CM22 7BL MINUTES OF PARISH COUNCIL MEETING HELD AT 7.30 PM ON MONDAY 3rd DECEMBER 2018 AT THE FOX INN, MATCHING TYE PRESENT Cllr Paul Moulds (PM), (Chairman) Cllrs. Joan Bowerman (JB), Roland Brockman (RB), Richard Morgan (RM), In attendance: Clerk to the Council Ernie Fenwick and 7 members of the public. 2065. CHAIRMAN’S WELCOME & PUBLIC PARTICIPATION The Chairman welcomed everyone present and opened the meeting. The following items were raised by members of the public • Oak Tree on Housham common has been looked at and lower branches have been trimmed. • Household rubbish has been deposited on the bridleway at Housham Common. EFDC are going to clear it • Housham Tye signpost is still missing. • Enforcement on Chequers. The building has been removed in part. RM will discuss this with the enforcement officer later this week. Local residents are not allowed into The Chequers on cabaret nights. 2066. APOLOGIES AND REASONS FOR ABSENCE Cllr Jean Prevost (JP), away. ECC Cllr A Jackson (AJ) another meeting 2067. TO APPROVE MINUTES OF LAST MEETING Minutes of Parish Council Meeting held on 12th November approved and signed as a true record of the meetings 2068. CASUAL VACANCY PM proposed Eugene Simpson be appointed to the councillor to fill the vacancy created by the resignation of Tracey Graham. Seconded JB Carried unanimously. Cllr Simpson (ES) joined the meeting. A second vacancy has occurred with the resignation of John Binder. As this vacancy has occurred within 6 months of the next full Parish Council elections in May there is no requirement Notice of Casual Vacancy has been published following the resignation of Cllr John Binder. There is one suitable candidate who has expressed an interest. As there will be a full Parish Council election in May 2019, there is no need to invite candidates to stand in a by election and the position can be filled by co-option. 2069. CM22 7BL RM reported that fly tipping is still a major problem but fly tipping officers go through rubbish and they will be prosecuted if names and addresses are found. All bona fide contractors are now licensed to dispose of rubbish. EFDC are looking to relocate some of their offices to North Weald. 2071. CLERKS REPORT On matters from the last meeting. MATCHING GREEN AND MATCHING TYE a) To consider issues for Matching Green PM visits the pond every morning to feed the swans and the recent rain has improved the quality of the pond. b) To consider issues for Matching Tye Glass has been replaced in the telephone box on Matching Tye. A further instance of drainage problems and a tanker has been on site to clear a blockage Nothing has been done about the handrail from Clifford Close’ c) To consider issues to Housham Tye and other hamlets Adoption of the telephone box in Newmans End is still being applied for. Kerbing is in hand with John Kenney 2074. JUBILEE FIELD None reported. PM suggested that ES would be a perfect replacement for John Binder to look after 2075. HIGHWAYS Hedge along High Laver Road is encroaching upon the road. PM will have a quiet word with the landowner Hedge at the junction of Potash Road and Downhall Road near The Limes is also encroaching onto the junction. PM will speak to owner 2076.     Epping Forest District Questionnaire for Essex County Council Local Bus Network Review Consultation August 2016 Background In 2015 Essex County Council (ECC) began a thorough review of its financial support for those local bus services that it pays for across the County. This consultation is the start of the second part of the review and looks at 70 services across Essex where the current contract ends in 2017. We have grouped together services by geographical area of the County so it is easy to see whether your service is part of the review. Most bus services in Essex are run by commercial operators. The County Council’s role is to decide, where the commercial operators do not provide a service, whether one is needed and if it determines that one is, then to provide it. To help make this decision ECC looks at many factors including what alternatives are available, how many people use them and whether they offer value for money. The Council will not normally continue to support a service where it pays the operator £5.00 or more per passenger carried after all revenue (from fares of all types including the concessionary bus pass scheme) has been taken into account. This is the Cost Per Passenger Journey (CPPJ). A number of the services in this review were last tendered in 2009/10 and the prices agreed then are therefore relatively low compared to prices today. In addition ECC has not increased many of its fares since 2009. As a result a number of bus services in this review are currently close to or exceeding the £5.00 CPPJ upper support limit and are very likely to exceed it after tender.

    NORTH WEALD BASSETT PARISH COUNCIL CHAIRMAN'S ANNUAL REPORT 2015 - 2016 Environment Play Areas - continued to maintain and refurbish the play equipment on three Play Area -, Weald Common, Memorial Playing Field and Thornwood Common. We have removed the old wooden play area at Weald Common due to increased vandalism and ongoing maintenance costs. We continue to undertake weekly inspections of the play equipment and arrange for quarterly inspections by an external specialist. Grounds Maintenance Thornwood Common Field -Wheelers Farm Allotments Managed the grass cutting, other Thornwood Nature Area grounds maintenance, and Mill Street Common -Queens Road Allotments -Pike Way Open Space -Thornwood Allotments maintained the open spaces in areas -Bluemans End Recreation Ground -Hastingwood A Allotments that the Parish Council has -Village Green – High Road -Hastingwood B Allotments responsibility for. -PC Owned Land at Weald Common -North Weald Bassett Parish Cemetery Allotments - managed and maintained five allotment sites for use by the public. We continue to provide Allotment Wardens with their own budgets to manage the sites, thereby ensuring that allotment holders have a say in what is needed on each site. The costs are still low and the take up of new plots has been quite high this year. We have chickens on one of the sites which has been a huge success. Plot holders meet with Councillors once a year at the Annual Meeting. Litter-Pick – a small group of Councillors meet up on a monthly basis to arrange litter picks in North Weald Village, close to the Village Hall and Weald Common. They collect at least 4 bags of litter on each occasion.
