1. Opening and Welcoming The Chairperson, Mr Ron Martin opened the meeting at 09:10 and welcomed everyone present.

11.1 City of Cape Town Heritage Inventory Update

Mr Jonathan Windvogel introduced the item.

Ms Harriet Clift gave a PowerPoint presentation.

DISCUSSION: Amongst other things, the following was discussed: • It was noted that the format of the inventory is still only available digitally. • It was noted that there was no formal public participation component.

RECOMMENDATION: That agreement be reached between HWC and CoCT on a suitable format for submission of the inventory.

12 Re-grading of previous National Monuments

12.1 Erf1567, Hugenote Gedenkskool, Paarl

Mr Jonathan Windvogel introduced the item.

Dr CH Stander of the Hugenote Gedenkskool Trust Fund was present and took part in the discussion and made a presentation to the Committee.

DISCUSSION: Amongst other things, the following was discussed: • There is evidence that there is significance in terms of slave history. • There appears be broader significance in terms of the associations of the site with the development of the language in South Africa. • It is noted that the Main building underwent a comprehensive restoration by architect Mr G Fagan. • It was also noted that the building is presently used for community based creative writing courses.

RECOMMENDATION: 1. Afford 60 days to other I&APs (including the Municipality and local Conservation Bodies) to make representation before making a recommendation to Council in terms of final grading. 2. The Committee also resolved to undertake a site inspection.

12.2 Erf 304, Dutch Reformed Church, 29 Hugenote Street, Franschhoek

DISCUSSION: Amongst other things, the following was discussed: • The Committee noted the feedback from the consultation processes.

RECOMMENDATION: 1. De-proclaim the site as a Provincial Heritage Site. 2. Grade the site Grade III, of high local significance. 3. Place the resource on the heritage register when such process is finalised and retract the National Monument Gazette Notice.

DISCUSSION: Amongst other things, the following was discussed: • The Committee notes the land use planning processes regarding sub-divisions and consolidations that gave rise to the status-quo. • The Committee notes the uncertainty regarding potential future development within the proximity of the subject property and how this may possibly impact the remainder of the PHS.

14. Proposed nominations of Provincial Heritage Sites

14.1 Blaauwberg Conservation Area Nomination

Mr Jonathan Windvogel introduced the item.

DISCUSSION: Amongst other things, the following was discussed: • The site includes the area where the events around the Battle of Blaauwberg took place, including the actual battlefield, the iconic Blaauwberg Hill and the site of the field hospital. • The reserve contains Middle Stone Age (MSA) and Late Stone Age occurrences which contribute to the understanding of the occupation of the southwestern Cape by the indigenous groups over time. • The Muslim community of Cape Town, many of whom were slaves, were granted their own burial ground (Tana Baru) in recognition of their contribution to the defense of the Cape against the British during the Battle of Blaauwberg. • It was NOTED that the property descriptions of some of the properties within the area that comprises the site are in Cadastre Format (e.g.CA-431-10) as opposed to Deeds Descriptions (e.g. Portion 10 of Farm 431).

RECOMMENDATION: The Committee recommended that the nomination as well as the draft Gazette Notice be submitted to Council for approval.

15. Other Matters

15.1 Draft Bitou Spatial Development Framework for Comment

Mr Jonathan Windvogel introduced the item.

DISCUSSION: Amongst other things, the following was discussed: • While Section 3.3.4.3 of the SDF briefly lists four Provincial Heritage Sites, it does not incorporate any meaningful record of tangible and intangible heritage resources present within the municipal jurisdiction area and per the statutory obligations outlined in Section 30(5) of the NHRA. • Of significant concern is the fact that no attempt appears to have been made to address and/or record heritage resources/ themes such as forced removals, socio-political, historical themes, living heritage, cultural landscape elements, archaeology, palaeontology or the built environment. • Section 3.3.4.3 of the SDF makes reference to the South African Heritage Resources Agency (SAHRA) but only mentions the provincial heritage resources authority, Heritage Western Cape, in Annexure 9. • The Draft SDF mentions “heritage tourism” yet provides no meaningful direction with relation to the management of tangible and intangible heritage resources within the municipal jurisdiction area.

COMMENT: As per Heritage Western Cape’s previous comments on the Review of the Bitou Local Municipality SDF dated November 2018, the current Bitou Municipality SDF (November 2019) merely refers to “heritage” in passing and contains several factual errors in this regard. HWC does not support the report its current form as it does not comply to the requirements outlined in Section 30 (5) of the NHRA as previously communicated.
