People in conflict-affected states are up to three times more likely to be undernourished than those living in countries at peace.1 To a lesser extent, hunger can contribute to violence by exacerbating tensions and grievances. WFP therefore has a strong interest and a potentially important role in supporting transitions towards peace. In recent years, the United Nations’ method for supporting countries emerging from conflict has shifted to a “whole-of-government” approach with a focus on national peacebuilding strategies and the New Deal for Engagement in Fragile States. -

Peacekeeping Operations in Africa September 23, 2019 Many Members of Congress have demonstrated an interest in the mandates, effectiveness, and funding status of United Nations (U.N.) peacekeeping operations in Africa as an integral Luisa Blanchfield component of U.S. policy toward Africa and a key tool for fostering greater stability and security Specialist in International on the continent. As of September 2019, there are seven U.N. peacekeeping operations in Africa: Relations the U.N. Multidimensional Integrated Stabilization Mission in the Central African Alexis Arieff Republic (MINUSCA), Specialist in African Affairs the U.N. Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), the U.N. Interim Security Force for Abyei (UNISFA), Lauren Ploch Blanchard Specialist in African Affairs the U.N. Mission in South Sudan (UNMISS), the U.N. Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), the African Union-United Nations Mission in Darfur (UNAMID), and the U.N. Mission for the Organization of a Referendum in Western Sahara (MINURSO). The United States, as a permanent member of the U.N. Security Council, plays a key role in establishing, renewing, and funding U.N. peacekeeping operations, including those in Africa. For 2019, the U.N. General Assembly assessed the U.S. share of U.N. peacekeeping operation budgets at 27.89%; since the mid-1990s Congress has capped the U.S. payment at 25% due to concerns that the current assessment is too high. During the Trump Administration, the United States generally has voted in the Security Council for the renewal and funding of existing U.N. -

Vladimirova1 1 Kazan Federal University, Institute of International Relations, History and Oriental Studies, [email protected] Abstract The issue under investigation is urgent as the modern world is experiencing widespread armed conflicts to settle which the United Nations is conducting peacekeeping operations, thus the study of the development of the concept of peacekeeping operations will now help find the most optimal form of such conduct. The purpose of the article is to study the process of the development of the concept of peacekeeping operations and the role of the Secretary-General of the United Nations Dag Hammarskjold in it. The article deals with the formation of the concept of peacekeeping operations, a major contribution to which was introduced by the second Secretary-General Dag Hammarskjold who held the post in 1953-1961. The authors examine the attempts carried out in the second half of the 1940s to create international military forces within the UN in order to respond to the threats to international peace and security. The cases of conflict resolution in the Middle East and in the Congo reveal the basic principles of Hammarskjold’s peacekeeping concept as well as his systemic approach to resolving local crises in the world. The materials of the article may be useful in discussing a possible reform of the concept of the UN peacekeeping operations. -

Fältförsök, underrättelser och stridserfarenheter har visat att dessa raketer är vanligt förekommande samt svåra att detektera med radarsensorer. En modell för hur räckviddsökning beror på olika sensorpositioner har skapats genom att använda dokument från USA och forna Sovjetunionen beskrivande ballistik tillsammans med teorier för hur räckvidd påverkas av radarmålarea (RCS) samt en beskrivning av RCS tillhandahållen av FOI. Resultat från körningar i MATLAB visar att sensorpositioner inom 300 meter från skyddsobjektet är fördelaktiga vid en skottvidd av 3000 meter. Som tumregel för att uppnå maximal sensorprestanda bör strävan vara att placera sensorn på ett avstånd från skyddsobjektet understigande 10% av förväntad skottvidd. Field trials, intelligence and combat experience have shown that these rockets are commonly used and among the most difficult to detect with radar sensors. By using U.S. and U.S.S.R. documentation on rocket ballistics together with existing theories of detection range dependence on radar cross section (RCS) and a RCS description provided by FOI, a model for range gain for various sensor positions is constructed. -

Military medals are bestowed in recognition of specific acts or service which can vary in significance from routine duty to bravery and valour. Irrespective of their provenance, military medals are highly valued and are regarded as representing all that is best in the field of human endeavour. They are seen as being earned and merited by the recipient and in the Defence Forces this sense of worth is enhanced by the strict conditions attaching to the awards. Medals in the Defence Forces fall into two broad categories: medals awarded by the Minister for Defence on the recommendation of the Chief of Staff and medals awarded to qualifying personnel for service overseas on Government approved missions. The first category comprises the Military Medal for Gallantry and the Distinguished Service Medal, which can be awarded for acts of bravery, gallantry, courage, leadership or devotion to duty and the Military Star, a posthumous decoration awardable to personnel killed as a direct result of hostile action. These medals may only be awarded following rigorous investigation by a board of officers appointed by the Chief of Staff. Also in this category are the Service Medal, which recognises service in the Defence Forces for a minimum fixed period and the United Nations Peacekeepers Medal, which recognises service overseas with a UN mandated mission. -

SOCIAL SCIENCES COLLECTION GUIDES OFFICIAL PUBLICATIONS www.bl.uk/subjects/national-and-international-government-publications Service lists for the Army, Navy and Air Force INTRODUCTION This guide is the result of merging two separate checklists. The checklist of Army Lists (British Army lists 1642- : a chronological handlist) is undated and without attribution of authorship. It is believed to have been compiled around 1980 as a collaborative effort by the staff at that time of what was then the Official Publications Library (OPL) of the British Library; the identity of the actual compiler is unknown. The checklist of Navy Lists (Navy lists : a chronological handlist of lists of ships and officers of the Royal Navy since ca 1640) is better documented. It was compiled in 1986 by Joy Tilley, a graduate library trainee, as a project for her work experience training under the supervision of Richard Cheffins who edited the result. No attempt has been made to further edit the original checklists except to update a few pressmarks, to clarify some minor points of uncertainty, to expand somewhat on the current Army and Navy lists and to add a section on Air Force lists. The item numbering of Army Lists has been discontinued but otherwise the inconsistencies of style and layout between, and even within, the two main lists have been left to stand but these should not hinder the use of this guide. The original Navy checklist had a brief introduction which has been incorporated into this one; the Army checklist had none. Both had brief 'further reading' lists which have been combined as the penultimate section of this guide.
