    Guidance for the completion of rate relief applications under Local Government Finance and Rating Act 1997 rural rate relief These notes are aimed to assist you in completing the enclosed application form for rural rate relief. The scheme - there are two parts to the scheme. The first is a mandatory relief scheme that allows 100 per cent relief from rate liability from 1 April 2017. This can be awarded to the only post office, the only general store, the only public house, the only petrol filling station, or a food shop in a ‘designated rural settlement’ with a population not exceeding 3,000. The rateable value of the property at the beginning of the rating year must not exceed a specified amount. For post offices, general stores and food shops the rateable value must be no more than £8,500, whilst for public houses and petrol filling stations the rateable value must be no more than £12,500. The second part is a discretionary relief scheme. The Council may award up to 100 per cent discretionary relief, to any small rural business which is situated in a ‘designated rural settlement’, if the rateable value does not exceed £16,500. The Council has to be satisfied that the business is of benefit to the local community and that it is reasonable to award relief given the cost to the council taxpayers of the district. Definitions A post office is within the meaning of the Post Office Act 1953. A sole general store must sell food for human consumption (not just confectionery) and general household goods.

    in and around Sonning Common Introduction Dr William Bird started the Health Walks in 1975 with the aim to improve people’s fitness for both body and mind, by encouraging them to use their local countryside for walking. They remain very popular not only in Sonning Common but in many other counties in the UK. My intention is to inform our community of the great choice of activities there is in Sonning Common and nearby. It is hoped this booklet might inspire the young and not so young to take up a new challenge, maybe as a family group or on your own, it is never too late to start. Research shows that exercise reduces the incidence of Dementia, Cancer, High Blood Pressure and Diabetes and helps to promote a healthy old age. Starting young increases the benefits and together with a healthy diet will help control obesity. The activities are within a radius of about 4.0 km from the Health Centre. Apologies for absence were received from Ms A S O’Reilly. 2.01 MINUTES The Minutes of the meeting held on 20 May 2020 were taken as read, confirmed and signed as a correct record, subject to the correction of the October and December 2020 dates in Minute 1.22. 2.02 REPORT OF DISTRICT COUNCILLOR Mr P H Dragonetti, the district councillor for the Kidmore End & Whitchurch ward, spoke to his report, circulated in advance of the meeting, covering • his Council’s response to the coronavirus pandemic; • the operation of his Council’s Planning Committee, and the process for handling planning applications to which parish councils have objected; • proposed modifications to his Council’s emerging Local Plan; • the effect on his Council’s finances of the Covid-19 pandemic; • adapting roads to accommodate safer cycling and walking; • support for local businesses. He also circulated a letter from his Council’s Cabinet Member for Planning about the procedure for determining planning applications. Letter: Greetings, Thames Farm, Reading Road Lower Shiplake, OXON Dear Recipients of this emailed petition, I am not sure to what extent you are familiar with the issues, but any one of you has the ability to make a difference to what is a wholly unacceptable situation to the 1,000+LOCAL signatories of this petition who live in and around Lower Shiplake. Our village is maybe 500 houses and so you will appreciate that we are all hugely concerned about the potential that Taylor Wimpey's site may have to exacerbate flooding that already takes place regularly in the village. The facts are that Taylor Wimpey having obtained planning on appeal in 2017, has now used a particular process to get their full details (reserved matters) approved. This process was their choice and is a process where normally public consultation CANNOT occur. This was the wrong process since this actually was such a massive variation to the original proposals. SODC was forced to resile from making a determination that was due to happen on 23 October solely because of the 150 letters of objection that were sent in by residents. Residents were not consulted at all. They found out what was going on and stopped this ridiculously undemocratic process when approval was about to be given. In fact, Taylor Wimpey had not even submitted a flood risk assessment with their application and SODC were still on the verge of approving it! This is not democracy nor the planning system working as it should! This is the covert use of technicalities to maintain a very low profile and circumvent consultation and scrutiny.
