Proposed Submission Settlements and Countryside Local Plan Part 2
Foreword The Daventry District Settlements and Countryside Local Plan (Part 2) is a key document that will help to shape the future of the District. When this document is adopted, it will sit alongside the West Northamptonshire Joint Core Strategy (Adopted 2014) and made Neighbourhood Development Plans. These will collectively be the basis for helping to guide and shape the development and use of land across the District. This document is therefore very important for helping to shape the future of the District. This document is the Proposed Submission Version, which builds on the Issues and Options and Emerging Draft consultations undertaken in early 2016 and late 2017. We are grateful to everyone who responded to those consultations, your views have been taken into account in preparing this plan. This plan is based on a thorough evidence base which is set out on the Council’s website. Further details of the consultation are set out within the document including how you can respond, it is important to note that comments must relate to legal compliance and the tests of soundness and be made on the prescribed response form. The consultation also includes a series of exhibitions taking place in early September which you are encouraged to attend. Following consultation on this document, the Council will then consider the responses received before submitting the plan, the responses and other supporting information. This will be undertaken by an Inspector appointed by the Secretary of State. Adoption is anticipated to take place in summer 2019. We look forward to your participation. EVENLEY PARISH COUNCIL Minutes of the Evenley Parish Council Annual Meeting held on Monday 20th April 2015 at 7:30pm in the Village Hall. Present: Alan Thornhill (Chair), Jean Morgan, Jackie Fox, Jill Kelly, Mike Bosher, Michael Genner, Kirsty Buttle (Clerk), County Cllr Ron Sawbridge, District Cllr John Townsend, Helen Howard (Northamptonshire Highways), Chris Wragg (Northamptonshire Highways), Kay Baul (Evenley Residents Association). Also present were 22 parishioners. 1. Apologies - Apologies were received from Keith Cousins, Kevin O’Reagan, Carrie O’Reagan. Mike Bosher will be late. 2. Minutes of previous Annual Parish Meeting held on 7th April 2014 were approved. 3. Matters arising – No matters were raised. 4. Report from Cllr Ron Sawbridge, Northamptonshire County Council - The present method of the council providing services is no longer sustainable; it can’t keep on reducing costs by improving efficiency in the way it has done over the last few years. Costs of the base budget have already been reduced by £200m and they still have to reduce by a further £148m over the next five years. A continuation of the present method of providing services would drastically reduce the quality to an unacceptable level. The council will need to become a much smaller organisation commissioning other agencies to carry out activities to help the council achieve its goals for residents. The County Council will dramatically reduce the number of employees down to around 250, commissioning services from a federation of organisations including private businesses, Social Enterprises, Mutuals, Council owned companies, and Charities. The intention will be to transfer as many existing staff as is possible to the new providers.

Working on behalf of Customer Contact Centre: 0300 123 5000 www.highwaysengland.co.uk ESSENTIAL MAINTENANCE WORKS: A5 JACK’S HILL Multi-Disciplinary Project Update Bulletin 10 – 30.7.2020 Clearance of vegetation, tree removal, regrading of verges, footpath works, CCTV surveys of existing drainage pipelines and installation of drainage and kerbing were completed in Phase 4, which runs northwards from Main Street, Upper Stowe to Main Street, Church Stowe on Wednesday 29th July 2020. Similar works in Phase 5, which runs northwards from Main Street, Church Stowe to Heyford Lane, Stowe Hill and Phase 6, which runs northwards from Heyford Lane, Stowe Hill to Weedon Bec will be substantially completed by Friday 31st July 2020. NB: We are planning to return to Phases 5 and 6 on Monday 17th August 2020. This is so that we can repair existing surface water drainage pipelines using trenchless technology and also excavate to replace pipelines damaged by others. These works are expected to take approximately two weeks or so and will run concurrently until one of the phases is completed. Our next and final weekend closure is between 8pm Friday 31st July and 6am Monday 3rd August 2020 in both Phase 1, which runs northwards from Tove roundabout (A43) to Banbury Lane / Butcher’s Lane crossroads, Foster’s Booth and Phase 2, which runs northwards from Banbury Lane / Butcher’s Lane crossroads, Foster’s Booth to Northampton Road (Litchborough). 299 THE MEDIEVAL FISHPONDS OF NORTHAMPTONSHIRE "And many a breem and many a luce in stuwe." Chaucer, Prologue 1.350 THE recent decision of the Rothwell Urban District Council to reverse their policy of filling in and destroying the medieval fishponds a few hundred yards to the south of the church aroused public interest in a little known aspect of medieval life. An attempt will be made here to review the place of fish and fishponds in the medieval economy of Northamptonshire. Very little study has been done on the subject of fishponds. Allcroft, as long ago as 1908, produced a short account of them1 and recently several air photographs have been published.2 In 1966, B. K. Roberts produced an interesting study on a group in the Forest of Arden at Tamworth and he pointed out that not only were they very thick on the ground in his area but they were clearly not a seignorial monopoly and represented an investment of capital which had a prospect of yielding substantial returns.3 The interest of medieval people in eating fish was partly a matter of supplementing a salt meat diet, as was pointed out by Dr. Williams-Freeman.4 "A diet of salted meat with only watercress, pot herbs and a little cabbage for fresh vegetables produced as might be expected much illness ... scurvy and leprosy-loose terms of course, including nearly all skin diseases were the scourge of all classes and fresh fish was as great a necessity for a rich man's house as was the deer which he enclosed in his park." It was also, however, considered virtuous to eat fish in preference to meat.

Preliminary Report on the Archaeological Investigations at Northampton Road, Brackley, Northamptonshire
Albion Archaeology Preliminary report on the archaeological investigations at Northampton Road, Brackley, Northamptonshire Photo1: Aerial view of the Northampton Road development area from south Introduction Between June and October 2014 Albion Archaeology undertook open-area excavation in advance of mixed-use development by Albion Land plc on land off Northampton Road, Brackley. An area of c. 3ha was excavated divided into two main parts of unequal size, exposing an unenclosed middle Iron Age settlement. The main part of the settlement extended over c. 1.6ha and was in the northern excavation area, possibly continuing beyond the limit of the development area (see figure at the back of this report). It was characterised by roundhouses, ditched enclosures, post-built structures and an abundance of storage pits. Similar features were found to the south and in the southern excavation area, although these were smaller in number and occurred in a much lower density than in the main settlement area. Roundhouses Evidence for c. 20 roundhouses was identified. They were defined by pennanular gullies with E-facing entrances. The area defined by the gullies ranged from 8–15m in diameter, whilst the gullies themselves were generally shallow and only a few had been redug. The majority of the gullies are assumed to have served a drainage function with no structural slots associated with the outer walls being identified.
