The position of Head of Civilian Human Resources leads the Civilian Personnel Branch of the J1 Division, within the Support Directorate of HQ Joint Force Command Naples.

Joint Force Command Naples (JFCNP) operates at the operational level within Allied Command Operations (ACO), executing command and control over assigned forces. The Support Directorate is responsible for planning, directing, monitoring, assessing, and coordinating support staff functions. The J1 Division is responsible for planning, preparing, executing and developing the human resources plans and programmes for JFCNP and supported organizations.

The Civilian Personnel Branch is a shared services provider for several NATO bodies, units, and/or activities, for which it plans, executes, develops and implements policies and procedures pertaining to , life-cycle management, training, remuneration, deployment and separation of their civilian human resources.

The Head of Civilian Human Resources is responsible for the full management and administration of all civilian personnel assigned to NATO bodies of served Organizations. The incumbent provides expert advice to Commanders on issues ranging from strategic human capital planning and development to matters pertaining to individual members.

The Branch Head (Civilian Personnel) reports directly to the Assistant Chief of Staff (J1).

The Organizations served at the time of this advertisement are: HQ Joint Force Command Naples -2nd Signal Battalion, Grazzanise - NATO Allied Ground Surveillance Forces, (NAGSF)Sigonella - Deployable Air Command and Control Center (DACCC), Poggio Renatico - Combined Air Operations Center (CAOC), Torrejon, NATO Communications and Information Systems Agency (NCIA) units in Italy and Greece, Kosovo Force (KFOR), Pristina - NATO HQ Sarajevo (NHqSa), and NATO Mission Iraq (NMI).

2. DUTIES

The Branch Head (Civilian Personnel): - plans, coordinates, and directs a Civilian Human Resources Management service for the Heads of NATO Bodies of served Organizations, theatre HQs, and NATO Force Structure (NFS) entities.

- holds formal and direct delegated authority from the Head of NATO Body of served Organizations for managing and administering NATO International Civilian (NIC) staff, Temporary Civilians, Consultants, Local Wage Scale LWS) workers, Mission Civilians and Local Civilian Hire (LCH) workers to include personal decision making authority on items pertaining to recruitment, appointment, contract management, performance, working hours, leave management, discipline, grievances, payment of allowances, separation, and the deployment of NATO Civilians.

- leads the Civilian Human Resources Branch.

- provides “Support Element” services for all civilians belonging to served Organizations and theatre HQs, acting as “Senior national Representative” for civilian staff.

- develops, revises and implements Human Resources Management policies required for the effective use of Civilians in peacetime and theatre HQs, to include establishment of theatre conditions of employment for Mission Civilians and LCH workers, salary surveys, pay scales and liability management.

- develops, coordinates and negotiates agreements with worker associations and unions, Host Nation Ministries of Labour social security and Labour agencies in each Host Nation thus committing the Organization to a course of action. To this end, knowledge of Italian language is essential.

- provides expert advice to Commanders on issues ranging from strategic human capital planning and development to matters pertaining to individual members.

- as change manager, identifies opportunities for building on the Organization’s civilian capacity and proposes transformations aimed at enhancing organizational flexibility, responsiveness and productivity. Acts as major player in the constant reorganisations and changes of NATO bodies.

- acts as primary interface with staff and/or workers associations on behalf of the different heads of NATO Bodies committing respective Organisations to courses of actions.

- ensures adequate professional development and training for the CHRM staff to reduce liability for the Organization.

- conducts part of his/her work in Italian at a professional level, especially when interacting with LWS employees and Italian authorities.

- is legally accountable for appointment, contract management and separation for all civilian staff (NIC, LWS, MWA civilians, Consultants, Temporary Personnel as well as CRO personnel -ICH and LCH staff) employed by served Organizations.

- holds power of attorney from HONB for all matter pertaining to court cases and social institutions.

- holds delegated authority to commit the organization to funding obligations - making commitments to spend money.

- holds the authority within the HQ for the funding of personnel.

- holds authority to decide on employment and remunerative aspects of civilian employment, to include leave management.

- is authorized to make decisions within assigned functional area. Such decisions may require coordination within the HQ and with the same functional area in lateral, subordinate and superior HQs. Such decisions normally affect the commitment of the NATO body or HQ in theatre to a specific course of action.

- has the authority to task and intervene to adjust the day to day work priorities of the assigned functional area staff.

- participates to NATO Committees, ACO Working Groups and Committees, Advisory Panels and to specific internal HQ working groups.

Under routine circumstances, the job is performed in a typical office environment where the risk of injury is categorized as “no risk”. However, the Branch Head (Civilian Personnel) may be required to undertake deployments in support of military operations and exercises, and/or short-term travel assignments, both within and outside of NATO boundaries, and risk may increase when deployed. Such operational deployment may be up to 30 days, and may be on short notice. Acceptance of an employment contract linked to this post constitutes agreement to deploy up to 30 days, if required.

3. QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The candidate will have a university degree in human resources management, business administration, , social sciences, or related field, public administration or related discipline and 6 years post related experience, Or will have completed Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 6 years post related and 2 years function related experience.

The candidate will have at least 8 eight years of experience in personnel management of which 5 in the management of a personnel office in a supervisory role covering the full range of personnel operations related to deployments and constant restructuring.

Experience in human capital planning and development.

Proven ability to lead negotiations on labour management policies.

Proven ability to advise and influence management at the highest level on Manpower and Personnel strategy and its effects on the wider operational environment.

Must have an English Standard Language Proficiency level of professional in Listening, Speaking, Reading and Writing (SLP 4343 based on NATO standards).

DESIRABLE

Master degree in HRM, social science, law, business administration, or related field.

Experience in planning, organizing, directing, coordinating, controlling and evaluating the use of manpower, budgets and facilities to achieve direct effects.

4. POSITION AND CANDIDATE PROFILE

Personal attributes The incumbent is self-supervisory in own professional field, working in line with general policies and goals, which he/she takes part in formulating. The incumbent must have guidance and/or functional review available from chain of command and higher . Initiative and high work standards, the ability to energize and mobilize, original thought and an imaginative approach should characterize the individual charged with proposing solutions for handling negotiations, resolving conflicts, developing policy and new methodologies for dealing with evolving requirements and changing environment to include international and local labour in peace-time and operational settings. He/she must have strong analytical skills and be capable of highly critical thinking in the face of new issues and in applying research methods to conducting pertinent surveys, under stringent time constraints due to operational requirements. Inter-personal sensitivity and strong communication skills, both oral and written, maturity, poise, tact, firmness and persuasion are crucial to successful performance of duties, which involve extensive interaction with a wide range of interlocutors.

He/she must be able to resolve difficult or delicate personnel issues in areas of disagreement between staff member and management and different Organizational entities. He/she must be able to travel regularly on duty and to theatres of operation without interrupting services utilising modern Information technology. The incumbent Manages and acts as the HQ's OPR for MOUs with the Host Nation for the provision of Civilian Manpower requirements. The incumbent is responsible for the management of the Non-Appropriated Funds Local Wage Rate Civilian Personnel Administration.

Supervisory responsibilities

Dependent of the requirement, directs and supervises the work priorities of one or more multifunctional teams, to include the theatre of operations. There are first line reporting responsibilities for 1 A-2 and 1 A-3.

Professional contacts

The incumbent has direct access to the Heads of NATO bodies of all Organizations served. He/she Interfaces with HN labour authorities at Ministerial level. He/she establishes Internal co-ordination with other sections, branches and divisions, up to JFC Command Group level, includes Legal Advisor, Financial Controller and Civilian Staff Association and LWR Committee Chairman.

He/she establishes external co-ordination with ACO and subordinate commands at equivalent or higher-grade level on personnel policy and human capital issues.

He/she represents the headquarters at the NATO Advisory Panel on Administration and the ACO Civilian Personnel Officers’ Conference. External contacts include executive-level representatives of host-nation Ministry of Labour, Ministry of and local officials of host-nation government agencies. The incumbent maintains external contact with various professional organizations. He/she maintains contact with the Senior National Representatives at each served Organizations to discuss items of common interest to represented populations.

Contribution to the objectives

The incumbent is the primary player in developing policies to meet goals and objectives of the Sec Gen and the Council in the field of HR. He/she develops and helps to meet goals for the NATO professional HR community. He/she develops and assists in meeting goals of the Heads of NATO body served specifically in the fields of HR policy, project management, budget development and management and in the implementation of the full range of personnel services ranging from recruitment to separation. He/she develops strategies to inspire and mobilize assigned/administered HR assets, during organizational change and periods of constant restructuring, in addition to improving standing organizations.

5. CONTRACT

The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract. NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs).

The basic entry-level monthly salary for a NATO Grade A-4 in Italy is Euro 7,608.69 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
