling World Championships The first edition of the UCI Urban Cycling World Championships will take place in Chengdu (China) from November 8 to 12. As you know, this new event will see rainbow jerseys awarded for the disciplines of BMX Freestyle Park, Trials and Mountain Bike Cross-Country Eliminator.

Online Registration Online registration opened on 2nd October 2017, 12.00 CET and will close on 27th October 2017, 12.00 CET. All information can be found in the competition guide on the UCI website.

Online Accreditation Registration The online accreditation registration is now open until 27th October 2017.

Food Safety – Clenbuterol This is to remind all our National Federation, teams and riders of the regulations applying to clenbuterol.

Regulations Clenbuterol is an anabolic agent, included on the WADA Prohibited list since 2004 and there is no threshold under which it is allowed. Any presence of clenbuterol in a urine sample thus constitutes an anti-doping rule violation under the World Anti-Doping Code and the UCI Anti-Doping Rules.

Furthermore, clenbuterol being qualified as a 'non-specified' substance as per the Prohibited List, a provisional suspension is mandatory as soon as an athlete is notified of a positive finding.

China and It is generally acknowledged that in certain countries a risk of meat contaminated by clenbuterol can exist and produce, in specific conditions, a positive sample from an athlete.

WADA has issued specific warnings about this problem in China and Mexico.

Consequently, the UCI reiterates its recommendations to athletes and teams to avoid eating meat in these countries. Alternatively, keeping a diary of the meals consumed during the stay in China is advisable.

You should consider giving these advices to all your athletes.

2018 UCI BMX World Championships and Challenge - Baku (AZE) National Federations are reminded of the test event for the Junior and Elite categories taking place in Baku (AZE) on 28th-29th October 2017. The competition guide is available here.

National Federations are advised of four changes concerning the 2018 UCI BMX World Challenge. 1. The UCI on-line registration system for the Challenge and Masters categories will close earlier than it has in the past. As a result, Federations will need to be ready to qualify riders (if normally done) and accept entries earlier than normal. The registration system for the Challenge and Masters categories will be open from 12th to 26th April 2018. For avoidance of doubt, registration for Junior and Elite riders will be done separately, closer to the start of the event. 2. The entry fee for the Challenge and Masters categories has been raised to 90 euros. 3. The number of team assistant accreditations for the Challenge and Masters categories that each country will receive depends upon the number of Challenge and Masters entries that they register. Countries that register fewer Challenge and Masters riders will receive fewer accreditations. The exact quantity will be outlined in the competition guide, which will be published early in 2018. 4. Please note that people accredited as team staff must be legally considered adults in the country where the World Challenge is

held. As such, the UCI will not accept accreditation requests for team staff for persons who are younger than 18 years of age as of 31st December 2018.

UCI BMX Freestyle app Working with our partner, Vupit LLC, the UCI is pleased to offer National Federations a tool which will help them to integrate BMX Freestyle into their structure, and to form a relationship with the population of riders in the freestyle community in their country. 2017-2018 Telenet UCI Cyclo-cross World Cup The third round of the World Cup takes place this weekend in Koksijde (BEL) - a regular host venue on the North Sea coast - and sees the start of the Men Junior and Men Under 23 competitions.

The following two rounds at the end of November will be in Bogense (DEN) - a test event for the 2019 UCI Cyclo-cross World Championships - and Zeven (GER), which has already hosted the Telenet UCI Cyclo-cross World Cup, in November 2016.

UCI Cyclo-cross Rankings Since 19th September 2017, the UCI Cyclo-cross rankings have been calculated every Tuesday, according to the results entered into UCI DataRide by the presidents of the commissaires' panels appointed at each event.

Mathieu Van der Poel (NED) became the leader of the Men Elite rankings on 26th September 2017, replacing Belgium's World Champion Wout Van Aert, who had led the rankings uninterrupted since 22nd September 2015.

In the Women events, current World Champion Sanne Cant (BEL) is dominating the UCI Cyclo-cross rankings.

National Federations are advised to check whether their Championships have been registered successfully, as well as the different applicable categories, which may be Men Elite, Women Elite, Men Under-23, Women Under-23 and Men Junior. IF Classification Meetings and VISTA The UCI recently attended IF Classification Meetings and the VISTA conference in Toronto, Canada.

Topics discussed during the IF Classification Meetings included: the IF Code Compliance process, Medical Diagnostic Information screening, Classifier education, and Classification research. The meetings provided an invaluable opportunity to meet with other International Federations, exchange information and share best practices in order to improve classification systems across the Paralympic sports.

The theme of this year’s VISTA conference was: “Opportunities and challenges in Paralympic sport science and medicine support”. provides a forum for exchange on the latest information, research and expertise related to the Paralympic Movement and promotes cross-disciplinary interaction among sport scientists, athletes, coaches, administrators and the media. The next VISTA conference will be held in Amsterdam, NED, on 4th-7th September 2019.

UCI Classification Administration As classification continues to be at the forefront of the Paralympic Movement, on 1st September 2017 the UCI employed Mrs Laura Danning to work full-time as Classification Coordinator.

Known to the IPC as UCI Head of Classification, she will be responsible for the direction, administration, co-ordination and implementation of Classification matters for the UCI.

UCI Athletes' Commission In line with the new voting system introduced this year, applications are now open to candidates from . Elections for the representatives of indoor cycling – one man from cycle-ball and one woman from artistic cycling – will be held during the UCI Indoor Cycling World Championships in Dornbirn, Austria, on 24th-26th November.

Under the new voting system, not only will the number of athletes on the UCI Athletes’ Commission increase, but there will be men-women parity across all disciplines. All representatives on the Commission will be elected for a term of four years, from the 2017 UCI Congress to the 2021 UCI Congress. To be eligible, candidates must be currently active in the sport or have retired within the last four years before the election date.

Applications for the representatives of indoor cycling must be submitted by 12th November. Candidates are requested to send their CV to [email protected].

The final list of candidates, as well as further information on voting procedure (locations and times) will published on the UCI website on 20th November, ahead of the UCI Indoor Cycling World Championships.

Any athlete participating in the cycle-ball and artistic cycling competitions in Dornbirn may vote for one man and one woman whose names are on the list of candidates. The results of the elections will be announced on www.uci.ch.

Similar elections have already taken place for representatives of cyclo-cross, track cycling, BMX racing, para-cycling, mountain bike and road cycling, during these six disciplines' respective UCI World Championships. 5 new UCI Bike City labels awarded in Bergen

Amidst an exciting and thrilling UCI Road World Championships in September, the inspiring potential of cycling in all forms was under the spotlight in Bergen, a UCI Bike City. Many activities were held in the city and the wider region during the Championships in order to inspire citizens regardless of age or physical ability, to get out and ride. Ultimately, the Bergen 2017 UCI Road World Championships proved to be a brilliant example of how elite sport can drive wider participation.

Another event that week also highlighted the vital contribution that cities and regions can make to promote cycling in all its forms: the UCI Bike City label awards ceremony. The UCI Bike City label aims to recruit cities and regions that can act as inspiring examples of how cycling can help to create better, safer and more active communities. In 2016, three cities and regions received the label: Bergen, Norway; Drenthe, the Netherlands; and Limburg-Valkenburg, the Netherlands.

On 19th September, five cities and regions were awarded the UCI Bike City or UCI Bike Region status thanks to their clear strategies to grow and promote everyday cycling, as well as hosting UCI major cycling events. The five label recipients were: Fyn, Denmark; Gelderland, the Netherlands; Heusden-Zolder, Belgium; Woensdrecht, the Netherlands and Yorkshire, Great Britain.

Over the coming months and years, the UCI will work closely with these cities and regions to promote a more bike-friendly world, focusing on creating an interactive network of knowledge exchange between the UCI Bike Cities and Regions. Ultimately, the UCI’s objective is to expand the programme more globally and we thus welcome feedback and recommendations from all National Federations, who are key actors in this initiative.

SPOTLIGHT ON... LESOTHO'S MOUNTAIN BIKE TEAM

The Sufferfest African Dream Team hails from Lesotho and is the only African-registered UCI Mountain Bike Team in 2017.

And although Lesotho can by no means be described as a traditional mountain bike nation, the talented riders from this landlocked nation would appear determined to prove otherwise.

This year, the 10-strong team has been hovering around the 30th place out of 94 teams in the UCI Mountain Bike Ranking, spending several weeks inside the top 30. Two of its members came home from the African Championships in Mauritius in May with medals, and yet another member, Rio 2016 Olympian Phetetso Monese, was named Sportsman of the Year at the Lesotho Annual Sports Awards.

“Cycling in Lesotho is starting to get some of the accolades its deserves,” says Team Manager Mark West. “Phetetso is definitely the team leader who the others look up to. He is an inspiration to the rest of the team and to countless young cyclists in the country.”

Although a mechanical problem in the opening lap in Rio stopped the Lesotho athlete in his tracks, it was a victory just getting there, according to West: “It did a lot for his motivation being at the Olympics and knowing he deserved to be there. He’s come a long way since then. After Rio, he was on a winning streak. It was the spark that ignited the whole team.”

Monese, 33, is the oldest and most experienced member of the team but he is by no means a one-hit wonder. The younger riders are hot on his tail, with youngster Tumelo Makae, 21, pipping his elder for victory at this year’s National Championships.

“And up until the last lap there were still four riders racing together,” says West with just a hint of pride in his voice.

Nine of the 10 riders – eight men and two women - making up the Sufferfest African Dream Team are Lesotho born and bred. One of the women comes from Botswana. Most come from very poor backgrounds.

“What these women and men have to go through on a day-to-day basis would stop most people,” said West. “Despite it all, they ride. They ride to break the devastating poverty cycle, they ride for their families and their future. We appreciate all the help we get, in particular from The Sufferfest, who were one of the first companies to provide sponsorship for our riders.”

West, former Secretary General of the Lesotho Cycling Federation, founded the team in 2013 and describes his role as “facilitator.”

“I try to get them to as many races as possible and get as much equipment as we can. Most of the guys are very poor and don’t

have parents. It isn’t easy at all but they are so self-motivated when it comes to training.”

Getting to races means packing athletes and bikes into the car and driving up to 12 hours, depending on where the race takes place: “I don’t have room to take them all so I always have to choose six, maximum seven, riders per race. It’s a lot of juggling and a few are always disappointed.

“We are fortunate to be close to South Africa, where the standard of competition is very high and there are a lot of UCI races. We strategically target the UCI Class races to build up our rankings and we also earn points through National Championships. I always emphasise the importance of fighting hard for every possible point.

“I am so proud of them! I like to look at the teams around us in the rankings and wonder what sort of budget they have at their disposal.”

Most of the team members either have full time jobs or are still in school, but three now receive a living allowance, enabling them to spend more time on the bike. The Lesotho National Federation has just been informed that young Makae has been granted an Olympic Solidarity scholarship

Makae was still only 20 when he won silver in the Men U23 race at this year’s African Championships. His team-mate Likeleli Masitise took bronze in the Elite Women’s race.

But they never rest on their laurels: “As they get better, we challenge ourselves more,” explains West.

His team’s improvement prompted him to attend this month’s Coach Diploma course at the UCI World Cycling Centre in Aigle, Switzerland: “So far I have been more in a position of Team Manager and Facilitator, but as they get better it has become obvious they need more people coaching.”

Former pro cyclist-turned-coach Stephen Gallagher sends through training programmes, and West plans to complement that with a more scientific approach to athlete testing and power training using Wattbikes. There will also be more focus on technique.

“They need more skills training. Most riders learn basic stuff as a kid but my guys didn’t spend their childhoods on bikes.

The newly-qualified coach returns to Lesotho with new ideas and plenty of plans for the next season, not least the opening round of next year’s UCI Mountain Bike World Cup in Stellenbosch (South Africa) in March and the Gold Coast 2018 Commonwealth Games (Australia) in April.

BMX hopefuls training at UCI World Cycling Centre

The BMX Supercross track at the UCI World Cycling Centre was swarming with talent earlier this month as potential Olympians from the world over vied for a place on the centre’s high-level training programme. The aim: the Tokyo 2020 Olympic Games.

At ease on a BMX bike, and happiest when flying through the air, the 27 young athletes from 17 countries had been chosen for the current talent identification camp thanks to their aptitude in the Olympic discipline of BMX.

But they needed to demonstrate more than talent to have a chance of making the select few who will be based at the UCI World Cycling Centre for the next three years.

The final selection will be made between participants of three camps held at the UCI WCC in the last year.

Representing the continents of Europe, Africa, America and Asia, the group that trained at the UCI WCC this month followed an intense programme including individual assessments, track technique, gym training, sprint sessions and classroom theory.

From the mouths of the athletes “It’s challenging but that’s what I’m here for,” enthused first-year Elite Sienna Elaine Fines, from the Philippines. “I didn’t get much coaching as a development rider, and I’ve never been on a big track like this before. I have learned a lot here already,

especially bike skills, and there is still so much room for improvement.

“My goal is to be invited back and to be a top contender in the UCI World Cups and Continental Championships. And of course, Tokyo! But I also want to help the sport develop in the Philippines, to take ‘this’ to ‘there’.”

At 20 years of age, Belgian Mathijis Verhoeven was one of the more experienced athletes on the talent ID camp. But the 2015 Junior European Champion and reigning Belgian Champion was not going to pass up the opportunity to train in Aigle: “For sure, riding here in Switzerland on a new track and with new coaches is motivating,” said the young rider who is aiming for top-16 placings in rounds of next year’s UCI World Cups and UEC European Championships. “I don’t know if I am capable of that yet but I will give my all. The transition from Junior to Elite was really hard. When you’re a Junior you think you are so good, and then you find yourself at the start next to your idols… and the racing is aggressive and fast.”

From the mouths of the coaches Three coaches put the athletes through their paces: Cycling Performance Coach Jeremy Hayes and Swiss Cycling’s Head of BMX and development Didier David, both supported by accomplished British athlete Kyle Evans, whose role was to demonstrate, motivate and advise.

“I’ve seen some of them before at races so they have a familiar face and can ask me questions,” explained Evans. “At the same time, I can also talk to the coaches from the athletes’ point of view.

“Some of the younger riders especially are quite intimidated coming to the UCI and training full time. They remind me so much of me at 17 and my first training camps. You have to grow up overnight.

“If someone is struggling, I help out, but I also push them. You can see which riders want to be pushed and which ones bury their head in the sand. BMX is a short career. Some people make it and some people don’t so you need to push and grab every opportunity with both hands. At the end of the day you need to be able to step away and say that you gave it absolutely everything.”

Didier David confirmed that the young athletes indeed gave their all. He said many had never trained at such an intense level before, and they also had to adapt to the track.

“Most are in very good physical condition but some still have work to do as far as technique goes. Improving technique becomes difficult after 15 years of age but they are motivated. There is also a very good team spirit, with some of the older ones acting as leaders in the group.”

A similar camp held in Aigle one year ago, saw some of the participants invited back for a longer, three-month camp in 2017 to prepare for the UCI BMX World Championships. The preparation proved successful, with two of the riders making the podium:

Latvians Vineta Petersone and Mikus Strazdins won bronze in the Junior Women’s and Junior Men’s competitions respectively. Of the 11 UCI WCC trainees, all Juniors, who attended this camp, four went through to the quarter-finals and three to the finals.
