Population: Federal Census: 14,892 (01/01/2010) Town Census: 15,164 (12/31/2019) Registered Voters a/o December 31, 2019: 11,102 Democrats: 2,421 Republicans: 1,691 Unenrolled: 6,839 All Others: 151 Elevation: Approximately 100 feet above sea level Area: 13.26 Square Miles Type of Government: Home Rule Charter Town Administrator Five-Member Select Board Open Town Meeting (June and October) Annual Town Election: Tuesday following first Monday in May Annual Town Meetings: Per the Town Charter -- to commence on any day in June (primarily financial matters and other business), and any day in October (primarily zoning and by-law matters and other business) not in conflict with a legal or religious holiday, as set by the Select Board at a public hearing held annually no later than March 31st. Per the Town General By-laws, no quorum requirement for any session of any regular Town Meeting; a quorum requirement of 150 voters is mandated for all sessions of any Special Town Meetings. [Charter and by-law changes regarding Town Meeting procedures were voted at the June 2018 Town Meeting; subsequent legislation under Chapter 269 Acts of 2018 for the Charter changes was signed into law on October 11, 2018; By-law change regarding successive sessions was approved by the Attorney General on September 21, 2018.] Total Assessed Valuations: Please see Assessor’s Report in this book. This submittal is in accordance with the Environmental Protection Agency's (EPA) National Pollutant Discharge Elimination System (NPDES) Stormwater Phase II Regulations and the Massachusetts DEP requirements. The format of this report follows the Section F listing of infonnation items under Part 1I Massachusetts Small MS4 Storm Water Management Program. See the Table of Contents following this cover letter for identification of each report section. In su111111ary, the Town of Wakefield has met compliance with the Town's permit application submittal dated July 28, 2003. The only permit component that was changed was the Adopt-A-Stream Program. In lieu of this program, the Department of Public Works (DPW) implemented a stream• cleaning program, starting in the spring of 2007. It should also be noted, that in 2015 into 2016 during permit year thi1ieen, the Town engineering consultant completed and submitted a draft of a drainage study of the Town. The study, includes a drainage model of the Town's drainage system components, recommended changes to the existing drain system and downstream receiving channels, X:\admin\npdcs\may l6annualrpt streams and rivers along with implementation priorities; estimated design, permitting and construction costs; which will in turn reduce the frequency and degree of flooding that occurs, thus reducing the potential uptake and wash off of pollutants and other materials to the receiving waters.

    INVESTIGATIONS OFFICER, Claimant, -v- DECISION OF THE INDEPENDENT ADMINISTRATOR ROBERT C. SANSONE Respondent. This matter concerns a charge filed by the Investigations Officer against Robert C. Sansone ("Sansone"), the President of IBT Local Union 682 located in St. Louis', Missouri. A hearing was held before me and post-hearing briefs were submitted. Having reviewed the evidence and post-hearing submissions, I find that the Investigations Officer has met his burden in proving the charge against Sansone. THE CHARGE: The Investigations Officer charged Sansone as follows: While President of Local 682, you acted in a manner to bring reproach upon the IBT, violated your fiduciary duties, and violated your oath, in violation of Article II, § 2(a) and Article XIX, § 6(b(l) and (2) of the IBT Constitution. TO WIT, while President of Local 682 you willfully disregarded your fiduciary duty to investigate and to act with respect to allegations and evidence that Anthony Parrino ["Parrino"], until recently the Vice President of -1- Local 682, was a member of La Cosa Nostra and associated with members of La Cosa Nostra. Specifically, the Investigations Officer charged that Sansone knew that public reports and the media had identified Parrino as a member of La Cosa Nostra, that Sansone knew Parrino associated with members of La Cosa Nostra, but that Sansone "deliberately failed to investigate or to act in connection with the allegations of [Parrino's] membership in organized crime . .." A hearing was held before me and post-hearing submissions were received. Having reviewed the evidence and the submissions of the parties, I find that the Investigations Officer has met his just cause burden of proving by a preponderance of the evidence the charge against Sansone.
