Has it even been considered that Hyde Rd exceeds the legal limit for nitrogen dioxide pollution levels, with road transport responsible for 80% of nitrogen dioxide pollution? Manchester City Council have a legal responsibility for complying with nitrogen dioxide limits. It is therefore alarming that the road widening scheme at Hyde Rd is borne purely from the Council’s desire to double the single-lane capacity of the highway. This raises serious questions about the Council’s commitment to addressing the illegal levels of pollution and this is a matter that I will be raising with the Greater Manchester Combined Authority when they consult on their clean air proposals.

Below are some other issues with the plan that ust be address before any works starts on site: It’s totally unacceptable to close the Fallowfield loop for 12 months. DATES. What are the expected dates? Originally the notice talked of an October start, with work going on for 10 to 12 months, but at the drop-in on 5th Sept we were told that there would be an initial detailed design phase with the old bridge going in January 2020 and the new one in place in June; though, on realising how much the Fallowfield Loop Greenway (Floop) is used, was said they would try to get the new bridge in earlier and build the rest of the retaining wall later. I later heard (second hand) that there is to be a pause and that all the dates had gone later. Once dates are know, please give Floop users as much notice as possible.

COMMUNICATION.. There should be notices posted on the Floop now, giving users advance warning of something going to happen. Local and more distant need schools telling too; pupils currently travel a long way along the Floop.

BRIDGE WIDTH. Drawing 651-152-S-003 shows a faint cyclist on the NE side of the 4 lanes of other traffic but it was said that this was just a space allocation rather than a cycle lane (and it might just be pedestrian rather than a cyclist). This allocation should be not just the 3m minimum but the standard preferred NCN width (4.5m?). Are the lanes for cars of the right width to allow safe use by cyclists in with them? The central reservation at the pedestrian crossing will cause a very local new pinch point giving cars reduced lane width and that will squeeze any REPEAT cyclists on the road.

BRIDGE DESIGN. Will the bridge be tough enough in the case of a bridge strike? The photos showing this type of bridge elsewhere seemed to be above small rivers with nothing to hit them from below. It looks pretty lightweight compared with the current I-beam one, though less rusty. Could the new bridge advertise what's up there? It could depict in attractive metalwork the active travel modes catered for and also advertise those sustainable active travel modes; it really should be something special, as it's the first new bridge on the Floop for a long while?

FLOOP DIVERSION. Not seen anything published. Will the contractors be using the Floop land by the Floop Debdale orchard (between disused Stockport branch canal crossing and Alston Rd junction on Floop)? If so, coming along the Floop from NE, people might need to leave by the allotment entrance and go SW on the rough bit of Alston Rd then SE on the disused canal route. Is this the route? ...... going under Floop, then between Debdale Outdoor centre and Holiday Inn, across Wall Way (can visibility at the half blind bend there be improved and can the kerb be dropped?), under A57 (headroom seems OK under bridges and under pipes, for things other than horses). S into park and W out through park gate A frame (which might need widening), across Waterhouse Rd and W along Dean Rd to Floop entrance (would need wider entrance as currently have to uncouple bike trailer to get through). Waterhouse Rd and Dean Rd seem to be a rat run; will something be done to address this? Also, there are some rough surfaces on this route. I expect Floop Volunteers would be happy to help in the creation and C 268 maintenance of the diversion, if wanted; suggest planners contact Sustrans to invoke this volunteer help. 1. Provide more details as to the replacement bridge. Ensure it is as wide as the bridge it is replacing, and tell us how the kind of surface that will be used on it. 3. Scrap the stairs idea and replace it with a fully accessible ramp. At the consultation I was told that the land was privately owned and therefore this option could not be considered, when in fact it is owned by Sustrans, who would happily facilitate this. Stairs with a wheel ramp are insufficient for non-standard bikes, and do not meet accessibility requirements. 4. Pause the road-widening scheme until a full investigation has been made of the potential for segregated cycleways along Hyde Road. This REPEAT road has already been identified by TfGM as a preferred route for a 'busy' beeway with full segregation – the currently proposed bidirectional path is not up to the expected standards, and such a solution will cause future problems when the Bee Network scheme is finally in place. Also, all schemes increasing road capacity must be considered in relation to the council's recently declared climate emergency, vis a vis the known phenomenon of induced traffic. 5. Ensure that motor vehicle lanes are of the minimum acceptable width. Research shows that lanes between 3.2 and 3.9 metres in width have a significantly increased chance of dangerous overtakes. 6. Use continuous footways along all minor road junctions where they meet Hyde Road, especially on the north side where traffic movements are low. Tighten up turning radii so that turning vehicles have to slow down to 20mph or slower, as all local roads should be as per the Bee C 269 Network. This is not an improvement scheme when considered in the context of the Council's declared Climate Emergency and the "Made to Move" manifesto that it has signed up to.

The description is the scheme is extremely disappointing. The bridge is more than a "disused railway line" - it is a key part of the Fallowfield Loop, which I use regularly for commuting purposes. I also cycle on this route with my 9-year-old son on the weekends because it is one of the few safe off-road routes in Manchester that is not overgrown or in a state of disrepair. My reading of the plans is that the bridge will be removed for up to 12 months, with a diversion in place across Hyde Road. This is simply unacceptable and a temporary structure must be put in place - I cannot imagine the uproar if the proposal was to close Hyde Road itself for this period of time.

I also note the discriminatory proposal for access to the Loop - a flight of stairs is totally impractical for a 9 year old on a bike, a wheelchair user, a mobility scooter user etc. Even for an able bodied adult cyclist, carrying a bike up a flight of stairs is not exactly easy to do. These plans should be revised, potentially tapping into Bee Network funding if required.

In terms of the road scheme, it is astonishing to read that no cycling provision will be made (despite previous plans coming to light that show ample space for cycle lanes) and that you consider it acceptable to implement a "wide pavement" on one side of the road for a shared use cycle path. It's not clear what you expect to happen on the other side of the road and even where the shared use path exists this will create conflict REPEAT between pedestrians and cycle users.

The council should explain clearly why it has not adopted the earlier design incorporating cycle lanes and should use Bee Network funding and expertise to improve the proposed scheme. It should also explain why this scheme does not simply with the Made to Move manifesto that the council has signed up to.

Excessive speeds is common on this road and the proposed width of the lanes will encourage more of this, thereby making the proposed pedestrian crossing dangerous for vulnerable pedestrians. Putting up 30mph signs will not make any difference and so consideration should be given to narrowing the lanes to slow the traffic and putting in place speed cameras.

In light of the above the council needs to pause the scheme in order to build in the following features: - fully segregated cycle lanes in line with the earlier proposed designs; - narrower road traffic lanes; - appropriate ramped access to the Fallowfield Loop; and - provision for the Fallowfield Loop to remain open throughout as much of the works as is possible and for temporary diversions to be C 271 implemented in as safe a way as possible. As Cycling Development Officer at Tameside Council I have been asked to provide a response in relation to the A57 Hyde Road Widening scheme. We have not been involved in the development of the scheme to date, which is entirely outside of the Tameside District. We understand that the scheme objectives and funding may not directly relate to the improvement of infrastructure for pedestrians and cyclists but there are some points that we would like to raise in relation to the way the scheme addresses strategic objectives for both pedestrians and cyclists.

Removal of old bridge - there are other access points for cyclists to get onto the fallowfield loop but there are no clear signs or notices of this. Perhaps signs could be put up on hyde road near debdale park and reddish lane.

Speed limit reduction - The current speed limit is set at 40mph from denton island upto balmoral road. This could be reduced to 30mph which might help in the reduction of road traffic accidents.

Hope to see work start in October, I know there will be disruption in the short term but massive improvement in the long term.

If the works reach Chapman street please put a no right turn sign there- this is a dangerous manoeuvre and also impedes traffic both turning left and onto Chapman street from the A57 greatly.

Y 210 Thanks for reviewing my comment. This is much needed. The congestion at that point can put up to 25 minutes extra on travel time from Tesco to reach Denton roundabout. There will still be platoons in the traffic due to the pelican crossings. As a commuter down Hyde Road every day I welcome this with open arms. This will also save a lot of people precious wing mirrors because the near misses at that point is madness.

I've lived on Laburnum road for a year and my asthma has worsened due to the traffic in the area. So something to reduce the traffic would be great.

I also think another pedestrian crossing would be welcome between the two existing ones on this road. I often see pedestrians crossing the road and it seems very dangerous.

Only other thing I would say is that trees would be welcome to eat up some of the pollution that happens on hyde road and surrounding areas.

During rush hour periods, cars often squeeze side by side as if it the road is four lanes. no response required. This also happens due to cars wanting to turn right from Hyde road onto Chapman Street or in the opposite direction; Hyde road onto Reddish Lane. Cars trying to position themselves to the right of the road for these junctions often causes a gap to the left that drivers then try and use as if there are four lanes on the road. There is a danger of collisions happening due to the close proximity of cars, especially colliding with a car coming the opposite way.

The junction between Chapman Street and Hyde Road also needs to be considered. The right turn onto Chapman Street from Hyde Road causes delays and a sudden switch of lanes from cars behind who want to continue straight. Cars turning right from Chapman Street to Hyde Road also cause delays. This is a hazard as its extremely difficult (especially during rush hour) for cars to turn right without forcing themselves forward onto Hyde Road to try and get out. A no right turn should be considered here or traffic signals.

Y 265 Hyde Road in general has very narrow lanes, and every effort should be made to widen sections of this road where possible. Y 266 Great idea no response required.
