Subject: STAFF DAY

1. The Secretary-General, the Staff Council and the Recreation Council invite the staff to observe Staff Day 1962 on Friday, lU September 1962. 2. A meeting for the whole staff will be held in the General Assembly at ^•30 p.m. The Secretary-General and the Chairman of the Staff Committee will address the staff. 3- From 6.00 and 8.00 p.m. the cafeteria and dining room will be open for dinner. Reservations for the dining room can be made between 10 and 12 September. No reservations are necessary for the cafeteria. Prices of special dinners served in the dining room will be $4.00. The same entree will be available in the cafeteria at regular cafeteria prices. 4. Entertainment in the General Assembly Hall will start at S.JO p.m. and last for about one and one-half hours. The staff will be informed who the performers are as soon as definite commitments have been made. It is planned to have some light entertainment as well as some classical music. 5- After the entertainment there will be dancing in the Public Lobby until 1.00 a.m. Beverages,, both alcoholic and non-alcoholic, will be on sale at five bars in convenient.locations. Set-ups will not be available. There will also be coffee wagons with sandwiches and coffee. 6. Each staff member may bring one guest. Since the capacity of the General Assembly Hall and the surrounding area is limited, every staff member planning to attend Staff Day is requested to fill out the attached form and return it by Monday, 10 September, at noon to the Ticket Committee, Room 665.

7- Tickets, which are only necessary for guests, can be picked up on presentation of the Ground Pass on the 5th Floor from 10.00 a.m. to 5-00 p.m. on Tuesday 11, Wednesday 12, and Thursday 13 September. 8.. Each guest will have to present the invitation to be permitted into the building or into the garage. The invitation will also entitle a guest to park his car in the garage. Each staff member will have to meet his guest at one of the several check points in the General Assembly area. On presenting his Ground Pass the staff member can enter with his guest. Staff members will be admitted to the Headquarters premises, the Assembly Hall and other entertainment areas on presentation of their grounds pass. Security officers have been instructed to check passes, including the pass photograph, to verify the staff status of passes. Guests will be admitted through entrance gates only when in possession of their invitation. Each person in an entering vehicle must show a valid staff pass or a guest invitation. Although, for convenience, unescorted guests may enter the Headquarters entrance gates or garage by presenting their invitation, staff must escort their guest through the entertainment area entrance chgck points, Guests and staff will be directed to these areas by security officers on duty at entrance gates and lobbies. Staff members are familiar with the usual entrance routes and levels used by pedestrians and persons entering in vehicles. There- fore, they should make advance arrangements to meet their guest in a convenient area. For example, guests arriving at pedestrian entrances can be met in the Delegates Lobby or Secretariat lobby. Unescorted guests entering by means of a vehicle will normally be directed to the 2nd or 3rd garage levels and their vehicle parked in the vicinity of the General Assembly Building elevators which extend to the garage. Staff should meet this group in the First Basement Lobby in the vicinity of the Bookstore. The above procedures and other security and safety measures are being teken tc prevent the entrance of unauthorized persons and to avoid overcrowding. All entertainment areas are subject to room capacity rules. Staff members and their guests must comply with the instructions of Security & Safety Section staff3 in using alternate enterl.aiunent areas when a particular room or lobby area is filled to capacity. 13 September 1962

SUBJECT: CATERING ;JiRANG£MENTS FOR STAFF NIGHT

The following information is provided to all staff on the catering arrangements finalized for Staff Day:

1. Delegates' Dining Room; Reservations for the dinner have been made for two seatings, from 6:00 PM to ?:00 PM and ?Jl5 FM to 8:15 PM. The price is $4-00 per person as announced previously. The usual discount coupon books will not be acceptable. Staff members who have made ^reservations for dinner are requested to observe the time specified in order to avoid inconvenience to others.

2. Main Lobby and First Basement; (General Assembly Building) There will be three bars in the raain lobby and one bar in the visitors' con- course and one near Conference Room #4. At each bar there will be a cashier selling yellow tickets at a cost of 35£ each. Two additional cashiers will also sell tickets at the information desk in the main lobby. Beverages will be supplied only on pre- sentation of tickets. Prices are as follows:

Alcoholic Beverages: 700 per drink - 2 tickets Beer and juices: 35$ per drink - 1 ticket purchased and unused tickets will be refundable by the cashiers only on staff night.

3. Coffee Shop and Wagons: The coffee shop in the first basement and two wagons, one near the Meditation Room and the other at the neck between the Secretariat Building and the General Assembly Building, will provide sandwiches, coffee and soft drinks on a cash basis as follows:

Sandwiches: 50$ each Soft drinks (coke, ginger ale and 7-up) : 25$ each Coffee: 100 each

I VjO CO Discussed more than 12 subjects in a very worthwhile talk in which U. S. expressed its continued support for the UN. Regarding fresh steps for the Congo, this was up to the S-G to determine. The U. S. supported the UN program for a peaceful settlement of the problem, and genuinely felt that the question should be settled as soon as possible by all elements coming together. No time factor had feeen set for a solution and coercive measures were a problem for the future.

Question of Berlin did not come up at all and had no information if anybody was putting the matter on the agenda or if Khrushev was coming.

Question arf U Thant's reelection was not discussed. He did not think U. S. support would adversely affect the Soviet attitude. Felt U Thant doing a fine job and was sure this was the opinion of all members. His reelection had not been a controversy up to now and he did not think it was at the moment.

To the question whether U Thant had pleased the U. S. more than the Soviet Union, he replied that the S-G's basic commitment was to the UN, and he had acted according to that task.

The President of Panama has evidently selected with some care the presidential suite which is to accompany him on his trip to Washington, and has included Ricardo Arias E., ex-President of the Republic and leader of the opposition. For your background information, in the I960 elections President Roberto Chiari defeated Ricardo Arias by a very slight margin. Ricardo Arias was the candidate of the party in power and which had been in power since 1952. It was considered somewhat of a model exercise for a Latin American government to relinquish the reigns of the administration without some kind of a struggle after losing an honest election by such a slight margin. Another member of the defeated opposition party is Mr. Fernando KLeta, Minister of the Treasury during the previous administration. The complete list is as follows: Roberto F.
