These elections further consolidated the breakthrough in the conduct of democratic elections that started with the re-run of the second round of the Presidential elections in 2004. Despite technical shortcomings, in a clear break with the past, Ukraine demonstrated its commitment to the democratic process and voters could express their will freely on Election Day. The ad hoc Committee calls upon the Ukrainian authorities, including the incoming Verkhovna Rada, to address the remaining shortcomings and implement the recommendations contained in this report. I. Introduction 1. Following invitations by the President of Ukraine and the Speaker of the Verkhovna Rada the Bureau of the Assembly decided to set up an ad hoc Committee to observe the Parliamentary Elections in Ukraine to be held on 26 March 2006, and appointed me as the Chairperson and rapporteur of this Ad Hoc Committee. 2.
