Freire (Paulo) ABSTRACT In presenting the work of participants before and during the Symposium, the report begins with an introduction giving an overall view of concepts, projects, andproblems of functional literacy with reference to other sections of the report. The keynote lecture deals with functional literacy in the context of adult education -- results and innovative effects. Other lectures are devoted to Paulo Preire's approach, documentation and international exchange of experiences, and pilot projects for large scale programs as they relate to functional literacy. Three working papers present topics serving as background information for discussion: life-long education; methods; and planning, organizing, and administering - -again in relation to functional literacy. Statements were made to the working groups byrepresentatives from UNESCO, the German Adult Education Association, and the German Foundation for International Development. The working groups' reports regarding functional literacy provide the basis for the Symposium's thirty main conclusions. A brief evaluation report based on participant interviews, the program, and list of participants are included. Reports from nine Arab and African countries are presented and synthesized, emphasizing adult literacy activities. A 17-page bibliography devotes three pages to functional literacy documents and the remainder to selected project materials. Working in close cooperation with the Federal Govern- ment and with numerous partners at home and abroad, it concentrates its programmes on the following focal points of national and international development policy: International exchange of views with and transfer of professional knowledge to specialists and higher-level personnel from developing countries within the framework of international and uninational seminars. Collaboration in the further elaboration of German development policy through the organization of international and German conferences and meetings of experts in selected subject-matter fields. Training and advanced training programmes for specialists and higher-level personnel in the fields of public administration, crafts and industrial trades, agriculture, and forestry. Preparation and area orientation-cum-language briefing for German specialists taking up assignments in developing-countries. Coordination of documentation and information in the field of developing countries/development aid in the Federal Republic of Germany and cooperation with international organizations in the establishment of documentation and information centres in developing countries. DSE has its seat in Berlin but is decentralized in five cities of the Federal Republic of Germany for the purpose of carrying out its specialized activities. The purpose of the questionnaire was to receive details and to gain a more precise understanding of organization, methods, and tech'-ues used by the different projects. The final rel. n the replies received was published in November 1971. In first deliberations at that time it was envisaged to organize an international symposium in order to give the directors of a number of projects which appeared according to the results of the questionnaire to have certain particu- larly interesting features an opportunity, to present their projects, with special emphasis on the aspects which would seem to be particularly useful in view of their incorpora- tion into other projects. The symposium was organized in close contact with UNESCO (Paris) by the German Foundation for International Develop- ment in ;:ooperation with the International Institute for Adult Literacy Methods, Teheran, and the German Adult educa- tion Association. In order to obtain concrete reetUts and to avoid a mere and general change of experiemes, the organizers decided in preperatory talks with UNESCO to concentrate the Symposium on special,. difficulties and problems of functional literacy in African countries. As the Experimental World Literacy Programme will come to an end in the near future, the objectives of the Symposium - 2 - BEST COP? AVAILABLE were: 1. To define the problem of illiteracy in relation to other educational needs of adults. 2. To summarize the main lessons learned from experiences gained in functional literacy projects during the last five years. S. To draw the implications for future actions. 4. To consider the nature and form in which foreign aid could most effectively assist the development of literacy in the context of adult education. This Report reproduces the intensive work or all the participants before and during the rymposium. In recent years, sustainable agriculture and food systems (SAFS) education – previously an activity solely of land-grant universities (LGUs) - has entered the discourse at liberal arts schools often through environmental and interdisciplinary studies. Though little consensus exists on how these programs are fostered and supported, the fact that they are increasing in number is undeniable. This study seeks to understand the motivation, development, and organization of these initiatives. This is important and useful to contribute to the larger dialogue on the importance of student farms and other SAFS initiatives, and to broaden the conversation about the historical bifurcation of vocational and liberal arts educational models. Research of 16 liberal arts schools conducted in the spring of 2012 sought to understand and deconstruct the organizational relationships and mechanisms leveraged to develop these programs. This author discovered a diversity of institutional motivations including an emphasis on pedagogical techniques such as experiential education and service-learning in addition to the wide influence of sustainability.

The theoretical lens of Cultural-Historical Activity Theory (CHAT) is employed in the study. Methodologically the study was executed through an analysis of oral, printed and e-resources produced by the main stakeholders and also the reflective experiences of the authors in their extensive educational work in the country. The findings reveal poorly developed vocational literacy education in schools and non-formal settings in spite of recurrent political declarations about its importance. There is a strong dependence by formal and particularly NFVE sectors on the technical and financial support provided by international organisations. Vocational literacy courses are characterized by a lack of adequate equipment and poor practice.

An overview of agricultural literacy curricula shows complementary deductive and inductive approaches to the systematic incorporation of agricultural education in K-12 classrooms. Based on positions discussed at the 2005 Agricultural Literacy Special Interest Group meeting of the American Association for Agricultural Education, the authors identified three curricular approaches to promote agricultural literacy: (1) a deductive approach based on programmed frameworks, (2) an inductive approach based on the application of knowledge and process skills, and (3) a utilitarian, values-based approach promoting evaluation of agri-food system issues. The authors provide an original conceptual model underscoring points of possible synergy between these approaches. The model points out interactions imposed on the system by cognitive-constructivist expectations for learning, which conflict with political and social pressures for a “traditional” curriculum assessed through “high-stakes” tests. The authors suggest capitalizing on the strengths of each approach to lever change within the current public education environment.
