Original language: English AC26 summary record CONVENTION ON INTERNATIONAL TRADE IN ENDANGERED SPECIES OF WILD FAUNA AND FLORA ____________ Twenty-sixth meeting of the Animals Committee Geneva (Switzerland), 15-20 March 2012 and Dublin (Ireland), 22-24 March 2012 SUMMARY RECORD Animals Committee matters 1. Opening of the meeting The Chair opened the meeting and welcomed all participants, before giving the floor to the Secretary- General, who also welcomed everyone and introduced new members of the Secretariat's scientific team (Mr De Meulenaer and Ms Kwitsinskaia) and enforcement team (Ms Garcia Ferreira, Ms Jonsson and Mr van Rensburg). He wished the Committee well in its deliberations. The Chair thanked the Secretary-General and invited suggestions as to how the Conference of the Parties could establish stronger measures to support the Committee as well as export countries, which deserved particular assistance. No other intervention was made during discussion of this item.1 2. Rules of Procedure The Secretariat introduced document AC26 Doc. 2 and proposed amending Rule 22 as follows: “On request, the Secretariat shall distribute printed and translated documents...”. The Secretariat explained that most members regularly indicated that they did not need printed copies and that this proposal was made to reduce costs. Although not opposed to the change in principle, a Party regretted that the suggestion had not been presented in the document, which would have given Parties time to consider it, and was concerned that this unannounced proposal might create a precedent. Another Party asked a question on the procedure to accept observers, but the Chair invited it to raise this topic under agenda item 4 on Admission of observers. -

CoP17) RECORDANDO la Resolución Conf. 11.22, aprobada por la Conferencia de las Partes en su 11ª reunión (Gigiri, 2000); TOMANDO NOTA de que la nomenclatura biológica no es inmutable; CONSCIENTE de que es necesaria la normalización de los nombres de los géneros y de las especies de varias familias y de que la actual falta de una obra de referencia normalizada con información adecuada disminuye la eficacia de la aplicación de CITES en lo que respecta a la conservación de numerosas especies incluidas en los Apéndices; RECONOCIENDO que la taxonomía utilizada en los Apéndices de la Convención será más útil a las Partes si está normalizada de acuerdo a una nomenclatura de referencia; CONSCIENTE de que el antiguo Comité de Nomenclatura identificó nombres de taxa en los Apéndices de la Convención que deberían ser cambiados para que reflejen la denominación aceptada en biología; TOMANDO NOTA de que esos cambios deben ser aprobados por la Conferencia de las Partes en la Convención; RECONOCIENDO que hay varios taxa incluidos en los Apéndices de los que existen formas domesticadas y que en varios casos las Partes han decidido establecer una distinción entre las formas silvestres y domesticadas aplicando a la forma protegida un nombre diferente del nombre mencionado en la nomenclatura normalizada; RECONOCIENDO que, en lo que respecta a las nuevas propuestas de inclusión de especies en los Apéndices, las Partes deberían utilizar las obras de referencia normalizadas adoptadas, cada vez que sea posible; CONSIDERANDO -

(2) In particular, in line with CITES Resolution Conf. 16.8, specific provisions designed to simplify the non-commercial cross-border movement of musical instruments should be inserted. (3) Experience gained in the implementation of Regulation (EC) No 865/2006, in conjunction with Commission Implementing Regulation (EU) No 792/2012(3), has shown that some provisions therein should be amended in order to ensure that the Regulation is implemented in a harmonised and efficient manner within the Union. -

CoP16)] REPORT OF THE SPECIALIST ON ZOOLOGICAL NOMENCLATURE 1. This document has been prepared by the specialist on zoological nomenclature of the Animals Committee1. Nomenclatural tasks referred to the Animals Committee by CoP16 2. Hippocampus taxonomy At CoP16 Australia had asked for the recognition of a number of Hippocampus species. As this request had been made after Annex 6 (Rev.1) of CoP16 Doc 43.1 (Rev.1) had been adopted already it was decided to refer the discussion of this issue to the next Animal Committee meeting. The specialist on zoological nomenclature has contacted Australia to clarify the issue. Australia requests the following species to be recognized as valid species under CITES based on Kuiter, R.H. 16.1.2015 ES Diario Oficial de la Unión Europea L 10/1 II (Actos no legislativos) REGLAMENTOS REGLAMENTO (UE) 2015/56 DE LA COMISIÓN de 15 de enero de 2015 por el que se modifica, en lo relativo al comercio de especies de fauna y flora silvestres, el Reglamento (CE) no 865/2006, por el que se establecen disposiciones de aplicación del Reglamento (CE) no 338/97 del Consejo LA COMISIÓN EUROPEA, Visto el Tratado de Funcionamiento de la Unión Europea, Visto el Reglamento (CE) no 338/97 del Consejo, de 9 de diciembre de 1996, relativo a la protección de especies de la fauna y flora silvestres mediante el control de su comercio (1), y, en particular, su artículo 19, apartados 2, 3 y 4, Considerando lo siguiente: (1) Con objeto de aplicar determinadas resoluciones adoptadas en la decimosexta reunión de la Conferencia de las Partes de la Convención sobre el Comercio Internacional de Especies Amenazadas de Fauna y Flora Silvestres (CITES, 3-14 de marzo de 2013), en lo sucesivo denominada «la Convención», deben modificarse algunas disposi ciones del Reglamento (CE) no 865/2006 de la Comisión (2) y añadirse otros nuevos. (2) En particular, en consonancia con la Resolución Conf. CITES 16.8, deben introducirse disposiciones para simplificar el movimiento transfronterizo no comercial de instrumentos musicales. (3) La experiencia adquirida con la aplicación del Reglamento (CE) no 865/2006, en conjunción con el Reglamento de Ejecución (UE) no 792/2012 de la Comisión (3), ha puesto de manifiesto la conveniencia de modificar algunas de sus disposiciones para que la ejecución del Reglamento se realice de una forma armonizada y eficiente en toda la Unión.
