PRISTUP ^ovjek ve} od ranih po~etaka svoje povijesti iskazuje potrebu simboli~kog predstavljanja svoga identiteta i identiteta zajednice kojoj pripada. Taj je identitet prikazivao imenom i audio- vizuelnim obilje`jima koji dobijaju karakteristike (grafi~kih i zvu~nih) simbola. Simbol je vezan s ~ovjekovom sklono{}u ka apstraktnom i s te`njom za identificiranjem s apstraktnim zajedni{tvom. Otuda simboli ove vrste poti~u u ~ovjeka osje}aj pripadnosti. Simboli su repre- zentativni grafi~ki ili drugi znaci koji osobu, pojavu ili drugi objekt koji predstavlja ~ini pre- poznatljivim. Stoga je on sastavni dio identiteta onoga koga simbolizira bilo da je rije~ o sta- tusu, vlasti, privilegijama, polo`aju, zvanju ili drugom sadr`aju koji posjeduje onaj koga sim- bol u tom svojstvu prestavlja. Simbol je dio folklorne ba{tine i obavezne protokolarne sceno- grafije, ali ima i daleko dublji smisao. Povijest nam svjedo~i kako simboli nad`ivljuju sadr`aje koje reprezentiraju. Kada je rije~ o ljudskoj zajednici i oblicima njenog organiziranja, on se naj~e{}e javlja u vidu grba i pe~ata, zastave, javnih priznanja (odlikovanja), blagdana i drugih statusnih znamenja. Pojava grba se`e u po~etak 12. stolje}a, a vezana je uz kri`arske vojne u kojima su poje- dini feudalci posebnim bojama i znakovima obilje`avali vojnike kako bi se razlikovali od voj- nika drugih feudalaca. Ti su znakovi uskoro postali trajni simboli tih feudalaca, to jest njiho- vi grbovi. Grbove su uskoro prihvatili i ostali slojevi stanovni{tva - ni`e plemstvo, gra|anstvo, te crkve i korporacije (cehovi i dr), pojedini gradovi i dr. Njihova se uporaba pro{irila iz zapad- ne Europe u druge krajeve, pa su tako dospjeli i u na{e zemlje. Prvi grbovi u Hrvatskoj i Slavoniji javljaju se polovinom 13. stolje}a, poglavito kao obilje`ja identiteta plemi}kih obite- lji, a tek potom pojedinih gradova i {irih teritorijalnih jedinica. Zastave imaju prakti~nu funkciju, a ta je oduvijek bila dru{tvena komunikacija. Zastave, pogotovo nacionalne, poti~u pripadnika naroda da osje}a i djeluje na odre|en na~in. One predstavljaju ili ~ine prepoznatljivim postojanje, prisutnost porijeklo, vlast, posjedovanje, oda- nost, slavu, vjerovanja, ciljeve i status cijelog jednog naroda. Zastavama se iskazuje ~ast i sra- mota, upozorenje i poticaj, prijetnja i obe}anje, pohvala i osuda. One djeluju na dijete u {koli, vojnika, bira~a, neprijatelja, saveznika i stranca. Dakako, da navedena obilje`ja u ovom vremenu nemaju isto zna~enje kao u vremenu u kome su nastala, ali je nesumnjivo da su zadr`ala svoje mjesto i zna~aj u suvremenoj povije- sti, makar kao znaci po kojima se njihovi nositelji prepoznaju i razlikuju jedni od drugih. I skup svih simbola dana{njih dr`ava, pokrajina i drugih u`ih teritorijalnih cjelina poput gra- dova, ~ine riznicu civilizacijske i kulturne ba{tine suvremenog svijeta bogatijom i potpunijom. 6 THE SYMBOLS OF OSIJEK-BARANJA COUNTY I Zakon o lokalnoj i podru~noj (regionalnoj) samoupravi1 predmijeva postojanje te ure|uje znamenja identiteta jedinica lokalne i podru~ne (regionalne) samouprave u Republici Hrvatskoj me|u kojima su i `upanije. Prema ~lanku 10. i `upanija mo`e imati svoj grb i zastavu. Jedinica lokalne samouprave i jedinica podru~ne (regionalne) samouprave mo`e imati grb i zastavu. Grb i zastava jedinice lokalne i podru~ne (regionalne) samouprave utvr|uju se statutom ili statutarnom odlukom uz prethodno odobrenje sredi{njeg tijela dr`avne uprave nadle`nog za lokalnu i podru~nu (regionalnu) samoupravu. Kako Zakon kazuje, grb mora biti heraldi~ki ispravan i opisan po pravilima heraldike. Grb se sastoji isk- lju~ivo od {tita i sadr`aja unutar njega. Jedinica lokalne i jedinica podru~ne (regionalne) samouprave u pravilu preuzima svoj povijesni grb i zastavu. @upanija mo`e odobriti uporabu grba fizi~kim i pravnim osobama ako ocijeni da je to u interesu `upanije. Prema odre|enju Zakona, na temelju mjerila koja op}im aktom utvrdi predstavni~ko tijelo, poglavarstvo jedinice lokalne, odnosno podru~ne (regionalne) samou- prave mo`e odobriti uporabu grba i zastave pravnim osobama radi promicanja interesa op}ine, grada ili `upanije. Pravilnikom o postupku davanja odobrenja grba i zastave jedinici lokalne samouprave2 ure|ena su pitanja davanja odobrenja, vo|enja o~evidnika o odobrenim grbovima i zastava- ma te druga pitanja od zna~aja za izradu i uporabu ovih znamenja. Istovjetno opredjeljenje sadr`avao je i Zakon o lokalnoj samoupravi i upravi iz 1992. godi- ne (va`e}i u trenutku ustanovljenja znamenja @upanije)3. Zakon o ustanovama4 aplicira i pro{iruje ovo odre|enje i na ime `upanije, tako da nadle`no tijelo daje odobrenje za uno{enje naziva `upanije i njenih izvedenica, njezinog grba i zastave i njihovog opona{anja u ime i obi- lje`je ustanove. Ove odrednice uputile su Poglavarstvo @upanije na poduzimanje radnji us- mjerenih iznala`enju primjerenih znakovnih obilje`ja Osje~ko-baranjske `upanije. Deseta obljetnica postojanja Osje~ko-baranjske `upanije5 prigoda je za predstavljanje nje- zinih znamenja, ne samo povijesti radi, ve} prije svega radi omogu}avanja i osiguravanja nji- hove pravilne primjene. Pri tome spoznaja o zna~enju ovih statusnih simbola op}enito, a oso- bito zna~enja grafi~kih simbola u znamenjima ove @upanije pridonijet }e ovome htijenju. 1 Zakon o lokalnoj i podruènoj (regionalnoj) samoupravi “Narodne novine” broj 33/01. 2 “Narodne novine” broj 94/98. 3 Èlanak 9. Zakona o ustanovama “Narodne novine” broj 76/93. 5 @upanije su kao jedinice teritorijalne samouprave ustanovljene u ustavno-pravnom poretku Republike Hrvatske Zakonom o lokalnoj samoupravi i upravi iz 1992. godine sukladno Ustavu Republike Hrvatske iz 1990. godine. Nakon provedenih izbora, prva Skupština Osjeèko-baranjske `upanije konstituirana je 15. travnja 1993. godine. ZNAMENJA OSJEÈKO-BARANJSKE @UPANIJE 7 II. NASTANAK ZNAMENJA OSJE^KO-BARANJSKE @UPANIJE Zna~aj i zna~enje znamenja ne dopu{ta improvizacije, brzopleto i neutemeljeno odlu~ivanje kao ni povr{no i nestru~no izvo|enje, ve} planski pristup ostvarenju ove zada}e. Stoga je sa~injena projektna studija “Znamenja @upanije Osje~ko-Baranjske”6. Svrha ovog materijala bila je utvr|ivanje i pru`anje metodolo{ke, informacijske, dokumentacijske i druge osnove za stru~an pristup izvedbi ovoga projekta. Ona je rezultat istra`ivanja raspolo`ivih stru~nih i povijesnih izvora koji se bave oblikovanjem i opisivanjem grbova, pe~ata, zastava i drugih znamenja identiteta7 odnosno drugih povijesnih izvora koji ukazuju na podatke i ~injenice relevantne za pristup utvr|ivanja sadr`aja i oblikovanja znamenja Osje~ko-baranjske `upanije. Rezultati provedenih istra`ivanja prikazani su sa`eto, samo u mjeri dostatnoj za uo~avanje svih bitnih elemenata i odlu~ivanje o ovim pitanjima od strane nadle`nih tijela @upanije. Ova studija bila je predmetom razmatranja i Poglavarstva i Skup{tine @upanije i podloga dono{enja odgovaraju}ih odluka. Sadr`aj znamenja determiniran je zahtjevom da ono simbolizira identitet onoga koga predstavlja. Znamenje nije tek puki ures koji je dopu{teno proizvoljno koncipirati. Uva`avaju}i to opredjeljenje, zahtjev za definiranjem sadr`aja znamenja zapravo zna~i tra`enje izvora toga identiteta. A identitet jedne dr`ave, regije, grada ili druge teritorijalne jedi- nice ~ine njeni povijesni korijeni - sve ono {to se u njoj ili u vezi s njom zbivalo. ^ine ga i njeno ime i povijest njena nastanka, njeno urbano naslije|e i imena njenih naselja, ulica i trgova. ^ini ga i njen status i njeno pravo da manje - vi{e samostalno ure|uje vlastito ustrojst- vo i svoje funkcije svojim normativnim aktima, kao i simboli tog statusa. ^ine ga i ljudi koji su u njoj `ivjeli, i `ive, i stvaraju. Dakako, posezanje za tradicijom ne zna~i niti smije zna~iti povratak u minula vremena radi doslovnog preno{enja oblika artikulacije odre|enih interesa u ovo na{e vrijeme. Tradicija je nu`na radi pravilne identifikacije onoga {to ~ini civilizacijsko dostignu}e koje predstavlja jedino valjanu osnovu davanja odgovora na pitanja {to ih dana{njici postavlja budu}nost. 6 Studija je izraðena u okviru Projekta “Sustavni pristup ustrojstvu @upanije Osjeèko-Baranjske kao jedinice lokal- ne samouprave i uprave Republike Hrvatske”, Arhiv Osjeèko-baranjske `upanije, Osijek, 1993. 7 Studija se osobito temelji na rezultatima prouèavanja pomoænih povijesnih znanosti - heraldike (grboslovlja) koja prouèava postanak, razvitak i umjetnièko oblikovanje grbova kao i sfragistike (peèatoslovlja) koja se bavi nastan- kom i razvitkom te izradbom i uporabom peèata i peèatnjaka. 8 THE SYMBOLS OF OSIJEK-BARANJA COUNTY Na ovo izvori{te upozorava i upu}uje i Zakon o lokalnoj i podru~noj (regionalnoj) samou- pravi odre|enjem o pravilu preuzimanja svog povijesnog grba i zastave te odredbom po kojoj sredi{nje tijelo dr`avne uprave nadle`no za lokalnu i podru~nu (regionalnu) samoupravu mo`e uskratiti odobrenje za grb i zastavu ako se grb ili zastava nedovoljno razlikuju od grba ili zastave druge jedinice lokalne ili podru~ne samouprave8.

In the Middle Ages it was the possession of the Hungarian queens. Here King Bela IV wrote an important charter for Zagreb. The Medieval fortress of the lowland type in Virovitica is located in the center of the town. Here King Bela IV wrote an important charter for Zagreb. The Medieval fortress of the lowland type in Virovitica is located in the center of the town. In the 19th century it was destroyed and in its place Pejačević Count built a castle. During the rebuilding of the city park, archaeological excavations of the tower base, the west entrance and the bridge pilot began. The text shows the results of probing excavations. They will eventually lead to a systematic excavation within the castle reconstruction. This paper will depict Hungarian attempts to introduce the Hungarian language in Croatian schools, based on an analysis of conclusions of the Croatian Diet, various reports and other documents of this period. Hungarians were partially successful in their attempt. In 1833, Hungarian became a compulsory school subject in Croatian schools, but Hungarians did not manage to introduce it as the language of instruction, which gave rise to disputes in the 1840s. In spite of all Hungarian efforts, the attempt to spread Hungarian through schools in Civil Croatia remained futile. Land use management practices can not be separated from river basin management. Inappropriate land-use from agriculture, forestry, flood protection etc. can lead to impairments in the water ecosystem, lower water quality, biodiversity etc. Therefore sustainable water resource management also means the appropriate management of land with direct linkages to water ecosystems. The purpose of this assignment was to develop approaches to assess land uses, related policies and planning, and their effects on water ecosystems and in particular linkages with land-water such as wetlands and floodplains. The assignment was intended to develop a methodology for assessing land- use practices and for then identifying appropriate land-use in the frame of integrated river basin management. The assignment then was to identify pilot areas to test the methodology and to demonstrate actions to appropriately manage land for multiple water ecosystem benefits.

  • Position Paper: Drava Gravel Extraction
    WWF POSITION PAPER: DRAVA GRAVEL EXTRACTION What is the Issue? WWF, in support of its local partner the Drava League, has requested the Croatian Waters Company and its governing body the State Water Authority, to halt immediately the river regulation works, and the combined large scale extraction of river gravels directly from the riverbed, being carried out on the Stara Drava (’Old Drava’) upstream of the city of Varazdin. This 20km stretch, which extends to the border with Slovenia, has some 30 river-branches and channels, and on its recent floodplain supports many wetlands and 20 oxbow lakes; it is rich in biodiversity and its habitats are home to over 50 Red List species. Croatian Waters plans to turn this whole stretch of free-flowing, braided river into a series of pools separated by transverse stone barriers across the river channel. This is devastating ever larger areas of the beautiful landscapes and rich natural habitats of the Drava, as has already occurred on the 10km length of the Stara Drava downstream of Varazdin, between the retention- lakes of HEP Varazdin and HEP Dubrava, where the same combination of river regulation and gravel-extraction has been applied. The new gravel works began in the summer of 2002, in contradiction to the negative conclusion of the Environmental Impact Study on the project, and thus in direct violation of Croatia’s environmental law. It also contravenes several Croatian national laws and the Physical Plans of the counties of Varazdin and Medimurje, whose territories are being affected. From the beginning, the Drava League, a coalition of Croatian NGOs, has appealed to the Croatian Waters Company to obey the legal constraints and stop the project, but the response has been far from helpful.

Croatia in the revolutionary era, 1848-1849 On the eve of the revolutionary events of 1848, the Triune Kingdom of Croatia, Slavonia and Dalmatia was 1848 territorially divided, economically backward and politically weak.1 Only Civil Croatia, which consisted of the three central Croatian and Slavonian counties, had a very limited degree of au- tonomy, more akin to a province than a state. The Military Frontier, Istria and Dalmatia were subject to direct rule by Vienna and were entirely separate from Civil Croatia. The traditional danger of Habsburg centralism was augmented, as of the 1820s, by the even greater danger of burgeoning Hungarian national- ism, which aspired to transform Hungary into a unified Hungarian state with Hungarian as the official language. During the 1830s and 1840s, a new stratum of the national intelligentsia emerged among the Croats and, to a lesser extent, the Serbs, which resisted Hungarian policies, largely depending on normally concealed support from the Viennese court. The Hungarians had the support of certain groups and individuals inside the Triune Kingdom, from the petty nobility of Turopolje (south of Zagreb) to certain Slavonian magnates, but these remained relatively weak. Each of the newly formed states was facing the formation of its own army, which often was not possible without acceptance of former Austro-Hungarian officers. Their position was best in Poland, where out of 96 generals of the new army in 1922, 45 were from the former Austro- Hungarian army.2 In Austria they also played an important role in the new armies, including the revolutionary troops (Volkwehr). The vast majority of former Austro-Hungarian officers were, however, antirepublican and joined private military troops (Heimwehr) that were fighting against armed members of the Socialist Party (Shutzbund). Later, under the more conservative form of Austrian political and civil society, the army was reorganized on the basis of the Habsburg system (including military insignia).3 Hungary retained the prewar military structure, uniforms, and insignia, while former Austro- Hungarian officers even commanded the Hungarian Red Army in 1919.4 The army of newly formed Czechoslovakia was also based on the Austro-Hungarian military model with a majority of officers being former members of the Austro- Hungarian army.5 In all of these countries the structure of the former Austro- Hungarian army was more or less retained.
