Delegated and implementing acts PE567.777v01-00 6/22 PV\1073498EN.doc EN 4.1 Delegated acts under scrutiny One delegated act is currently under scrutiny: Commission Delegated Regulation of 28.7.2015 supplementing Regulation (EU) No 508/2014 of the European Parliament and of the Council on the EMFF, as regards the criteria for establishing the level of financial correction and for applying flat rate financial corrections, and amending Regulation (EC) No 665/2008. This delegated act, although dating from 28 July 2015, was not received by the European Parliament until 21 August 2015 (following the agreement on the period of summer recess). Thus, the Parliament has until 21 October 2015 to object to it, if it wishes. Decision: The Coordinators decided that no action be taken. 4.2 Implementing acts under preparation The list of the implementing acts under preparation has been circulated. Decision: Coordinators took note of the information. 5. Committee missions 5.1. Mission to Reunion Island (1-5 November 2015) (Annex I) and (Annex II) Decision: The draft programme of the mission (Annex I) and the list of participants (Annex II - revised version distributed at the meeting) were approved. 5.2. Mission to ICCAT - Malta (12-14 November 2015) (Annex III) Decision: The list of participants (AnnexI II) was approved. 6. Any other business 6.1. U.S. Department of State Spain Country Report on Human Rights Practices for 1997 Released by the Bureau of Democracy, Human Rights, and Labor, January 30, 1998. SPAIN Spain is a democracy with a constitutional monarch. The Parliament consists of two chambers, the Congress of Deputies and the Senate. President Jose Maria Aznar of the Popular Party (PP) was elected in 1996. The Government respects the constitutional provisions for an independent judiciary in practice. Spain has three levels of security forces. The National Police are responsible for nationwide investigations, security in urban areas, traffic control, and hostage rescue. The Civil Guard polices rural areas and controls borders and highways. Autonomous police forces have taken over many of the duties of the Civil Guard in Galicia, Catalonia, and the Basque country. The security forces are under the effective control of the Government. The security forces also maintain anticorruption units. An adviser for human rights in the Ministry of Justice is charged with promoting humanitarian law and training senior law enforcement groups in human rights practices. Some members of the security forces committed human rights abuses. The economy is market based, with primary reliance on private initiative, although a number of public sector enterprises remain in key areas.

CEU eTD Collection ii Abstract The attacks of September 11, 2001 on the United States gave a renewed impetus for the development of the studies of terrorism. These new studies, however, tend to focus exclusively on the Al Qaeda-type Islamic terrorism and forget that there are numerous historical cases of terrorism that are enlightening when we try to understand the phenomenon. In addition, the studies both before and after the September 11 attacks tend to leave aside one important element of terrorism, i.e. its political nature, or, more precisely, the impact it has on the politics of the country (or region, or the entire world). The objective of this thesis is to assess how the presence of a terrorist group influences the the political life of the country and the discourse of the country’s main political actors. For the purposes of this thesis, the case of Spain in its fight against the Basque separatist group ETA is taken as a situation to examine. The analysis is based on two assumptions which guide the outlook of the work: first, that we cannot assess the impact of terrorism on the political system without analyzing the discourse of the political actors and, second, that the discourse on terrorism is not created in a vacuum, but builds on the discursive elements that are present in the historical discourse of the country (culture, civilization), and, through the combination of these elements, allows us to understand the terrorist violence and provide it with meaning.
