1. Introduction

MGL Architects have been appointed by Barkingside Development Ltd to produce a town planning application for:

Retrospective demolition & reinstatement of retail shop & associated B8 storage at ground and first floor. Along with 3 new C3 residential floors over, at second, third and fourth floor level. To provide 2 number 3B/4P flats, 3 number 2B/3P flats & 4x 1B/2P flats; including ancillary bin storage, 2 car parking spaces and 12 x cycle space.

2. Application Rational

The application has been lodged due to structural concerns in retaining and extending the existing building at 173 – 177 High Street, Barkingside, as per application ref 0511.16.

This application also seeks to discharge the pre-construction planning conditions associated with application 0511/16. These details were submitted to the council & registered as 0511/16/02 & 03 respectively. They were subsequently withdrawn due to implementation concerns with application 0511/16.

Therefore this submission seeks to reinstate the proposal as per 0511/16, along with the discharge of conditions as per 0511/16/02 & 03.

Conditions

The conditions raised within application 0511/15 requiring discharge and forming part of this application submission are as follows; -

Condition 3 - Materials

Before the development hereby permitted commences at the site, details/samples of the materials to be used in the construction of the external surface(s) of the building(s) hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. The development shall be completed in accordance with these approved details.

Reason: In order to ensure that the development has a satisfactory appearance and to comply with Policy BD1 of the Council's Borough Wide Primary Policies Development Plan Document.

Condition 4 – Control of construction activity – details

Before the development hereby permitted commences at the site, a scheme shall be submitted to and approved in writing by the Local Planning Authority describing the means by which construction activity at the site and construction traffic to and from the site shall be controlled. The scheme shall include measures for:

1) Construction traffic routes;

2) Construction traffic washing;

3) Public highway cleaning;

4) Dust suppression;

5) Noise suppression;

6) Hours of work;

7) Construction waste disposal.

The development hereby permitted shall only be carried out and completed in accordance with the approved scheme.

Reason: In order to ensure that the construction of the development at this site is undertaken in a manner which minimises its effect on the local environment.

Condition 6 - Sound insulation measures

Before the development hereby permitted commences at the site, details of measures to be taken to insulate and/or screen from external noise the residential units and amenity areas hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. The measures as approved shall be provided at the site before any residential unit is first occupied, and retained thereafter in accordance with the approved details.

Reason: In order to ensure that the residential accommodation and amenity areas to be provided are suitably protected from any external source of disturbance, and to accord with Policy SP3 of the Council's Core Strategy Development Plan Document and Policy BD1 of the Council's Borough Wide Primary Policies Development Plan Document.

Condition 7 – Balcony Screening.

Before the development hereby permitted is occupied, details of screening to be installed on the side of the rear balconies to protect the privacy of the neighbours at number 171 shall be submitted to and approved in writing by the Local Planning Authority. The screening on the rear balconies shall be installed at the site before any residential unit is first occupied, and retained thereafter in accordance with the approved details.

Reason: In order to ensure that the development does not have an adverse impact on neighbourly amenity and to comply with Policy BD1 of the Council's Borough Wide Primary Policies Development Plan Document.

3.2. Planning Legislation

MGL note the current list details the current planning legislation is as follows.

- The London Plan - Local Plan 2015 - 2030 - Local Development Framework Core Strategy - National Planning Policy Framework

Within the legislation it states that there is a pressing need for housing development to accommodate London’s and Redbridge’s rapidly expanding population. The recent rate of housing completions in the Borough is low and a rigorous analysis of the council’s figures would surely show nowhere a 5 years supply of deliverable sites, as required by the NPPF.

3.3. Site Description & Location

The application site is located at address, 173 – 177, High Street, Barkingside, Ilford, IG6 2AJ. The site is situated within the London borough of Redbridge and lies at the northern end of Barkingside, High Street, opposite Library and Leisure Centre.

The property occupies a site of 385m2. The property immediately to the north is a flat roofed single storey brick electricity substation. The property to the south consists of ground floor retail premises and four storeys of accommodation above, the top within a mansard roof.

The site is within Barkingside District Centre as defined in the adopted Borough Primary Policies DPD and also within designated Primary Shopping Area. There is a wide range of shops and services within a short walking distance to the south of the site along Barkingside High street and many other shops, services, community educational and leisure facilities are accessible in nearby town and district centres by public transport.

The site is 500m from Station. There is a northbound bus stop immediately adjacent to the site and a southbound bus stop opposite the site reached from a nearby pedestrian crossing. The following regular bus services operate in the vicinity of the site:-

- 128 – Claybury Broadway to Romford - 150 – Becontree Heath to Row - 167 – Debden to Ilford - 169 – to Barking - 247 – Barkingside to Romford - 275 Barkingside to Walthamstow - 462 – Hainault to Ilford - N8 – Hainault to central London

The site has a PTAL rating of 4 and has good local road and public transport services

The application site is not located in a Conservation Area and there are no locally listed or buildings of township merit, within the close proximity..

4. Site Response

4.1. Use

The previous application 0511/16 proposed the retention of the existing building, and the ground floor retail use (use class A1) with ancillary first floor (B8) storage space.

Due to lack of structural integrity and subsequent demolition of the existing building. This application seeks to reinstate the uses as per the planning approval 0511/16, within the same volume and design. Therefore maintaining the shop and add residential (C3) above, providing 9 flats over 3 storeys.

4.2. Amount

Internal Spaces Standards

The site area, including half the road width, is 385m2. The proposal is for nine flats and Re-instatement of the shop and storage.

The recommended density range in table 3.2 of The London Plan (2015) for urban areas with PTAL of 4 and an average habitable rooms per unit of 2.7-3.0 is 70-260 units per hectare

The scheme propose an average of 2.8 habitable rooms per units. The proposed development therefore falls within this acceptable density range.

Space Sizes & Standards for the Re-instated Retail, Ancillary Storage & Flat sizes

Total ground floor retail area is 135 sq.m and first floor storage area is 200 sq.m.

The London Plan and council internal space standards are therefore either met or exceeded by the proposed development. The layout and design of the flats also meets the Lifetime Homes standards.

Amenity space – External amenity to flats

BWPP policy BD4 says that in town centres, new dwellings may be permitted without amenity space.

Most of the existing flats above shops in the High street have little or no site amenity space.

The proposed development includes three rear private balconies of 5, 8 and 11m2 respectively. These balconies will have privacy screens to protect the neighbour’s privacy. As requested in condition 7 of planning application # 0511/16. The screens will be 1800m high screens timber frame with timber panelling to obscure view. (See appendix 6.4)

The following products or similar will be used as recommended in the noise report, (see Appendix 4.3.) to soundproof the residential units:

It is considered that further private amenity space is not required in this case because of the close proximity to a wide range of local amenities including:-

- Full Cross Leisure Centre & Swimming Pool (immediately opposite) - Full Cross Library (immediately opposite) - Redbridge Sport Centre (500m). - Fairlop Waters Golf Course and Country Park (1km). - Barkingside Park (800m). - Other local leisure facilities, shops and social infrastructure.

Quality of residential amenity:

A noise report has been commissioned and included within the application to assess the measures that should be taken against external noise, condition 6 of planning application 0511/16 requested details of such measures.

Parking Spaces:

The property will provide 2 car parking spaces as was requested in condition of planning application.

In addition to the car park spaces provided there is a 173 space public car park at Craven Gardens, just a short walking distance from the site.

Cycle spaces: twelve secure cycle parking spaces would be provided.

Waste/Refuse:

The scheme offers a bin/refuse store which is easily accessible for all flats from the rear yard area.

4.3. Layout

The submitted floor plans of application 0511/16 shows the layout of the proposed 9 flats over 3 storeys, retail shop unit and first floor storage space. (See appendix 5.5)

There are no changes in the layouts of the development from planning approved application 0511/16

4.4. Appearance & scale

The proposal on application 0511/016 is for 9 flats on three floors in an extended block of similar height and appearance to the neighbouring building. It is well designed and would be in keeping with the character and appearance of the area. The height of the building would match the adjoining Neon Court and would be finished in similar style, with bricks, reconstruction stone window surrounds and coping, and a natural slate mansard roof. Alterations would be carried out to the existing first floor facades to match the appearance of the remainder of the proposed development.

This application seeks to the same as to elevation as per appearance and scale (see appendix 6.3 & 6.4).

Materials:

Details below and in drawing 3102-A1 provide information on all the proposed materials. This information would satisfy condition 3 of the planning approved application no.0511/16

• Dormer tile clad or GRP • Tiles to be eternity slates or similar. • Precast concrete coping to parapets • Window white UPVC pattern as shown on drawing • All external brickwork Kassandra multi or 2nd option old Woodford red multi as per sample. • Stone window surrounds and corners as shown on drawings. • Aluminium shopfront • Railing to be glass with stainless steel stain framework • 1800mm high screens timber frame with timber panelling to obscure view • Clear glass balconies, stainless stain handrail and framework.

4.5. Access

Access to the flats would be via a front entrance from the High Street and a rear entrance from Fairlop Road to a central stairwell and lift.

Two car parking spaces and 12 cycle spaces would be provided, accessed via the rear yard area from Fairlop Road.

A bin store would be provided with access from the rear yard area.

The site is in an area with an indicative PTAL of 4, and is accessible to a range of shops, services and facilities on foot, by bus (via the immediately adjacent bus stop) and by tube from Fairlop Station, which is 500m away. There is also a large public car park close by. In these circumstances a car free development would appropriate.

4.6 Construction

The Previous approved planning application #0511/16 requested a construction plan as condition 4. A phased construction plan has been produced to minimise the effect of the construction to the local environment, (see appendix 6.6) for the full report.

Sound Planning has predicted internal sound levels within the proposed dwelling(s) using an external sound of 78 dB LAeq, 16hrs measured at 20m from the edge of a busy motorway carrying many heavy vehicles at an average traffic speed 100 km/h (source BS 8233: 2014).

1.0 SITE AND SURROUNDINGS

1.1 This site lies at the northern end of Barkingside High Street, opposite Fullwell Cross Library and Leisure Centre.

1.2 It occupies a site of 385m², which presently contains a retail shop unit with ancillary first floor storage space.

1.3 The property immediately to the north is a flat roofed single storey brick electricity substation.

1.4 The property to the south consists of ground floor retail premises and four storeys of accommodation above, the top floor being within a mansard roof.

1.5 In the High Street outside the existing shop is a bus stop. A number of bus services stop here.

1.6 The site is about 500m from Fairlop Tube Station.

1.7 The site is within Barkingside District Centre as defined in the adopted Borough Primary Policies DPD and also within a designated Primary Shopping Area.

1.8 There are a wide range of shops, services and facilities in the vicinity of the site.

2.0 PROPOSED DEVELOPMENT

2.1 It is proposed to construct 9 flats on three floors above the existing building.

2.2 The submitted floor plans (drawing 1603/P002) show the layout of the flats and the flat sizes.

2.3 There would be 2 x 3 bedroom, 3 x 2 bedroom and 4 x 1 bedroom flats. Three of the flats would have rear facing balconies.

2.4 Two car parking spaces and 12 cycle spaces would be provided, accessed via the rear yard area from Fairlop Road.

2.5 A bin store would be provided with access from the rear yard area.

2.6 Access to the flats would be via a front entrance from the High Street and a rear entrance from Fairlop Road to a central stairwell and lift.

2.7 The height of the building would match the adjoining Neon Court and would be finished in similar style, with red stock facing bricks, reconstructed stone window surrounds and copings, and a natural slate mansard roof.

2.8 Alterations would be carried out to the existing first floor facades to match the appearance of the remainder of the proposed development.

3.0 DENSITY

3.1 The site area, including half the road width, is 385m². Nine flats are proposed. This results in a density of 234 dwelling per hectare.

3.2 The site is in an urban area, defined in the London Plan (2015) as:-

“ - areas with predominantly dense development such as, for example, terraced houses, mansion blocks, a mix of different uses, medium building footprints and typically buildings of two to four storeys, located within 800 metres walking distance of a District centre or, along main arterial routes”.

3.2 It also has good public transport accessibility and good social infrastructure. In 2012 Barkingside District Centre including the area around Fullwell Cross roundabout was found by Transport for London to have an indicative PTAL of 4 (see http://content.tfl.gov.uk/redbridge-2012-ptals.pdf).

3.3 The scheme proposes an average of 2.8 habitable rooms per unit.

3.4 The recommended density range in table 3.2 of The London Plan (2015) for urban areas with a PTAL of 4 and an average habitable rooms per unit of 2.7-3.0 is 70-260 units per hectare.

3.5 The proposed development therefore falls within this acceptable density range.

4.0 INTERNAL SPACE STANDARDS

4.1 The minimum internal space standards for new housing development are set out in Table 3.3 of the London Plan (2015).

5.0 AMENITY SPACE

5.1 BWPP policy BD4 says that in town centres, new dwellings may be permitted without amenity space.

5.2 Most of the existing flats above shops in the High Street have little or no on site amenity space.

5.3 The proposed development includes three rear private balconies of 5, 8 and 11m² respectively.

5.4 It is considered that further private amenity space is not required in this case because of the close proximity of the site to a wide range of local amenities including:-

 Fullwell Cross Leisure Centre & Swimming Pool (immediately opposite).  Fullwell Cross Library (immediately opposite).  Redbridge Sports Centre (500m).  Fairlop Waters Golf Course and Country Park (1km).  Barkingside Park (800m).  Other local leisure facilities, shops and social infrastructure.

6.0 PARKING

6.1 London Plan (2015) policy 6.13 says: -

“… in locations with high public transport accessibility, car free developments should be promoted”.

6.2 Table 6.2 of the London Plan suggests that for higher density developments with an average of up to 3 habitable rooms per flat in areas with a PTAL of 4 the maximum parking requirement should be up to 1 space per unit. Therefore a car free development would be in accordance with policy.

6.3 The note to table 6.2 states: -

“All developments in areas of good public transport accessibility should aim for significantly less than 1 space per unit.”

6.4 The site is 500m from Fairlop Station.

6.5 There is a northbound bus stop immediately adjacent to the site and a southbound bus stop opposite the site reached from a nearby pedestrian crossing.

6.6 The following regular bus services operate in the vicinity of the site: -

6.7 There is a wide range of shops and services within a short walking distance to the south of the site along Barkingside High Street and many other shops, services, community, educational and leisure facilities are easily accessible in nearby town and district centres by public transport.

6.8 There is a 173 space public car park at Craven Gardens, just a short walking distance from the site.

6.9 The provision of 2 car parking spaces would be in accordance with the London Plan. Twelve secure cycle parking spaces would be provided.

7.0 PRESSING NEED FOR MORE HOUSING

7.1 Paragraph 47 of the NPPF says LPAs should: -

“…use their evidence base to ensure that their Local Plan meets the full, objectively assessed needs for market and affordable housing in the housing market area, as far as is consistent with the policies set out in this Framework, including identifying key sites which are critical to the delivery of the housing strategy over the plan period”; and

“…identify and update annually a supply of specific deliverable sites sufficient to provide five years’ worth of housing against their housing requirements with an additional buffer of 5% (moved forward from later in the plan period) to ensure choice and competition in the market for land”.

7.2 The population of Great London is expected to grow significantly over the next 20 years from a base of 8.2 million in 2011 to 10.11 million in 2036, an increase of 1.91 million over the 25 year period.

7.3 The London Plan (2015) says that population increase will require 42,389 more homes to be built each year between 2015 & 2025, with that target being to be reviewed by 2019/20.

7.4 To meet this objectively assessed housing requirement the Mayor proposes that Redbridge should build 11,232 homes at a rate of 1,123 dwellings per annum during the period 2015-2025. This is an increase of 48% above Redbridge’s previous annual housing target of 760.

7.5 Paragraph 3.7.70 of the Redbridge Annual Monitoring Report (December 2014) states: - ______Stephen Hayhurst Chartered Town Planner Page 10 Planning Statement: 175-177 High Street, Barkingside.

“Redbridge’s housing delivery for the past five years has averaged 445 new homes per year, below the current London Plan target of 760 homes per year and the proposed target of 1,123 per year”.

7.6 A delivery of 445 homes per annum is equivalent to only 40% of the London Plan (2015) housing target and would only constitute a 2 years’ supply of housing land.

7.7 The Redbridge Annual Monitoring Report (December 2014) also claims that the Council will be able to deliver 8,028 sites in the next five years, but there must be considerable doubt about this as the Report explains that this figure includes a large number of sites without planning permission. Most tellingly it does not specify the actual number of sites with planning permission. The claim that the Council will increase it completions from an anticipated 244 in 2014/15 to 2,240 in 2017/18 is highly dubious.

7.8 In these circumstances the Council must therefore grasp the opportunity afforded by schemes such as my client’s and grant planning permission for this development.

8.0 CONCLUSIONS

8.1 The proposal is for 9 flats on three floors in an extended block of similar height and appearance to the neighbouring building. It is well designed and would be in keeping with the character and appearance of the area.

8.2 The density of the development would be within the acceptable London Plan density range for a development of this type in this location.

8.3 The internal floor area of the flats would meet or exceed the standards in the London Plan. It would also meet the Lifetime Homes’ criteria.

8.4 The site is in Barkingside District Centre in very close proximity to a range of leisure facilities. The proposed amenity space provision is therefore in accordance with BWPP policy BD4.

8.5 The site is in an area with an indicative PTAL of 4, and is accessible to a range of shops, services and facilities on foot, by bus (via the immediately adjacent bus stop) and by tube from Fairlop Station, which is 500m away. There is also a large public car park close by. In these circumstances a car free development would be appropriate.

8.6 There is a pressing need for housing development to accommodate London’s and Redbridge’s rapidly expanding population. The recent rate of housing completions in the Borough is low and a rigorous analysis of the Council’s figures would surely show nowhere near a 5-years’ supply of deliverable sites, as required by the NPPF.

8.7 Therefore the opportunity should be taken to approve this sustainable, well- designed development. ______Stephen Hayhurst Chartered Town Planner Page 12
