For assistance, contact the assistant chief, Bureauof School Administration and Accreditation, Iowa Department of Education. 3 4 INTRODUCTION Over the past several years we havebecome increasingly convinced that thereis need for a list of titles to answerrequests and to stimulate teachers andstudents to read more widely and to choose quality literature in aperiod when mediocrity in literature is rampant. Thousands of juvenile titles arepublished each year, but few will survive "the test of time". We have therefore,attempted to provide a list representative ofthe universal themes in literature, and designed to exposeyoung readers to a wide varietyof the genre found in drama, poetry, folklore,nonfiction and fiction. No attempt has been made to enumerate all the good literatureavailable in the classics, modern classics and potential classics. We hoped rather to offer abibliography of titles which are examples of the literature of today and yesterdaywhich are reviewed as worthwhile reading.We have tried to make our list long enoughto provide many choices. There was nothought on our part that any student shouldexpect or be expected to read all of thesetitles. We hope, however, that our list will assistteachers and students in improving thebreadth and quality of reading in Iowa's upperelementary grades. Inclusion of a title or author does not imply endorsement bythe Iowa Department of Education. This title is one of a series. Revisedbibliographies for senior high school and forjunior high/middle school were published in 1992. Alower elementary school bibliography was published in 1990. Now we areoffering a revised version of the upperelementary bibliography. All four of these bibliographies areavailable on disk (Macintosh Microsoft Word or Microsoft Works and IBMWord Perfect). Users are welcome to copy or adapt them.     UFOs in fiction Many works of fiction have featured UFOs. In most cases, as the fictional story progresses, the Earth is being invaded by hostile alien forces from outer space, usually from Mars, as depicted in early science fiction, or the people are being destroyed by alien forces, as depicted in the film Independence Day. Some fictional UFO encounters may be based on real UFO reports, such as Night Skies. Night Skies is based on the 1997 Phoenix UFO Incident.     49th Parallel, Vol. 25 (Spring 2011) Graham & Alford ISSN: 1753-5794 (online) A History of Government Management of UFO Perceptions through Film and Television Robbie Graham University of Bristol* & Matthew Alford University of Bath† On 22 January 1958, the popular CBS television show Armstrong Circle Theatre presented an entire programme dedicated to the subject of unidentified flying objects entitled: “UFO: Enigma of the Skies.” Among the high-profile experts invited to speak on the show, retired US Navy Major Donald Keyhoe – director of the National Investigations Committee on Aerial Phenomena (NICAP) – was notable for his outspoken views on government secrecy surrounding the UFO phenomenon. Arguing against UFO reality on the programme were astronomer and vehement UFO sceptic Donald Menzel and Air Force representative Col. Spencer Whedon of the Air Technical Intelligence Center (ATIC). Their task should have been an easy one as the show’s content had been scripted in advance by CBS in conjunction with the US Air Force, and all guests – especially Keyhoe – had been instructed to read their pre- approved material from a teleprompter. When it came time for Keyhoe to speak, in frustration he veered from his script and stated to the nation: “And now I’m going to reveal something that has never been disclosed before...”1 The rest of his announcement went unheard by television viewers: unbeknownst to Keyhoe, his microphone had been cut by the station. Keyhoe continued: For the last six months, we have been working with a congressional committee investigating official secrecy about UFOs. I grew up in the shadow of a strange mountain. I used to hike up there when I was a little girl, but got scared when I heard stories about the mountain being haunted. Some folks worshipped the old rock. They thought she was magic and had the power to change your life. But nothing much seemed to change around here, except the steady stream of pilgrims passing through town. Most of them stopped at the Witch Mountain Café, where I worked. Lonely people, searchers, outcasts. They came from everywhere, hoping the mountain could turn their lives around. For some, maybe it did. But I never dreamed it would happen to me. It was a morning like any other. Behind the counter at the Witch Mountain Café, Zoë passed a sandwich to a woman with a Mohawk. In one booth two women dressed like gypsies were muttering over their herbal tea, as a small group of druids finished their pie and left politely. Sheriff Bronson came in with his usual attitude. “Gonna be pretty lively tonight.” He said with a sarcastic smile over the counter. Zoë smiled back. “I heard someone say the mountain’s pulse is strong tonight.” “Can you look me in the eye and tell me you believe in all that stuff?” “I dunno.
