At the meeting, we discussed the potential of plantings to restore the shoreline. Additional research and a site visit with NCWF representatives will be held in the future. • We are continuing to gather the needed items to submit the LWCF grant application for the playground at Lake Park. The grant is due on August 1, 2020. • Staff is working on installing landscape fabric at McDonald Park in preparation of the installation of the playground borders and much. • The Joseph Ryder Lewis Park Sign Committee is completing the interpretive signs for the park. A meeting will be held at the park on Tuesday, July 14th at 11:30 AM to discuss the signage and the next steps for the park. • Staff created an updated No Contact Beach Wheelchair Flyer. Our new flyer includes proper cleaning instructions upon returning rented Beach Wheelchairs. • The Carolina Beach Community Building will be a One-Stop Voting location this year. The building will be unavailable for rentals from Tuesday, October 12, 2020, through Monday, November 2, 2020.

Sections 3 and 4 of the Federal Arbitration Act (the "FAA") provide remedies for a party who is aggrieved by another party's failure or refusal to arbitrate under the terms of an FAA-governed agreement. FAA Section 3, which governs stays of litigation pending arbitration, requires courts, ?upon application of one of the parties,? to stay litigation of issues that are ?referable to arbitration? ?until arbitration has been had in accordance with the terms of the parties' arbitration agreement, providing [the party applying for a stay] is not in default in proceeding with such arbitration.? 9 U.S.C. § 3. Faced with a properly supported application for a stay of litigation of an arbitrable controversy, a federal district court must grant the stay. 9 U.S.C. § 3. We started out a couple weeks before Memorial Day Weekend by opening up and cleaning the Visitor Center and restocking the merchandise. We also were able to get the restrooms opened back up for the summer that weekend. Then we held our yearly CPLHS Members Camping / Work Weekend over the Memo- rial Day weekend where many new name boards were installed in the boardwalk. We also worked on projects related to the upcoming major exterior tower restoration project that started in late June and ran well into August. Also in August, another erosion control pro- ject was started at the east end of the boardwalk. In October we concluded the season by completing some updates to the water supply system to the Visitor Center, re-installing a repaired tower window, and packing up everything in the Visitor Center and returning it to winter storage. This year (2107) we have another busy year planned. Weather permitting (snow melts in time), we plan on opening up the Visitor Center on May 13th or 20th with a good cleaning and restocking the merchandise.

Portrayals of police characters are divided into three distinct categories: incompetents used as a source of comedy; bland and consistently unsuccessful nemeses to charismatic criminals, used to encourage the audience to support and favor these criminals; or cold antagonists fanatically devoted to their personal definition of ‘justice’, who cause audiences to question the system that created them. This paper also examines Western influences, such as Arthur Conan Doyle’s Sherlock Holmes and Victor Hugo’s Inspector Javert, on these modern media portrayals.

After solving this case Jimmy follows two suspicious men in black from the roller coaster case and watches them make a clandestine deal. Jimmy is attacked from behind by the two men and forced to take a newly developed poison that should kill him. Portrayals of police characters are divided into three distinct categories: incompetents used as a source of comedy; bland and consistently unsuccessful nemeses to charismatic criminals, used to encourage the audience to support and favor these criminals; or cold antagonists fanatically devoted to their personal definition of ‘justice’, who cause audiences to question the system that created them. This paper also examines Western influences, such as Arthur Conan Doyle’s Sherlock Holmes and Victor Hugo’s Inspector Javert, on these modern media portrayals. It also examines the contradictions between these negative, antagonistic characters and existing facts and statistics – Japan’s low crime rate and generally high reports of civilian satisfaction with the police.
