The role of self-gentrification in sustainable tourism: Indigenous entrepreneurship at Honghe Hani Rice Terraces World Heritage Site, China Abstract: This article examines three forms of tourism gentrification within the Honghe Hani Rice Terraces UNESCO World Heritage Site in Yunnan, China. The Indigenous Hani and Yi communities who populate this remote mountainous area possess distinct cultural practices that have supported the rice terrace ecosystem for centuries. This article uses interviews and non-participant observation conducted with inhabitants and newcomers to analyse the gentrification within the site. We argue that Indigenous cultural practices, and consequently rice cultivation in the area, are threatened by gentrifier-led and state-led gentrification, combined with high levels of outward migration of Indigenous persons. This poses a significant threat to the sustainability of tourism there, to the survival of the traditions and culture of the Indigenous inhabitants and could compromise the site’s World Heritage Status. Some Indigenous people are, however, improving their socio-economic standing – and becoming “middle class” or “gentry” – particularly through adopting entrepreneurial strategies gleaned from their encounters with outside-gentrifiers and tourists. This article proposes the concept of “self-gentrification” as a way to describe individuals who seek to improve themselves and their own communities, while threatened by gentrification, and offers ways to promote that concept to help conserve both heritage landscapes and Indigenous ways of life. DEFENSE WHITE PAPER Message from the Minister of National Defense The year 2010 marked the 60th anniversary of the outbreak of the Korean War. Since the end of the war, the Republic of Korea has made such great strides and its economy now ranks among the 10-plus largest economies in the world. Out of the ashes of the war, it has risen from an aid recipient to a donor nation. Korea’s economic miracle rests on the strength and commitment of the ROK military. However, the threat of war and persistent security concerns remain undiminished on the Korean Peninsula. North Korea is threatening peace with its recent surprise attack against the ROK Ship CheonanDQGLWV¿ULQJRIDUWLOOHU\DW<HRQS\HRQJ Island. The series of illegitimate armed provocations by the North have left a fragile peace on the Korean Peninsula. Transnational and non-military threats coupled with potential conflicts among Northeast Asian countries add another element that further jeopardizes the Korean Peninsula’s security. To handle security threats, the ROK military has instituted its Defense Vision to foster an ‘Advanced Elite Military,’ which will realize the said Vision. As part of the efforts, the ROK military complemented the Defense Reform Basic Plan and has UHYDPSHGLWVZHDSRQSURFXUHPHQWDQGDFTXLVLWLRQV\VWHP,QDGGLWLRQLWKDVUHYDPSHGWKHHGXFDWLRQDOV\VWHPIRURI¿FHUVZKLOH strengthening the current training system by extending the basic training period and by taking other measures. The military has also endeavored to invigorate the defense industry as an exporter so the defense economy may develop as a new growth engine for the entire Korean economy. To reduce any possible inconveniences that Koreans may experience, the military has reformed its defense rules and regulations to ease the standards necessary to designate a Military Installation Protection Zone. -

"Kim Jong Un, Uranium, and the Artillery Barrage: How to Think Strategically about North Korea?" By Narushige Michishita Narushige Michishita is an associate professor of the Security and International Studies Program at the National Graduate Institute for Policy Studies (GRIPS) in Tokyo. Escalating Situation and North Korea’s Intentions The North Koreans have taken important and provocative steps to escalate the situation. First, they revealed that they had completed a uranium enrichment facility with 2,000 centrifuges and had begun construction of a 25 to 30 megawatt-electric experimental light-water reactor in Nyongbyon.i Then, they shelled Yeonpyeongdo - a South Korean offshore island in the Yellow Sea - causing military and civilian casualties.ii Outrageous as they are, North Korea’s recent actions are perfectly consistent with its past actions and its objectives. North Korea’s central objective is to force Washington to start talks with Pyongyang with the aim of improving relations between the two countries. Actually, North Korea declared that it would begin enriching uranium and that it had decided to build its own light water reactors in June 2009. In November 2010, the North Koreans simply delivered what they had already declared they would. In any case, now that they have demonstrated their possession of the uranium enrichment program, it is on the table to be negotiated. Regarding the heightened tension in the Yellow Sea, in January 2009 the general staff of the Korean People’s Army warned that it would take measures to defend the “military demarcation line” in the Yellow Sea, which it had unilaterally established in 1999, if South Korean vessels continued to violate North Korea’s “territorial waters.” It also predicted that the “illegal” Northern Limit Line-a quasi-maritime borderline to separate the North and the South-would disappear. -

International Journal of Communication 7 (2013), 2609-2629 1932–8036/20130005 Bonding and Bridging Migrant Workers to Korean Society: A Study of Migrant Workers’ Television as a Counterpublic Sphere HUN-YUL LEE1 Korea University This article presents Migrant Workers’ Television (MWTV) in South Korea as an example to show efforts made by migrant media to be a part of the public sphere. Relying on both public and counterpublic sphere theories, this article shows that media created by migrant workers in Korea acts as a tool bonding migrants with each other and as a bridge between migrants and society. This is achieved through the activities migrants undertake while producing media. A content analysis of more than 200 program items produced by MWTV, a migrant worker media production nongovernmental organization, illustrates that MWTV’s programs strive to build a united community among ethnically diverse communities of migrant workers. Additionally, the article’s content analysis shows that MWTV reaches out to communicate with the general public as a counterpublic medium. A recent United Nation’s world population report stated that there has been a steady flow of migration from less developed countries to more developed ones for more than half a century (United Nations, Department of Economic and Social Affairs, Population Division, 2011). The report stated that the native population in developed countries has been decreasing as a result of low fertility and high mortality. Korean society is at the center of the change. Since the 1990s, Korea has seen a rapid increase in the number of immigrants entering the country for work or marriage. -

Abstract Islam was reintroduced into South Korea during the Korean War due to the participation of the Turkish army. In its more than 50 years’ development process, the achievements of Korean Islam include the establishment of legal Islamic organizations, the construction of mosques all over the country, pilgrimage to Mecca, translation of the Koran into Korean, and the establishment of an Islamic Institute. The number of Muslims in South Korea has grown considerably. South Korea’s Middle East diplomacy began in 1957; its spheres include economic diplomacy, international contribution diplomacy, and cultural diplomacy. South Korea has gained a certain level of influence in the Middle East. CHAPTER III NORTH KOREA’S POLICY POST – SIX–PARTY TALKS Following the failure of Six–Party Talks, DPRK restarted the development of their nuclear and missile technology and doing it more eager than before. Meanwhile, a change happened in the US as President Barack Obama won the US Presidential Election at the end of 2008 and entered office in early 2009, replacing former President George W. Bush. This series of events eventually brings changes to the atmosphere of diplomatic relations between DPRK and the US, also DPRK with their neighboring states. However, DPRK was in need of an increase of funding, and eventually recognition, from adversaries, donors, and other countries, regarding their nuclear and missile program. To fulfill this demand, DPRK finally used the same, guaranteed-for-success strategy: to cause another new security crisis in the region1. The way DPRK stirred up the political situation in the Peninsula was relatively similar with the ones done in the previous years, that is by causing incidents and conducting provocations towards their neighbors and oppositions: the US, ROK, and Japan. Kinds of provocations done by DPRK also varied from cyber-attacks, illegal economic activities, attacks on oppositions’ military vehicles and facilities, and arresting of foreign citizens trespassing DPRK’s borders, and continuous nuclear & missile tests. This kind of strategy is considered very erratic to do by DPRK2 since if a war were to break out, DPRK’s chance of survival is small.
