DEFENSE WHITE PAPER Message from the Minister of National Defense The year 2010 marked the 60th anniversary of the outbreak of the Korean War. Since the end of the war, the Republic of Korea has made such great strides and its economy now ranks among the 10-plus largest economies in the world. Out of the ashes of the war, it has risen from an aid recipient to a donor nation. Korea’s economic miracle rests on the strength and commitment of the ROK military. However, the threat of war and persistent security concerns remain undiminished on the Korean Peninsula. North Korea is threatening peace with its recent surprise attack against the ROK Ship CheonanDQGLWV¿ULQJRIDUWLOOHU\DW<HRQS\HRQJ Island. The series of illegitimate armed provocations by the North have left a fragile peace on the Korean Peninsula. Transnational and non-military threats coupled with potential conflicts among Northeast Asian countries add another element that further jeopardizes the Korean Peninsula’s security. To handle security threats, the ROK military has instituted its Defense Vision to foster an ‘Advanced Elite Military,’ which will realize the said Vision. As part of the efforts, the ROK military complemented the Defense Reform Basic Plan and has UHYDPSHGLWVZHDSRQSURFXUHPHQWDQGDFTXLVLWLRQV\VWHP,QDGGLWLRQLWKDVUHYDPSHGWKHHGXFDWLRQDOV\VWHPIRURI¿FHUVZKLOH strengthening the current training system by extending the basic training period and by taking other measures. The military has also endeavored to invigorate the defense industry as an exporter so the defense economy may develop as a new growth engine for the entire Korean economy. To reduce any possible inconveniences that Koreans may experience, the military has reformed its defense rules and regulations to ease the standards necessary to designate a Military Installation Protection Zone. -

21 TAIWAN’S FIGHT FOR INTERNATIONAL SPACE Michael C. Burgoyne The Taiwan Strait separating Taiwan and the People’s Republic of Chi- na (PRC) has long been considered a geopolitical flashpoint. Both sides continue to plan and prepare for a kinetic attempt by the PRC to coerce Taiwan into unification. However, the gains in the conflict between these two entities have largely been made in non-kinetic ways: fights over dip- lomatic recognition and attendance in international bodies, among others. The battleground in which this non-kinetic fight has taken place has come to be labeled “international space,” where Taiwan is striving for mean- ingful participation in the international community—broadly defined and evaluated in this chapter as diplomatic relations and participation in inter- governmental organizations (IGO)—and the PRC is trying to isolate the island from these interactions. Having its roots in the Chinese civil war that culminated in the 1940s, this fight is crucially important for both sides. The Chinese Communist Party (CCP) sees Taiwan as a matter of legitimacy. The Party portrays itself as a staunch defender of sovereignty and territorial integrity to its citizens, yet Taiwan remains outside its control, which it feels could dele- gitimize it in the eyes of the populace. Constricting Taiwan’s international space is a way to leave Taiwan with no other choice than eventual unifica- tion. Taiwan sees itself as a separate country in a practical sense, with a strong, advanced economy and many advantages; yet it is only recognized as a country by 14 nations, and lacks representation in many IGOs. -

29 The Place which Sustains the Imagination of a “Nation” : The Seoul National Cemetery Nami MAKINO Tokyo University of Foreign Studies Introduction The Seoul National Cemetery, called Hyeonchungwong in Korean, which is the fi rst national cemetery in South Korea, is located in the middle of Seoul, the capital of South Korea. This cemetery (which has symmetrical position with the Ministry of National Defense separated the Hangang River) was established in 1955 as a national military cemetery for glorifying the fallen soldiers who had been died in Korean War, which had been fought between South and North Korea in 1950-1953. Ten years later, it was elevated to the status of national cemetery in 1965. The site of this cemetery is 1,430,000m2 (343 acres) and there 171,450 persons are enshrined as patriot martyrs. Approximately 104,000 soldiers whose bodies were not found are enshrined with memorial tablets in the Memorial Hall and 7000 unknown soldiers whose bodies were found are buried in the grave area of the cemetery. National military cemeteries were born at fi rst in Europe where citizens began to have more important roles as volunteers than mercenaries who hired out as fi ghters in the wars. The First World War, which was the fi rst modern war in the world, brought the dead of unprecedented 13,000,000. Because the most of the dead of this war consisted of volunteers and soldiers who were conscripted from every corner of a country by force, that is, they were citizens and members of a “nation”, so their suffering should be healed and their death should be regarded as meaningful death in order to justify the war. -

United Nations A/71/843–S/2017/192 General Assembly Distr.: General 20 March 2017 Security Council Original: English General Assembly Security Council Seventy-first session Seventy-second year Agenda item 61 Peacebuilding and sustaining peace Identical letters dated 6 March 2017 from the Permanent Representative of the Democratic People’s Republic of Korea to the United Nations addressed to the Secretary-General and the President of the Security Council I have the honour herewith to transmit a letter with regard to aggressive joint military exercises staged by the United States and south Korea against the Democratic People’s Republic of Korea (DPRK) from the date of 1 March 2017, in disregard of repeated warnings by the Government of DPRK and strong protests and condemnations from internal and external communities. These joint military exercises being staged by the United States in south Korea are the most undisguised nuclear war manoeuvres, to drive the Korean Peninsula and the rest of the North-East Asia region into nuclear disaster. This is to mention that all different kinds of strategic assets of the United States, not only nuclear propelled aircraft carriers but also nuclear submarines, nuclear strategic bombers and stealth fighters, are all massively enlisted in these joint military exercises, Key Resolve and Foal Eagle, to wage actual war drills in accordance with a nuclear pre-emptive plan to attack DPRK by surprise. Nobody could vouch whether, when the war drills kicked off after the introduction of a lot of nuclear strike means and huge forces into south Korea and the waters, it may go over to an actual war and, consequently, the situation on the Korean Peninsula is again inching to the brink of a nuclear war. -

The Commemoration of Gwangju: Who is the Enemy of the State? Through Burying, Distinguish the Enemy from the Friend The modern nation states have sustained their lives through the reproduction of the historical memories originated in various wars in order to secure their nations. In that sense, a national cemetery has functioned as an institution that converts a death compelled by the state into a sacrifice dedicated for the nation. At the heart of this logic lies the distinction between them and us, that is, the enemy and the friend. For instance, the Yasukuni Shrine, which will be analyzed by Professor Tetsuya Takahashi tomorrow, has shaped the historical memory of modern Japan. It was established for the commemoration of the fallen soldiers for the Meiji reformation government in civil war occurred in 1867. This commemoration enabled the Meiji state to define the troops of Bakuhu or the former government of Japan as nation’s enemy. Since then, the latter has been excluded from the narrative of Japan’s historical memory. Thus, the primordial function of the Yasukuni Shrine for the state is to distinguish the enemy from the friend with incessantly reproducing the historical memory of Japan as a nation. Then, what if the friend and the enemy are simultaneously commemorated by the very same nation state? The contemporary history of South Korea tells us that such a paradoxical situation may exist. -

Experiencing South Korea FPRI/Korea Society 2015 Korean Presidents: an Evaluation of Effective Leadership Author: Ellen Resnek: Downingtown East High School Lesson Overview: Through the use of various primary and secondary sources, students in this lesson will identify, understand and be able to explain the Korean President Power Ranking: Technically, the Republic of Korea has had ten heads of government since its birth in 1948: (1) Syngmn Rhee (1948-1960); (2) Chang Myon (1960-1961); (3) Park Chung-hee (1961-1979); (4) Choi Gyu-ha (1979-1980); (5) Chun Doo-hwan (1980-1987); (6) Roh Tae-woo (1987-1992); (7) Kim Young-sam (1992-1997); (8) Kim Dae-jung (1997-2002); (9) Roh Moo-hyun (2002-2007) ; (10) Lee Myeong-bak (2007-2012).; and Park Geun-hye, 2013–current. But one can see that Chang Myon and Choi Gyu-ha did not last very long, because they abdicated from their posts when their successors rolled into Seoul with tanks. Objectives: 1. Cossa, Pacific Forum CSIS Brad Glosserman, Pacific Forum CSIS The Year of the Golden Pig has gotten off to an auspicious beginning. The Six-Party Talks, seemingly left for dead at the end of last quarter, were miraculously revived, resulting in an “action for action” game plan for the phased implementation of the September 2005 joint denuclearization agreement. Neither weather nor terrorism concerns prevented the second East Asia Summit from taking place as rescheduled, with the U.S. nowhere to be found. ASEAN leaders also took a step forward in examining their first formal Charter while agreeing with their Plus Three partners (China, Japan, and South Korea, finally once again on speaking terms) to promote greater regional integration. Tokyo and Canberra took a dramatic step forward in strengthening bilateral security cooperation, while the second “Armitage-Nye Report” was released, laying out a bipartisan vision for “getting Asia right.” Korean Peninsula disarmament talks resume The previous two quarters had begun with a blast-off and a bang, respectively, as North Korean missile and nuclear tests had raised the ante and seemed to diminish the prospects for a negotiated denuclearization of the Korean Peninsula, the promises embodied in the September 2005 Joint Statement notwithstanding. Last quarter ended on an equally pessimistic note when the first round of Six-Party Talks in 13 months went nowhere; the participants could not even agree on a date to meet again. Obituary notices turned out to be premature, however, with not one but two Six-Party Talks plenary sessions taking place this quarter. -

Scenarios for a transition to a prosperous market economy in North Korea. Byung-Yeon Kim* and Gerard Roland** ABSTRACT: We examine in detail two possible scenarios for a transition to the market economy in North Korea. In a first scenario, we explore a path of transition of North Korea to the market economy following a regime collapse. In a second scenario, we explore a path of transition that would be chosen by the North Korean leaders, following the experience of China and Vietnam. While these scenarios have common features, they also involve important differences. Keywords: North Korea, South Korea, transition, reforms, unification, integration. Introduction The North Korean economy has been in disastrous shape for many years causing starvation and extreme poverty. The North Korean leaders are unable to feed their people and have been shamelessly using the threat of nuclear weapons to ransom the outside world to extract food imports to keep their despotic regime alive. The death of Kim Jong-Il and accession of inexperienced son Kim Jong-Un to power raises new possibilities of big changes in North Korea. Given the inexperience of the new leader, a collapse scenario becomes more likely. Fights within the leadership might lead to chaos and a power vacuum. This is a dangerous scenario but one that is needed to be prepared for. International cooperation will be required to organize emergency aid (food, medicine, basic order) fast and efficiently and avoid mass migration.
