• Eligibility to transfer Post-9/11 GI Bill educational benefits will be limited to members with less than 16 years of total service (active duty service and/or selected reserves as applicable) effective 12 July 2019:

• The provision that requires a Service member to have at least six years of service to apply to transfer benefits remains unchanged in the policy.

• All approvals for transferability of Post-9/11 GI bill will continue to require a four-year commitment in the Armed Forces and, more importantly, the member must be eligible to be retained for 4 years from the date of election, and not be precluded from serving for four more years prior to approval of their election by either standard policy (Department or Uniformed Service) or statute

• Eligibility to transfer Post-9/11 GI Bill educational benefits will be limited to members with less than 16 years of total service (active duty service and/or selected reserves as applicable) effective 12 July 2019:

• If a service member fails to fulfill their service obligation because of a "force shaping" event (such as officers involuntarily separated as a result of being twice passed over for promotion, or enlisted personnel involuntarily separated as a result of failure to meet minimum retention standards, such as high-year tenure), the change will allow these individuals to retain their eligibility to transfer education benefits even if they haven't served the entirety of their obligated service commitment through no fault of their own.

The third edition of the biennial Community Strengths and Themes Assessment is underway at the Maneuver Center of Excellence. It will run through Sept. 24 and close Nov. 16.

“The intent of this online needs assessment is to capture the ‘pulse’ of our Fort Benning community using a more holistic approach,” says Else Seifu, MCoE Surgeon’s Cell Health Promotion Program Officer and the Fort Benning Community Ready and Resilient Integrator.

The CSTA provides an understanding of the community’s concerns on quality of life, health, safety and satisfaction within the environment of Fort Benning.

This assessment covers a wide array of topics and survey takers will be asked such questions like, “What do you think are the top five most important ‘health problems’ in your community?” and, “Identify the top strengths of our Installation.”

“The needs assessment is anonymous and only captures basic demographic information in order to get an appreciation of the specific needs of our populations, so that we can implement targeted interventions,” Seifu said. “We have used the CSTA, along with other qualitative and quantitative data points to make actionable changes. A great example is seen in the goals and objectives of the Main Post Area Developmental Plan.”

The outcome of the assessment is briefed at the CG’s Executive Community Health Promotion Council Meeting, and will imbedded into the CHPC Strategic Plan and disseminated through various marketing channels.

Halloween is a highly anticipated holiday for kids and adults alike. For many people Halloween marks the beginning of the autumn and winter holidays. Nearly 1 in 3 adults will attend a Halloween party this year. Whether going to a party or trick-or-treating with the kids, don’t forget to think about safety.

□ Map out a safe neighborhood route for your children to follow. It’s even a good idea to walk it ahead of time with your kids.

□ For children under 13 years old, it’s a wise idea to have an adult accompany them during the trick-or-treating.

□ Warn children never to go inside a home. All trick-or-treating should be done in full view of the porch.

□ Be sure to inspect your child’s bounty before they eat any of it. Discard any candy that is homemade or not fully wrapped and sealed.

□ Reinforce traffic safety rules with your children including looking both ways before crossing a street and following all traffic signs.

□ Make sure costumes are easy to see in the dark. While black is often used to create a scary costume, it isn’t visible to drivers unless there are reflective patches. Also, check that the costumes are flame retardant.

□ Be sure you have fully charge cell phones or walkie-talkies in case of an emergency. Test out the ring tone before the kids leave the house.

□ Masks can impair vision; try using face-makeup instead. For the Halloween Party Crowd

□ Designate a sober driver in advance. If intending to drink alcohol, plan ahead to get home safely by selecting a designated driver or ensuring cab service is available from the party location.

□ Consider an overnight stay. If attending a party at a friend’s home, consider asking to stay overnight or look into hotel accommodations within walking distance. Many hotels offer special Halloween weekend rates and promotions.

□ Exercise extreme caution when driving a vehicle. If possible, try to avoid cutting through residential areas where trick-or-treaters are likely to be present. If providing directions to a party, try not to route guests through residential areas unnecessarily.

□ Watch for children in the street. Be on the alert for excited youngsters, whose vision may be obscured by masks, darting out into traffic. Trick-or-treating, children may not pay attention to traffic and might cross mid- block or between parked cars.

□ Obey the speed limit and be prepared to stop if someone runs in front of you. When driving through residential areas where trick-or-treaters are likely out, consider driving under the designated speed.
