II PREFACE The Pakistan National Bibliography aims to list literary materials published in Pakistan and deposited at National Library of Pakistan under Copyright Ordinance 1962 as amended by Copyright (Amendment) Act 1973 and 1992. Scope This bibliography covers materials published in Urdu, English and other Pakistani languages. In the volume of 2007 of the Pakistan National Bibliography, 477 English, 993 Urdu and 83 Other languages books are Included. Arrangement The arrangement of Bibliography is subject-wise. The classification of subjects is based on the 22nd edition of Dewey Decimal Classification. Cataloguing practices follow the Anglo-American Cataloguing Rules 2nd Revised Edition, 1988. This issue comprises three parts. Part 1 gives details of Pakistani publications in English language. Part II carries Urdu language publications. Part III lists the publications in Pakistani regional languages and other oriental languages. Each of these parts is further divided into three sections:- (a) Classified section: This section arranges the entries subject wise in numerical sequence of classification numbers with full bibliographical details. (b) Index: Entries in this section are arranged alphabetically by authors, titles, compilers, editors, corporate authors and subject headings with brief bibliographical details. (c) Publishers List: A list of publishers whose books are included in the bibliography is given at the end of English and Urdu / other languages part. III Acknowledgements In conclusion, I pay my profound tribute to Ch. Muhammad Nazir, Patron and Mr. Zulfiqar Ahmed, Director (Technical) for their professional expertise and guidance in reshaping this National Document. The endless efforts of the staff of National Bibliographical unit towards the preparation of Pakistan National Bibliography in a new shape are commendable.     5th September, 2019 Khaleeq Kiani Under-fire govt beats retreat on GIDC amnesty ISLAMABAD: Surrendering to public outcry, Prime Minister Imran Khan finally decided on Wednesday to withdraw a controversial ordinance promulgated last week that offered Rs210 billion financial amnesty to big businesses. The government will also ask the Supreme Court of Pakistan to club all stay orders issued by various high courts and itself take an expedited decision in ongoing cases on the Gas Infrastructure Development Cess (GIDC). A day earlier, the federal cabinet had asked the ministry of law to amend the GIDC Ordinance of Aug 27, 2019 to include the condition of forensic audit before signing settlement agreement with these sectors namely fertiliser, general industry, IPPs, generation companies, K-Electric and CNG sector. However, the criticism continued to grow in the mainstream and social media, as well as from within the ruling party, compelling the government to reverse the whole initiative ab initio. “In view of the recent controversy, the prime minister, in the interest of transparency and good governance, has decided to withdraw the said ordinance”, said an announcement by the prime minister’s office. It said the prime minister also directed “the attorney general to move an application for urgent hearing in the Supreme Court, so that the matter is decided at the earliest, strictly in accordance with the law and the Constitution”.     For almost five decades, Pakistan has encountered frequent, unresolved political crises. They are woven into its concepts of political community, and have underscored uneasy relationships between state institutions and civil society. Pakistan's politics has also been characterised by incomplete constitution-making, a process that has placed the burden of constitutional interpretation and political change on state instruments ranging from the bureaucracy to the military to the judiciary. The superior courts in particular have played unusually important roles in determining the country's fate, often superseding legislatures and execu- tives alike. In a penetrating and comprehensive study of the ways in which the superior judiciary has mediated relationships between state and society, Paula Newberg demonstrates how the courts have influenced the structure of the state, and their evolving jurisprudence has fashioned Pakistan's constitutions and uncertain constitutionalism.     12th April, 2019 CPEC enjoys top priority, PM tells Chinese delegation ISLAMABAD: Prime Minister Imran Khan said on Thursday the government accorded top priority to the China-Pakistan Economic Corridor (CPEC) and that it would provide all possible facilities to companies working on the project. Chairing a meeting with representatives of 15 leading Chinese companies working on various CPEC and other projects in Pakistan, the prime minister said: “The project [CPEC] will not only help in translating all- weather Pak-China relations into mutually beneficial economic equation, but will also open new vistas of opportunities for the entire region.” The Chinese delegation included representatives of the Power China, Three Gorges Corporation, Huawei, Zong, China Gezh­ouba Corporation, China State Construction, China Harbour, Haier and the companies working on Neelum-Jhelum Power Plant Project, Port Qasim Power Plant, Orange Line Project and Matiari- Lahore Transmi­ssion Line Project. Chinese Ambassador to Pakistan Yao Jing accompanied the delegation. Eleven integrated tourism zones to be established in KP Federal Power Minister Omar Ayub Khan, Minister for Planning Makhdoom Khusro Bakhtiar, Board of Investment (BOI) Chairman Haroon Sharif and Chairman of the PM’s Task Force on Energy Nadeem Babar were also present. Talking to the Chinese delegation, the prime minister said: “The government will provide all possible facilitation to the Chinese companies in undertaking profitable business ventures and taking advantage of business-friendly policies of the present government.” The Chinese ambassador said the leadership of his country was looking forward to Prime Minister Khan’s visit to China. He thanked the prime minister on behalf of the Chinese leadership and business community for his personal interest in facilitating Chinese businessmen and addressing their issues.
