Adriana Jones Clerk to the Council Members of the public and press are invited to attend this meeting AGENDA 1. APOLOGIES FOR ABSENCE To RECEIVE any apologies for absence. 2. OTHER ABSENCES To NOTE any absences for which no apology has been received. 3. CONFIRMATION OF MINUTES To APPROVE as a correct record the Minutes of the Parish Council held on 14th November 2016 and to discuss any matters arising from these minutes, and agree any outstanding actions. 4. DECLARATIONS OF INTEREST To RECEIVE any Declarations of Interest by Members. A Member with a personal interest in a matter must consider whether it is a Disclosable Pecuniary, Non Pecuniary or Other Pecuniary Interest, and declare it accordingly. A Member who is unsure as to how to declare their interest should seek independent advice. 5. PARISHIONERS FORUM To RECEIVE questions from members of the public. In accordance with an agreed procedure, the time allocated for public questions shall be limited to 10 minutes or such other period determined by the Chairman of the Meeting. 6. RESIGNATION OF COUNCILLOR Councillors are asked to NOTE that Caroline Taylor has resigned from her position as Councillor for the Bobbingworth Ward. Notices of this vacancy will be erected onto the Parish Notice Boards by 9th January. If 10 or more electors for the Bobbingworth ward give notice in writing to the returning officer claiming a poll within 14 days of the date of the notice, a bye- election will be held within 60 days. Should no such poll be claimed, the Parish Council are able to fill the vacancy by way of co-option. 7. NEIGHBOURHOOD PLANNING Members are asked to NOTE that the Steering Group met on 29th November to discuss the decision by Epping Forest District Council not to progress to referendum following the examiner's report. It was agreed at this meeting to make the suggested alterations as posed by the Examiner, remove the policy that was no longer compliant due to changes in National Policy, and to re-consult on a revised Neighbourhood Plan with local residents. This will take place over the coming months. A full copy of the report from the Examiner is attached to the agenda. 8. NOTICE BOARD, BOBBINGWORTH Councillors may recall that a new notice board was purchased for Bobbingworth following damage thought to have been caused by a vehicle. Cllr Mangan was due to install this notice board, however upon doing so noted that it had already been replaced. After further investigation it has been established that this notice board was replaced by Epping Forest District Council, and is in fact not the property of the Parish Council. As such, it will be removed from the Parish Councils asset list. Councillors are therefore asked to consider if they would like to install another notice board elsewhere in the Parish, and if so in which location. 9. REPORTS To RECEIVE any questions emanating from any reports from Councillors who wish to give a report and/or who are representatives on Committees, Working Groups, Outside Bodies and other meetings that Councillors or the Clerk have attended and which, if available, will be reproduced if they have been submitted by Councillors for inclusion: a) BOBBINGWORTH NATURE RESERVE - To receive a report if available. b) DISTRICT / COUNTY COUNCILLOR REPORTS c) PARISH COUNCILLOR REPORTS 10. CLERKS COMMUNICATIONS AND CORRESPONDENCE REPORT To RECEIVE the oral report of the Clerk on matters which may be of current interest to Members and which require a formal update, and to RECEIVE such correspondence and communication as the Clerk may place before the Council. Items under this agenda item are for NOTING only. Email from Sue Taylor, EF NHW Chair - update to be given at the meeting Letter sent to Moreton Village Hall formally confirming grant award of £1,000, and suggesting sources of funding. Invitation to attend the licensing of the Reverend Christine Hawkins as Priest-in-Charge by the Right Reverend the Lord Bishop of Chelmsford on Sunday January 29th at 3pm. Email from ECC Highways reference Moreton Bridge, stating that the original coping stones were fragile and crumbled when removed. As the bridge is listed they have to be replaced with stone copings agreed with the Planning Authority, the new copings being made of Portland stone and having to be cut to size. There is a long lead in time for this. Alternative copings are in place until ECC can fix the permanent stone copings. There will not be a need to fully close the road during these work however temporary traffic control will be needed. Letter written to Mrs Boyce Letter sent in response to Boundary Review consultation. 11. EPPING FOREST DISTRICT COUNCIL DRAFT LOCAL PLAN Following agreement via email, attached to the agenda is the formal response from this Parish Council to the Epping Forest District Council Draft Local Plan consultation. Also attached is a copy of the notes from EFDC from the meeting attended by the Clerk and Cllr Foulser on 22nd November 2016. Highlighted in yellow is a paragraph that both the Clerk and Cllr Foulser disagree with, as this was not what was stated at the meeting, and this has been highlighted to EFDC. 12. BUDGET / PRECEPT 2017/2018 Councillors are asked to CONSIDER the budget, and subsequently the precept for 2017/2018. This will be completed on a 'live' basis during the meeting. Councillors are asked to contact the Clerk prior to meeting if they have something specific they would like to be considered. Notes for Councillors Councillors should note that following the recent consultation by the DCLG regarding the possible capping of precepts for Parish Councils, the Chairman of NALC (National Association of Local Councils) has released the following statement: 'I very much welcome the government’s decision not to extend council tax referendum principles to any size of parish or town council in 2017/18. Parishes play an important role in communities and local democracy and I am pleased the secretary of state acknowledged this in his statement and he has listened to the sector’s concerns. I would urge councils to continue to be fiscally responsible and I am keen work with the government on ways to increase transparency and engagement with residents' Councillors are also reminded that Epping Forest District Council will be phasing out the Parish Support Grant over the next two years. The grant award for 2017/2018 will be £516, £259 less than 2016/2017. The District Council has asked to be notified of the Precept request by 31st January 2017 and Members are, therefore, asked to CONSIDER the proposed 2017/2018 precept figures. 2 13. TELEPHONE BOXES a) Adoption Councillors are asked to NOTE that the Clerk has officially informed BT of this Parish Councils intent to adopt the following three phone boxes: Nr Cedar Lodge, Harlow Road, Moreton Nr Red House Cottage, Little Laver Nr Post Office, Bobbingworth BT has logged this intent, however has redirected the Clerk to contact EFDC again informing them of this intent as part of their current consultation. b) Phone box use Councillors are asked to give consideration to the future of these phone boxes. The Moreton box is earmarked to house the community defibrillator, however full details of this are yet to be understood and agreed. 14.     Epping Forest District Questionnaire for Essex County Council Local Bus Network Review Consultation August 2016 Background In 2015 Essex County Council (ECC) began a thorough review of its financial support for those local bus services that it pays for across the County. This consultation is the start of the second part of the review and looks at 70 services across Essex where the current contract ends in 2017. We have grouped together services by geographical area of the County so it is easy to see whether your service is part of the review. Most bus services in Essex are run by commercial operators. The County Council’s role is to decide, where the commercial operators do not provide a service, whether one is needed and if it determines that one is, then to provide it. To help make this decision ECC looks at many factors including what alternatives are available, how many people use them and whether they offer value for money. The Council will not normally continue to support a service where it pays the operator £5.00 or more per passenger carried after all revenue (from fares of all types including the concessionary bus pass scheme) has been taken into account. This is the Cost Per Passenger Journey (CPPJ). A number of the services in this review were last tendered in 2009/10 and the prices agreed then are therefore relatively low compared to prices today. In addition ECC has not increased many of its fares since 2009. As a result a number of bus services in this review are currently close to or exceeding the £5.00 CPPJ upper support limit and are very likely to exceed it after tender.

    NORTH WEALD BASSETT PARISH COUNCIL CHAIRMAN'S ANNUAL REPORT 2015 - 2016 Environment Play Areas - continued to maintain and refurbish the play equipment on three Play Area -, Weald Common, Memorial Playing Field and Thornwood Common. We have removed the old wooden play area at Weald Common due to increased vandalism and ongoing maintenance costs. We continue to undertake weekly inspections of the play equipment and arrange for quarterly inspections by an external specialist. Grounds Maintenance Thornwood Common Field -Wheelers Farm Allotments Managed the grass cutting, other Thornwood Nature Area grounds maintenance, and Mill Street Common -Queens Road Allotments -Pike Way Open Space -Thornwood Allotments maintained the open spaces in areas -Bluemans End Recreation Ground -Hastingwood A Allotments that the Parish Council has -Village Green – High Road -Hastingwood B Allotments responsibility for. -PC Owned Land at Weald Common -North Weald Bassett Parish Cemetery Allotments - managed and maintained five allotment sites for use by the public. We continue to provide Allotment Wardens with their own budgets to manage the sites, thereby ensuring that allotment holders have a say in what is needed on each site. The costs are still low and the take up of new plots has been quite high this year. We have chickens on one of the sites which has been a huge success. Plot holders meet with Councillors once a year at the Annual Meeting. Litter-Pick – a small group of Councillors meet up on a monthly basis to arrange litter picks in North Weald Village, close to the Village Hall and Weald Common. They collect at least 4 bags of litter on each occasion.

EFDC are going to clear it • Housham Tye signpost is still missing. • Enforcement on Chequers. The building has been removed in part. RM will discuss this with the enforcement officer later this week. Local residents are not allowed into The Chequers on cabaret nights. 2066.
