    Chapter 4 (Inter)national Art: The London Old Masters Market and Modern British Painting (1900–14) Barbara Pezzini Introduction: Conflicting National Canons In his popular and successful essay Reflections on British Painting, an el- derly Roger Fry—who died in September 1934, the same year of this essay’s publication—criticised the art-historical use of a concept closely related to na- tionalism: patriotism.1 For Fry the critical appreciation of works of art should be detached from geographical allegiances and instead devoted ‘towards an ideal end’ that had ‘nothing to do with the boundaries between nations.’ Fry also minimised the historical importance of British art, declaring it ‘a minor school.’2 According to Fry, British artists failed to recognise a higher purpose in their art and thus produced works that merely satisfied their immediate con- temporaries instead of serving ‘posterity and mankind at large.’3 Their formal choices—which tended towards the linear and generally showed an absence of the plastic awareness and sculptural qualities of other European art, especially Italian—were also considered by Fry to be a serious limitation. Fry’s remarks concerning patriotism in art were directed against the aggressive political na- tionalism of the 1930s, but the ideas behind them had long been debated. They were, in fact, a development of earlier formalist ideas shared in part by other writers of the Bloomsbury set and popularised by Clive Bell’s 1914 discussion of ‘significant form.’4 For Fry, as for Bell, there was a positive lineage to be found in art, a stylistic continuum that passed from Giotto through Poussin to arrive to Cézanne.

Globalization of the world economy is matched by global problems, and global problems demand global solutions on the basis of ideas, values and norms respected by all cultures and societies. Recognition of the equal and inalienable rights of all the people requires a foundation of freedom, justice and peace - but this also demands that rights and responsibilities be given equal importance to establish an ethical base so that all men and women can live peacefully together and fulfil their potential. A better social order both nationally and internationally cannot be achieved by laws, prescriptions and conventions alone, but needs a global ethic. Human aspirations for progress can only be realised by agreed values and standards applying to all people and institutions at all times. Next year will be the 50th anniversary of the Universal Declaration of Human Rights adopted by the United Nations. The anniversary would be an opportune time to adopt a Universal Declaration of Human Responsibilities, which would complement the Human Rights Declaration and strengthen it and help lead to a better world. The following draft of human responsibilities seeks to bring freedom and responsibility into balance and to promote a move from the freedom of indifference to the freedom of involvement. If one person or government seeks to maximise freedom but does it at the expense of others, a larger number of people will suffer. If human beings maximise their freedom by plundering the natural resources of the earth, then future generations will suffer.

A man of myriad accomplishments, he is remem- bered best for one: Mellon founded an art museum by making what was thought at the time to be the single largest gift by any individual to any nation. Few philan- thropic acts of such generosity have been performed with his combination of vision, patriotism, and modesty. Fewer still bear anything but their donor’s name.     Partha Dasgupta interviewed by Professor Alan Macfarlane, FBA, on 6th April 2010, under the theme “Life and Works of Partha Dasgupta” 0:05:07 Born in November 1942 in Dhaka, then known as Dacca, now in Bangladesh, but then part of India; my maternal grandfather was the chief purchaser in a prominent jute company in Dacca, which is where my mother was born; my paternal grandfather was born in a village called Goila, which is in Barisal, a district in the Ganges-Brahmaputra delta of East Bengal, now Bangladesh; my father’s mother was from East Bengal as well; by the time my father was born, the Dasguptas of Barisal were impoverished financially, but it was a family with a long scholastic history, as I understand it they were a dynasty of scribes dating back to the seventeenth century; some made considerable reputations as Sanskrit scholars, but that didn’t make them rich; my father's father was an officer in local government; he worked in Bhanga, a court town in Faridpur district; three of my grandparents died before I was born, but I did get to know my mother's mother; she died in 1954; she was a lady of considerable independence of mind; one of my mother's sisters, quite a bit older than she, was married at the age of thirteen and widowed at fifteen; my grandmother took a stance subsequently, which meant that my mother didn’t get married until she was twenty-two: she was encouraged by my grandmother to graduate from Dacca University; my mother had a deep interest in both Bengali and English poetry, but I didn't get to know that until she

    Japanische Innenpolitik: Schwerpunkte und Tendenzen Japanese Domestic Policy 2008/09: Highlights and Tendencies Manfred Pohl Domestic policy in 2008 and the first half of 2009 was once again characterized by traditional as well as recent shortcomings of political culture in Japan. That is why this chapter has to discuss the desperate fight of the Asô government for political survival under the system. The growing rift in the ruling coalition of the Liberal Democratic Party and the New Kōmeitō is described as a clear signal of beginning decline of the half-century of nearly unbroken rule by the LDP. Electoral behavior of Kōmeitō (or rather Sōka gakkai) followers and electoral maneuvering of conservative stalwarts is discussed, as are relations between the LDP and the opposition party with the ministe- rial bureaucracy, which was deeply troubled in 2008 by plans both of the LDP and the DPJ to curb its predominant role. Regional and gubernatorial elections in 2008 are outlined as possible early indicators for the disastrous election defeat of both the LDP and the Kōmeitō.
