It is the ultimate destination for all other section of art, because all the arts meet to an end on music. Again the proletariat literature, the sub-alter literature and folklore music might have the most intimate relationship between the nature & human mind. The reason has its origin to reflection over human mind by the impact of nature. Water’s wave splashes to the shores creates some sound, breeze passing the branches of trees also left some sound, the rhyme of fountain, songs of birds, mysterious moonlit night, and so on. Actually music is the first artistic realization of human mind. Thus development of interaction through language is mostly indebted to music and the first music of human kind should be a folk one. That’s why the appeal of folk music is universal. From this context, my design consideration, the institute proposed for Hason Raja Sangeet (music) Academy is based on the rural-organic spatial order, use of indigenous building materials and musical education adapting the vastness of Haor (marshy) basin nature. -

Chapter · Ill Administrative Setup and Academic Pursuits I. The Principals, Academic Staff And standard of Education When the University of Calcutta began to function and turn out graduates, Rajshahi people became desirous of having higher education and began to think of starting a college. In 1873, First Arts classes were added to the Rajshahi Zilla School and it was raised to a second grade college, which was named Bauleah High School. The FA. classes were opened on the 1st April, 1873 with only six students on the 1 rolls. The Head Master of the Rajshahi Zilla School, Haragobinda Sen, was called upon to act as the Principal of the college when it was established. He was described in the despatch of Lord Hardinge, the Governor-General as "the most successful student for the year 1848." With Haragobinda Sen, Some of teachers of he school were also required to teach in the college as well. The Head Master reported that the teachers were not inclined to undertake the charge because of small emoluments offered to them. 2 The results were not very encouraging at first; all the five candidates for the University examination got plucked. In 1875 two out of seven candidates passed, named Nikunja Mohan Lahiri and Sree Narayan Munshi. They got second and third divisions respectively. It is noted that, Nikunja Mohan Lahiri securing a senior scholarship. In 1877, efforts were made for starting a first grade college, and the Rajshahi Association began to earn subscriptions. The Government of Bengal sanctioned the scheme in their letter No.2878, dated 1st October, 1877. -

Early, Child, and Forced Marriage & Religion Early, child, and forced marriage are forms of gender-based violence that pose serious threats to the rights of girls and women. They are particularly common in patriarchal societies in sub- Saharan Africa, the Middle East, and South Asia, but are found worldwide, including in Latin America, North America and Europe. It is estimated globally that one in nine girls will marry before their fifteenth birthday, some as young as five years old.1 Although boys or men may also be subject to child or forced marriage, research shows girls and women are affected on a much greater scale; even in societies that practice forced marriage, marriage for a boy under nineteen is uncommon. Child and forced marriages take a physical and emotional toll on the individual. They are often separated from family, friends, peers, and their community. Girls are usually denied education, are more likely to have complications in pregnancy, and are more at risk of sexual abuse and domestic violence.2 In child and forced marriages, there is also a power dynamic at play between husband and wife. There are frequently large age gaps between husband and wife, often by a decade or more, which typically indicates that the husband has all the power in domestic decisions. Girls who are not physically or emotionally prepared for a sexual relationship suffer extensively.3 While the phenomena of child and forced marriages may be one and the same, they may also be distinct from each other, depending on the context. Child and early marriage defined Child marriage is a marriage in which at least one partner has not reached the legal age in his/her country to marry. -

Inadequate budgetary support from the government and inappropriate implementation of the same due to nonexistence of good governance and inefficient utilization of allocated amount due to session jam, unemployment, and job nature of the graduates are the major challenges of higher education budget in Bangladesh. Similarly, poor planning and inefficient implementation, slavish national politics in higher educational institutions, priority of political attachment and even political slavery over merit in selecting and promoting academic faculties and nonacademic staff and assigning different duties to them, abuse of public university autonomy, absence of quality research, mismatch between expected and actual study area and discipline, and also mismatched between expected and actual job are the noteworthy indirect challenges of higher education budget. South American Journal of Academic Research, Volume-1, Issue-2, 2014 QUALITY CONTROL ON HIGHER EDUCATION SYSTEMS IN BANGLADESH A Case Study by Dr Jakir Hossain, Bangladesh (Assistant Professor of Management at University of Sciences and Technology, Chittagong, Bangladesh) Email:- [email protected] ABSTRACT Quality control on educational systems in Bangladesh has been viewed in traditional routine ways at institutions in Bangladesh. This paper study found out some vital factors which might be real concern in observance of quality issues. The salient notions including organizational structural lapses, governance problems, modern teaching approach gaps, syllabus & curriculum design frailty, infrastructural shortages, top level policies and decisions problems, implementation problems & disparity factors, Bureaucracy, leadership defects, interference, resistances to changes, improper planning, lack of professionalism, lack of resources, favoritism are salient issues seen in this study. Political influences on environments, systems of teaching and learning leading to quality failures have got serious impacts on total output and development. Besides some other dominant factors include teachers‟ roles, assessments systems on students performances and continuations, stake holders attitudes, interest in profit makings have been major features in not assuring quality standards been identified. KEYWORDS Quality Control, Standards, Education, Institution, Universities INTRODUCTION Quality means certain levels of excellence in performance of service & products marks. It also indicates particular marks of standards which ensure satisfactory levels of service & products utility.
