I am a Dentist in Great Falls. I have been in practice in Great Fa-lis, my home town, for 36 years and have been active in the community. Before dissolution of Columbus and Deaconess Hospitals and consolidation into Benefis Hospital, I was on Medical Staff at both Columbus and Deaconess Hospitals and was Chief of Dental Services at Deaconess Hospital for six years before Deaconess was out of commission as a medical facility and became Benefis Hospital.

I was also past President of The Great Falls Children's Receiving Home and I was former Base Dental Surgeon at the Air National Guard Unit here in Great Falis from 1996-1998. In addition I was President of the Sudden Valley Landowners Association, LLC from 1986-1996. I also served as a Board Member of Our Lady of Lourdes Catholic Church and School and a Board Member of Great Falls Catholic High School.

I have been a resident of Cascade County since arriving here via the U.S. Air Force in late 1993

and retiring from Military Service in 1995. Public service of some fashion has been a family tradition I inherited growing up on a small family grain and hog farm in a rural Southern lllinois community. lt is one lwould like to continue in service to Cascade County. I believe I have a unique combination of experience and training that would be beneficial to the Zoning Board of Adjustments.

For one period in the USAF I was trained and worked as the military equivalent of an OSHA inspector/mishap investigator. This included training in locating, interpreting, and applying government laws and regulations to real world situations. The mishap investigation portion ancluded determining

causal and contributing factors followed by recommended actions. Following retirement from the USAF I became an over-the-road truck driver. I owned my own truck and leased to local moving company, Hi- Line Movin8. I traveled all 48 lower states as well as 5 western Canadian Provinces and Alaska. This job required the ability to understand, interpret, and comply with state and federal regulations as well as Canadian regulations from Commercial Motor Vehicle laws, to import/export law, firearms transport laws, and a variety of state laws. lt also gave me a good appreciation of traffic flow and planning, or the lack thereof.

ln the past nearly ten years I have helped establish and run our new Salvation Army Food Eank operation as well as restart our defunct Emergency Disaster Services Program (Sally One). This has allowed me the privilege of workinB and interacting with numerous hardworking and respected Cascade County residents from our great communities throughout our County. lt has also given me a firsthand experience of the many needs and problems faced by our County's residents from the need for good paying jobs to adequate and affordable housing. My experience on the Local Emergency Planning Committee has allowed me to provide input and contribute to the Cascade County Emergency Operations Plan as well as the Cascade County Pre-Disaster Mitigation Plan. All my disaster training is either though FEMA lndependent Study or vla Seminars, Workshops, and FEMA or State DES classes such as ICS-300 & 400. I believe many of those same concepts, especially the mitigation phase of disaster response, can translate into an asset for the ZBOA.

But if you do nol. I have also participated in a local economic development & community improvement

think tank for over 12 years, helping to craft policy and unique solutions to complex

problems. I have worked tirelessly, hand in hand with local citizens, citizen groups, and public

agencies. Many consider my expertise to be that of a certified "Financial Genius", and l'll

humbly accept those compliments. However, I myself would say that, despite my vast wealth of financial wisdom, my legal prowess is much more on point, as plainly evidenced by our recent foray into the world of citizen initiated litigation ;) Some would say that I am as close to a legal

expert as a citizen can be, and lwould agree. I enjoy our rich history and all the good that it

stands for. I have an extremely firm grip on many legalities and basic legal concepts. I am one to

uphold, rather than circumvent the law ;))

All of these traits would be extremely beneficial to this position. As I understand it a

Zoning Board of Adjustment appointee needs to have, second to none, a solid foundation of

logical reasoning and a firm grasp on the breadth of an actions potentiality. The June 14th, 2016

adoption of the Cascade County Zoning Regulations (The most recent edition) makes this clear.

Especially when considering section 10.5, "STANDARDS APPTICABLE TO ALL SPECIAt USES", which stipulates that conditions such as public health, safety, traffic conditions, sight lines,

utilities, soil erosion (Also worth noting that I am a SWPPP expert;) protection of public, community, or private water supplies, possible adverse effects on surface waters or groundwate/s, the values of adjoining property, public necessity, and consistency with the

Cascade County G rowth Policy are all considerations that a Zoning Board of Adjustment

member is required to evaluate. lt is for all of these aforementioned reasons that I believe I am the best applicant for this board opening.
