Letter: Greetings, Thames Farm, Reading Road Lower Shiplake, OXON Dear Recipients of this emailed petition, I am not sure to what extent you are familiar with the issues, but any one of you has the ability to make a difference to what is a wholly unacceptable situation to the 1,000+LOCAL signatories of this petition who live in and around Lower Shiplake. Our village is maybe 500 houses and so you will appreciate that we are all hugely concerned about the potential that Taylor Wimpey's site may have to exacerbate flooding that already takes place regularly in the village. The facts are that Taylor Wimpey having obtained planning on appeal in 2017, has now used a particular process to get their full details (reserved matters) approved. This process was their choice and is a process where normally public consultation CANNOT occur. This was the wrong process since this actually was such a massive variation to the original proposals. SODC was forced to resile from making a determination that was due to happen on 23 October solely because of the 150 letters of objection that were sent in by residents. Residents were not consulted at all. They found out what was going on and stopped this ridiculously undemocratic process when approval was about to be given. In fact, Taylor Wimpey had not even submitted a flood risk assessment with their application and SODC were still on the verge of approving it! This is not democracy nor the planning system working as it should! This is the covert use of technicalities to maintain a very low profile and circumvent consultation and scrutiny. As a public company who says they will treat neighbours as they themselves would wish to be treated, Taylor Wimpey should be ashamed of themselves and remove these statements from their CSR policies. What's more, SODC knew perfectly well that sinkholes had been found on-site and that the ground was poor and yet this was kept very quiet by them. Officers took it upon themselves to approve a variation to the Planning Permission that allowed works to commence even though the drainage solution had not been approved and when it was well known that a new radical solution to the drainage issue was going to be presented. This is unforgivable and shows a major bias in favour of the developer. Both that variation of the consent allowing the roadworks to happen early and the drainage changes are very significant and major changes. The drainage issue, in particular, could make this site impossible to develop, and the variation approval should never have been given particularly when no external parties were even made aware of the application. That variation although registered as a new Application, had its 'papers' buried with the original application details back in the 2016 files. Thus the application had zero visibility/transparency and could not be found unless you specifically knew it existed. The current drainage proposals should be the subject of a proper application to vary the scheme as should the variation given to build the road works. These matters are very material matters, and cannot be dealt with behind closed doors. The variation approval should be revoked immediately, and the new drainage scheme should be withdrawn and re-submitted as a proper material variation application so that everyone may consider and comment upon the proposals, not least the Secretary of State who originally approved this hugely flawed site for development before these facts were known. It is debatable whether this site would ever have received a planning consent had the true circumstances of the land been known, but now that we do know, the whole matter should be fully and properly scrutinised. Alternatively, apart from financial loss, there is nothing preventing Taylor Wimpey from reducing the size and density of their scheme to one that will not cause such major harm to the environment and potentially exacerbate flooding in a remote location away from their site. Normally a developer would be expected to contain their SW issues on their own site and discharge it at Greenfield rates rather than pumping it miles away to a different catchment area which already is liable to flood frequently.     Guidance for the completion of rate relief applications under Local Government Finance and Rating Act 1997 rural rate relief These notes are aimed to assist you in completing the enclosed application form for rural rate relief. The scheme - there are two parts to the scheme. The first is a mandatory relief scheme that allows 100 per cent relief from rate liability from 1 April 2017. This can be awarded to the only post office, the only general store, the only public house, the only petrol filling station, or a food shop in a ‘designated rural settlement’ with a population not exceeding 3,000. The rateable value of the property at the beginning of the rating year must not exceed a specified amount. For post offices, general stores and food shops the rateable value must be no more than £8,500, whilst for public houses and petrol filling stations the rateable value must be no more than £12,500. The second part is a discretionary relief scheme. The Council may award up to 100 per cent discretionary relief, to any small rural business which is situated in a ‘designated rural settlement’, if the rateable value does not exceed £16,500. The Council has to be satisfied that the business is of benefit to the local community and that it is reasonable to award relief given the cost to the council taxpayers of the district. Definitions A post office is within the meaning of the Post Office Act 1953. A sole general store must sell food for human consumption (not just confectionery) and general household goods.

Apologies for absence were received from R G McQuillan, A K Martin, J A Swift QC. 4.01 MINUTES The Minutes of the meeting held on 20 July 2011were taken as read, confirmed and signed as a correct record. 4.02 REPORT OF DISTRICT COUNCILLOR Mr R Simister, a district councillor for the Shiplake ward, reported about an event for young people about local government, arranged by his Council, to be held in October 2011; on the draft proposals arising from the review of parliamentary constituencies, under which the Henley constituency would be enlarged by incorporating areas to the north east and north west of the existing constituency; on the South Oxfordshire Leader funding project. Mr Simister was asked questions about the determination of planning applications for significant development in Sonning Common. 4.03 REPORT OF COUNTY COUNCILLOR Mrs C Y Viney, the county councillor for the Sonning Common division, reported that The Boundary Commission had published is draft proposals arising from the County Council electoral review; The transfer of the management of the youth club at Chiltern Edge School, away from the County Council, was underway; There had been a public meeting about the future of Sonning Common Library earlier in the month and that she would be supporting improved funding for that branch.
