As we look ahead to summer activities, I want to take a quick look back too. What a year it has been for our community. The Bend Park and Recreation District team has continued to provide parks, trails and recreation experiences throughout the pandemic – sometimes in new, different ways, and in others it was a consistency that brought stability when so much was changing elsewhere. To pivot our service to the community, we provided a new crucial all-day childcare for 700 students in distance learning at school. The Team Up program was a lifeline for working families and was created in less than a month with long-time partner Bend-La Pine Schools. Two-thirds of families in the program received scholarship funds, reducing financial barriers to provide access to the program. When most indoor activities were closed, getting outside for exercise and fresh air was a much- needed respite. Trail use was up an average of 38% across trail counters between 2019 and 2020. Two main trails that connect to thousands of acres of federal land had an 85% increase and a 59% increase – nearly 66,000 more trips – over the 2019 total. The high use in 2020 definitely tells us that close-to-home outdoor opportunities were more important than ever. When the public health situation improved and indoor fitness activities resumed, we were able to open the doors at Larkspur Community Center in early April. The facility will meet the community’s growing needs across all age groups, including active older adults who have a variety of interests and desires for fitness, recreation and social activities. Currently social activities for older adults are limited to comply with state-mandated health guidance, but in the months ahead a comprehensive offering, including the social activities that older adults have enjoyed for years, will meet the full goals for the facility. Like you, we’ve gained more experience being flexible and adjusting to what is beyond our control. This Playbook is an important step toward returning to what we relied upon before 2020. Recreation Scholarships We believe that everyone should have the opportunity to participate in recreation activities. Financial need-based scholarship assistance is available to qualifying individuals for many recreation programs. The goal is to remove financial barriers for community members with limited financial resources. In the last year, approximately 700 individuals and families have participated in programs with support that provides safe, enriching activities and contribute to a physically active community.

Your Health & Safety in Park & Recreation The health and safety of our community is our top priority. Bend Park & Recreation District maintains high standards related to health and wellness and closely follows guidance from state and local health authorities.

Q: how do I know if a program can be offered during a certain risk level? A: In general, most of our recreation programs are permitted to occur in low, moderate and high risk levels as mandated by the state of Oregon. Modifications to the program may occur as a result of the risk level designation. If BPRD cancels a program, program fees will be credited to your account or refunded upon request.

Q: are face coverings required? what about distancing? A: We are following local and national guidance as the public health situation changes. As of April 2021, we anticipate that face coverings and distancing will be required for summer programs. Details will be provided by recreation coordinators in advance of a registration activity if there is additional guidance for participants.

Q: how are program participants managed? A: The risk levels framework from the State of Oregon informs the number of participants allowed for recreation programs. Class sizes may be changed – either increased or decreased – to meet distancing requirements. Our goal is to ensure a high-quality experience for all participants.

Q: what if a program is cancelled? A: Credits will be automatically issued for any canceled or shortened classes and facility passes will be automatically paused for the duration of a closure. There is no need for patrons to request credits and extensions. Refunds are available upon request.

Q: what if a participant or staff member tests positive? A: We work quickly with the Deschutes County Health Department on notification when a confirmed case occurs. This is why registration and check-in are key. Notification may be done by BPRD or the county for the safety of patrons, staff and volunteers.
