ecdpm’s Making policies work DISCUSSION PAPER No. 240 Financing the African Union on mindsets and money Political Economy Dynamics of Regional Organisations in africa PEDRO By Kesa Pharatlhatlhe and Jan Vanheukelom February 2019 Summary With 55 member countries, an elaborate institutional architecture, a broad policy agenda, and a high dependency rate on its former colonisers and main donors, the African Union (AU) is probably the world’s largest and most complex regional partnership configuration. Until 2017, repeated efforts at reducing dependency on foreign funding and increasing the yearly contributions from the member states of the AU had largely failed. Unpredictability and unreliability of funding by both African member states and by external funders led to wider management and staffing challenges. Due to a financial crisis of the AU around 2016, a renewed and joint push at different levels of the AU resulted in hands-on institutional reforms, piloted by Rwanda’s charismatic President Paul Kagame. This paper analyses the margins of manoeuvre for reformers and their external supporters to resolve money and governance matters within the wider context of institutional reforms of the AU. It has introduced a levy on eligible imported goods into the continent and has established systems to instill more discipline in planning, monitoring and implementing of budgets. A handful of donors are doing some soul searching as past promises to harmonise aid and align it with priorities and management systems of the AU have not effectively reduced the unintended burden of their fragmented, earmarked and overly ambitious support. Clearly, this paper is about money, and about the difficulties of financing the African Union. -

Glossary A ABAC - APEC Business Advisory Council APEC Business Advisory Council - provides business-specific advice to APEC Leaders on implementation of the Osaka Action Agenda (OAA), trade and investment liberalization and facilitation (TILF), economic and technical cooperation (ECOTECH), and other priorities specifically related to the business sector. Membership is composed of up to three senior representatives of the business sector from each member economy. Established in 1995 and formally recognized by the APEC Ministers in 2005 as one of the five categories of delegates to attend APEC official meetings. ABTC - APEC Business Travel Card APEC Business Travel Card - allows business travelers pre-cleared, facilitated short-term entry to participating member economies. Card holders benefit from faster immigration processing on arrival via access to fast-track entry and exit through special APEC lanes at major airports in participating economies. Economics Global Economics Research from the GS Financial WorkbenchSM at https://www.gs.com Paper No: 66 Building Better Global Economic BRICs n In 2001 and 2002, real GDP growth in large emerging market economies will exceed that of the G7. n At end-2000, GDP in US$ on a PPP basis in Brazil, Russia, India and China (BRIC) was about 23.3% of world GDP. On a current GDP basis, BRIC share of world GDP is 8%. n Using current GDP, China’s GDP is bigger than that of Italy. n Over the next 10 years, the weight of the BRICs and especially China in world GDP will grow, raising important issues about the global economic impact of fiscal and monetary policy in the BRICs. n In line with these prospects, world policymaking forums should be re-organised and in particular, the G7 should be adjusted to incorporate BRIC representatives. G20/OECD Effective Approaches for Implementing the G20/OECD High-Level Principles on SME Financing July 2018 At their Summit in Antalya in November 2015, G20 Leaders welcomed and agreed on the G20/OECD High-Level Principles on SME Financing, recognising the importance of improving SME access to finance. In their 2015 Antalya Action Plan (and in 2016), G20 Leaders expressed their intention to continue to work on identifying effective approaches to facilitate their implementation. G20 Finance Ministers and Central Bank Governors expressed support for the implementation of the Principles at their meetings in Shanghai on 27 February 2016, in Washington on 15 April 2016, and in Chengdu on 24 July 2016. This document contains the final report on Effective Approaches for Implementing the G20/OECD High Level Principles on SME Financing. It is transmitted to G20 Finance Ministers and Central Bank Governors. The report has benefited from comments received from the OECD Working Party on SMEs and Entrepreneurship during its meetings in April 2017, October 2017 and April 2018, and from the G20/OECD Task Force on Institutional Investors and Long-Term Financing during its meetings in May 2017 and May 2018, and through written procedure in October 2017. Comments on Principle 7 were also received from the OECD International Network on Financial Education during its Technical Committee meeting in November 2017 and under written procedure in 2018. A draft final report was discussed during a joint meeting of the OECD Working Party on SMEs and Entrepreneurship and the G20/OECD Task Force on Institutional Investors and Long-Term Financing on 23 May 2018. -

Group of Eight (G8) Origin and Development The origin of the Group can be traced back to November 1975 when the then President of France, Valéry Giscard d’Estaing, and the German Chancellor, Helmut Schmidt, invited the US, Britain, Italy, and Japan for a meeting at the Chateau of Rambouillet, France, to discuss the economic crisis resulting from the rise of oil prices. Another member, Canada, attended the meet in June 1976 held in San Juan, Puerto Rico, and as an outcome, the Group of Seven (G-7) was formally created. The G-7 became an international forum for discussing various issues like economic growth, inflation, unemployment, trade ailments, and other problems confronted by the developed nations. It later began to discuss political issues also. The third G7 summit in May 1977 in London saw the participation of the President of the European Commission also. At the 20th G-7 summit, held in Naples, Italy, in July 1997, at summit in Denver, the US, Russia became a full-fledged member, and the G-7 was renamed as the Group of Eight (G-8) or the Group of Seven plus One (G-7 + 1). Russia, however, participates only in political deliberations, and it does not have a say in economic matters. Objectives The Group aims at deliberating on and evolving strategies to deal with the major economic and political international issues. Structure There is no formal institutional structure. Summits of Heads of State and Government of member-countries and representatives of the European Union are held annually to discuss issues within the competence of G- 7 + 1. -

It begins with an introductory review of competing conceptions of global governance, the role of informal international institutions including the G8 and G20 systems, and their interaction and contrast with formal, legalized, multilateral, intergovernmental organizations and other plurilateral summit institutions such as the BRICS of Brazil, Russia, India, China and South Africa. It then assesses alternative models developed to describe and explain the performance of the G8, G20 and BRICS on key dimensions of global governance, and to evaluate various proposals for their reform. Attention is next directed at the G8 and G20 diplomacy of the key members, starting with Canada, the United States, Japan, United Kingdom, France, Germany, Italy, Russia, the European Union and China.
